NATURAL RESOURCES BOARD
MINUTES
MONDAY, SEPTEMBER 15, 2008 - 6:00 P.M.
City Council Chamber, 1225 Main Street, Sebastian
Chairperson Koerner called the meeting to order at 6:05 p.m.
The Pledge of Allegiance was recited.

Because of a lack of quorum the meeting became a workshop until Mr. Klitenic
arrived.
ANNOUNCEMENTS:
A. Award for member Cvnthia Schuster. An award was presented to Ms.
Schuster for all her hard work on Earth Day.
There was discussion about the Periwinkle Stormwater Park project. Everyone felt
it was a worthwhile educational cleanup project.
Meeting resumed at 6:17pm when quorum was reached.
APPROVAL OF MINUTES: August 5, 2008
On a MOTION by Ms. Albury and SECOND by Mr. Klitenic, the August 5, 2008
minutes were approved as they stand by a unanimous voice vote.
APPROVAL OF MINUTES: September 6, 2008
On a MOTION by Ms. Schuster and SECOND by Ms. Albury, the September 6,
2008 minutes were approved with noted changes* by a unanimous voice vote.
* add names of Mr. Ron Schuster & Mr. Ed Koerner as well as Mr. Chris McCarthy
and Mr. Antoine Van Meir.

6. PUBLIC INPUT:
Charles Cardinale, Sebastian, offered his assistance to the Board. Mr. Cardinale
was a Tree Board member for seven years. There was discussion about getting
more people involved and interested in being on the Board. Mr. Cardinale passed
out a 2007 article from the Press Journal on solar energy. There was discussion
on inviting Bob Reedy (from the Florida Solar Energy Center) to speak at Earth
Day about solar energy.
Anne Putman, spoke about ways to get press coverage for the Board and letting
people know what the Board has done to help the City.
Chairperson Koerner let the Board know she will be giving a power point
presentation to Council at the Sept. 24th Council meeting. With the Board
approval she will be discussing the goals of the board, what has been
accomplished and what the board is presently working on. She would like to give
a presentation once a quarter to Council.
Cindy Falco, Sebastian, would like to see the board do a hands-on project
involving local teens once a month.
Jim Sunnycalb, Sebastian, mentioned that he has been recruiting people for the
Board. He spoke about people not wanting to be on the Board but are still willing
to help out on projects. Mr. Sunnycalb offered his website to help advertise events
of the Natural Resources Board.
Cindy Falco, offered suggestions about getting exposure in the newspaper.
7. OLD BUSINESS:
A. Champion Tree Clinic — The event is Saturday, November 15th at Friendship
Park from 9am — 11 am. There will be four (4) trees planted at Periwinkle
Stormwater Park in honor of Champion tree day. Ms. Reynolds informed the
Board that she has spoken with Channel 10 regarding contest for event. After
discussion it was decided that there would not be sufficient time to have the
contest. Mr. Cardinale will give a demonstration on measuring champion trees.
Refreshments would be just beverages without food. Mr. Klitenic was asked to
help paint signs. All members were asked to try to get donations for prizes. Beth
Powell will be asked if she would like to be a speaker and have a booth at the
event. Ms. Schuster will contact Nancy at Green Team and see if they would like
to have a booth. Mr. Sunnycalb accepted the offer to have a booth. Chairperson
Koerner will invite KIRB to have a booth. Chairperson Koerner will contact the
local Extension office about getting seedlings and see if they want to have a
booth. Dr. Richard Baker will be asked to be a speaker. Different hands-on
projects for kids were suggested. Ms. Reynolds will collect different items for
educational hand outs.
B. Goinq Green —
Recvcle Bins for Citv Parks - City employee Bucky Gerber will be making the test
recycle bins for Riverview Park. Ms. Reynolds let the Board know that the
money collected can not go back for Board use.

The victory garden concept and new docking to help the aquatic preserve was
discussed again.
Chairperson Koerner told the Board about the Indian River County Utilities
Wetlands Treatment Facility in Vero Beach. She explained the filtering process
that they use and also mentioned that it is a wonderful place to see a lot of birds.
8. NEW BUSINESS:
A. Revisit Board Goals — discussed during previous topic of recycling.
9. MEMBER MATTERS:
Todd Klitenic asked if any members heard about the Board operating from
September to April and no one had. Mr. Klitenic apologized to the Board and to
Margie Reynolds regarding his going to talk to Council. He said it wasn't
personal.
10. STAFF MATTERS:
Ms. Reynolds showed the Board a sign that she had made that will be posted at
Periwinkle Stormwater Park. It recognizes the Natural Resources Board.
Ms. Cyr asked to set the agenda for the next meeting at the end of every
meeting. The Board liked the idea and set the agenda. Agenda items: Set up
dates for field trips for measuring tree on Coverbrook Lane, cleaning up the
native garden in front of KIRB's office and Champion Tree Clinic.
11. Being no further business, the meeting adjourned at 8:01 p.m.
