WEDNESDAY, JUNE 18, 2008 - 7:00 P.M.

ALL AGENDA ITEMS MAYBE INSPECTED IN THE OFFICE OF THE CITY CLERK

Individuals will address the City Council with respect to agenda items immediately before deliberation of the item by
the City Council -limit of five minutes where public input allowed

ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE WITH RESPECT TO ANY MATTER CONSIDERED AT THIS
MEETING WILL NEED A RECORD OF THE PROCEEDINGS AND MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE
PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON
WHICH THE APPEAL IS TO BE HEARD. (286.0105 F.S.)
IN COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT (ADA), ANYONE WHO NEEDS A SPECIAL

RESOLUTION NO. R-07-31
A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER
COUNTY, FLORIDA, PROVIDING FOR PROCEDURES FOR CHARTER
OFFICER EVALUATIONS; PROVIDING FOR CONFLICTS; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, City Council deems it appropriate to set goals for its Charter officer and
conducts its review in the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SEBASTIAN, INDIAN RIVER COUNTY, as follows:
SECTION 1. CHARTER OFFICER GOAL SETTING.
City Council shall bi-annualiy set and review goals and objectives for the City Manager,
City Attomey and City Clerk at public City Council meetings in January and in July.
SECTION 2. CHARTER OFFICER EVALUATION PROCEDURES.
City Council shall receive evaluation forms for the City Manager, City Attorney and City
Clerk as well as the current cost of living adjustment percentage being provided to the
Communications Workers of America (CWA) from Human Resources staff by May 1St of each
year.
Subsequent to receipt of information provided as set out above, each City Council
member shall prepare an evaluation for the City Manager, City Attorney and City Clerk by using
the forms provided or by writing a narrative or in whatever farm each deems appropriate. Each
City Council member shall also conduct an oral interview with each of the Charter Officers on an
individual basis prior to meeting in public for a final evaluation.
City Councii shall conduct a Special Meeting in June of each year to publicly evaluate
and act upon any merit increases for the City Manager, City Attorney and City Clerk.
SECTION 3. CONFLICT. All resolutions or parts of resolutions in conflict herewith are
hereby repealed.
SECTION 4. EFFECTIVE DATE. This Resolution shall take effect upon its adoption.
The foregoing Resolution was passed for adoption by Council Member NeQlia ,
was seconded by Council Member simchick ,and upon, being put to a vote, the
vote was as follows:

The Mayor thereupon declared this Resolution duly passed and adopted this 22nd
day of August 2007.

Short and Lonq Term Goals
Short Term
• Economic development and a plan of action (Wolff)
• Get high paying jobs -Chamber has to get involved with businesses and work with City (Neglia)
• Economic development plan including the airport (Coy)
• Fast tracking through permitting process (Wolff)
• Keep Council out of micromanaging -give City Manager direction and not get bogged down in minutia
(Wolff)
• Cease Micromanagementsnd use community relations liaison for Council - a person who could report on
problems to completion (Simchick)
• Community liaison due to receiving many calls because people can't get through to City Hall which she
attributes to having cut staff to the bone and is affecting services maybe we need to see if we can get one
number where a person can call and can relay messages
• Comprehensive plan update (Simchick, Coy, Neglia)
• Efficient Use of Government - T1 line so the public can download meeting broadcasts (Simchick)
• Traffic areas of concern on US 1 at Walmart and Main street with high accident rates lobby for better traffic
coordination (Simchick)
• Increase staff morale but she was not sure how, perhaps with recognitions (Simchick)
Lonq term
• Not see a change in dynamics of Sebastian (Wolff)
• Keep quality of life in Sebastian (Neglia)
• Maintain quality of life (Coy)
• Community Center -like to see in future (Simchick)
• Community Center -look at it and ask community if they want it (Coy)
• Develop airport to bring in industry (Neglia)
• Economic development plan including the airport as an on going goal (Coy)
• Preserve our Riverfront as a lifetime goal (Neglia)
• Buy as much waterfront property as possible (Simchick)
• CR 512 corridor - do center median -add trees as set out in Charrette (Neglia)

• Update Land Development Code -make it more stringent and forceful (Neglia)
• Education -have Indian River College provide more job training (Neglia)

Re: Charter Officer Evaluations
Pursuant to Resolution Number R-07-31, attached for your completion are the annual
evaluation forms for the City Manager, City Attorney and City Clerk.
Each Council Member shall prepare an evaluation for each Charter Officer by using the
attached forms provided or by writing a narrative or in whatever form each deems
appropriate. Each City Council member shall also conduct an oral interview with each of
the Charter Officers on an individual basis prior to meeting in public for a final
evaluation.
City Council shall then conduct a Special Meeting in June, to publicly evaluate and act
upon any merit increases for the City Manager, City Attorney and City Clerk.
The current cost of living adjustments (COLA) provided by the Communications
Workers of America (CWA) bargaining agreement is: every October 1 receive a 2.5%
COLA, and every April 1 receive a 2% COLA. The current bargaining agreement is in
effect until September 30, 2009.
