City Council Chamber, 1225 Main Street, Sebastian Chairperson Koerner called the meeting to order at 6:03 p.m. The Pledge of Allegiance was recited. ROLL CALL: Present: Ginny Koerner - Chairperson Todd Klitenic — arrived at 6:08pm Jim Slattery Cynthia Shuster Kristi Yanchis — arrived at 6:15pm Lynn Albury Staff & Council Members Present: Vice Mayor Sal Neglia Board Liaison Margie Reynolds Recording Secretary Donna Cyr APPROVAL OF MINUTES: April 1, 2008 Excused Absence: Harvey Wheeler — Vice Chair On a MOTION by Ms. Albury and SECOND by Ms. Koerner, the April 1, 2008 minutes were approved as read by a unanimous voice vote. 5. ANNOUNCEMENTS: Mr. Slattery informed the Board that he will be absent for the June, July and August meetings. Chairperson Koemer let the Board know that she will be absent for the June meeting. Q PUBLIC INPUT: No public input. 7. OLD BUSINESS: A. Earth Day Wrap-Up — Everyone felt it went well and had a good time. It was suggested that the raffle be handled different next year, have drawings throughout the day and you must be present to win. Everyone agreed. Ms. Koerner was disappointed with the publicity after the event. Very little press coverage. Ms. Reynolds did say there was a picture in the Hometown News the next day. There is also going to be a picture of the event in the Pelican Brief. There is a list of vendors that were present. The Board secretary has a copy of the list (see attached). The length of Earth Day was too long. Also, it was suggested that the Board works in shifts at the booth. That way no one person is Natural Resources Board May 5, 2008 Page Two there aii day. The outreach of the event was very good. It was suggested that in six months letters should be sent to the vendor list to remind them about Earth Day 2009. The Thank You letters will go out May 7th. A"rain date" should be addressed. More advertising was suggested for next year. The park application was completed for the 2009 Earth Day. The Board wants to wait for three months before going to Council. The date is April 18th with a rain date for the 19th. The time is going to be 10am — 3pm. The Board is leaning towards Riverview Park for Earth Day and Friendship Park for Arbor Day/Champion Tree Clinic. The Board is going to try to get the State parks involved. The Board secretary is going to check with the City Manager to see if we charge for vendors for a booth. B. Wild Turkev Mine — Mr. Slattery mentioned that the County is having another meeting on Thursday, May 22, 2008 at 9:OOam. Mr. Slattery urged the Board members to be there. The County will be discussing the projected traffic impact and nuisance issues (wind direction, noise and dust pollution, etc.). There was discussion that the Board needs to stay on top of this project and not let any of their recommendations fall through the cracks. There was some discussion on "controlled burns". They are actually a benefit to the environment such as seeding of certain trees, Scrub Jay management, and Gopher tortoise management. 8. NEW BUSINESS: Board members ideas on going "Green": Ms. Reynolds suggested the US EPA's website has a lot of good ideas for going Green. Ms. Koemer ideas: 1. Recycling receptacles for Aluminum and Glass in City Parks. 2. Water treatment companies donating their left over barrels to be used for "Rain Barrels" for citizens. 3. Solar power for park use (fountains and lighting) 4. Wind power 5. Paperless (towels) bathrooms in the City Vice Mayor Neglia suggested recycling bins for plastic shopping bags at the City. Ms. Yanchis ideas: 1. Watering wisely 2. Planting native plants 3. Innovative pest management for City Parks 4. Turning the A/C to a higher temperature in the off hours in City Buildings. 5. Using "green" cleaning products (like vinegar & water and baking soda). 6. Showcase the Rain Barrel at City Hall. It was suggested to showcase the Rain Barrel as soon as possible — which would be a good item for 2008 To Do List for the Natural Resources Board. Ms. Schuster teft at 7:OOpm. Natural Resources Board May 5, 2008 Page Three Mr. Slattery recommended that the City be the first in the United States to forbid the sale of "gasohol". He feels it is the most inefficient way to use com to make alcohol. He stated he worked on this project 30 yrs ago and there are other �cinds of grasses that are better. Alcahol is less efficient that gasoline. 9. MEMBER MATTERS: No member matters. 10. STAFF MATTERS: Ms Reynolds mentioned the Board could create public awareness campaigns. Ms. Reynolds mentioned that Vice Mayor Neglia suggested writing a letter to SPOA (Sebastian Property Owners Association) to see if they would like to be involved in Earth Day next year. Ms. Reynolds asked the Board for approval to take the Sea Grape tree that was never picked up from Earth Day to be donated to the City to be raffled of and the money go into the City employee emergency fund. All members were in agreement. The Board secretary reminded the Board that they needed to schedule and start working on a Champion Tree CliniGArbor Day. The date of November 15th was tentatively scheduled with a time of 10:OOam — 2:OOpm. The event will be at City Hall /Friendship Park. Chairperson Koemer will check with the City Manager regarding a Memorial Tree program. Ms. Koerner to do some research on the program and plaques. It was decided to get a sign posting application for signs for the Tree Clinic. 11.
