NATURAL RESOURCES BOARD
MINUTES
MONDAY, OCTOBER 7, 2008 - 6:00 P.M.
City Council Chamber, 1225 Main Street, Sebastian
Chairperson Koerner called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.

APPROVAL OF MINUTES: September 15, 2008
On a MOTION by Ms. Albury and SECOND by Ms. Schuster, the September 15,
2008 minutes were approved as read by a unanimous voice vote.
ANNOUNCEMENTS:
A. Introduction and orientation of new members: Robin Graves, Ken Grudens,
J. Scott Nelson (goes by Scott) and Barbara Salmon. City Attorney Stringer
spoke to the Board explaining the Sunshine Law; who can talk to who (members
speaking to Council, other board members, etc.); members must have Board
approval to speak "for the Board" at Council and any official meetings. All
meetings even field trips must be "Noticed" and minutes must be taken. Public
record laws apply to the board members. Emails and letters, etc are open to
public viewing and need to be passed on to the recording secretary or City Clerks
office.
6. PUBLIC INPUT:
Jim Sunnycalb, 721 South Easy Street, Sebastian, said that the City's lawn
mowers are damaging some of the trees at Easy Street Park and some of them
are going to die. He asked if it would be possible to put down mulch to help
protect them. Ms. Reynolds will contact Public Works and check on this matter.

7. OLD BUSINESS:
A. Champion Tree Clinic — The event is Saturday, November 15th at Friendship
Park from 9am — 11 am. Ms. Schuster said she has not been able to get a
response from Nancy Wood of Indian River Green Team. She will speak with
Habitat about having a booth.
Ms. Graves asked about having a contest to choose the best "Natural Florida
Yard". It was decided that there wasn't enough time for a contest for the
Champion Tree Clinic but this would be great for Earth Day.
Mr. Klitenic got two (2) $25.00 gift certificates from Home Depot but they had to
be used before October 31 st. Ms. Koerner and Mr. Klitenic would go and
purchase paper and door prizes for the event.
Ms. Koerner got a gift card from Walmart for bird seed and peanut butter but we
need pine cones. Ms. Graves suggested using Magnolia pods instead of pine
cones. These can be turned into Ms. Reynolds.
After some discussion regarding signs, Mr. Sunnycalb offered to get the signs for
the event. Ms. Koerner will get the sign permit (only one is needed) from the
Growth Management dept.
Ms. Albury has some recipes for "green" products. She is working on the
legalities of copying these for handouts. Ms. Albury has been going to nurseries
to get some plants to use as door prizes.
Ms. Koerner spoke with Brenda at IRC Soil & Water. She is delivering 160
starter seed packs to Ms. Koerner to be distributed at the event.
Mr. Klitenic volunteered to contact the local newspapers to get exposure and
advertising for the event.
Ms. Koerner presented the Board with a list of trees (see attached) that she has
seen and feels that they have potential to be Champion trees. She would like the
Board to contact the home owners and get permission to measure them. She
ran this list and project by the City Manager and he gave his approval. After
much discussion it was decided that it would be too hard to get them all
measured before Champion Tree day and that it would be better to measure a
couple a month. This will be an ongoing project for the Board. Ms. Reynolds
recommended that each member go to the Arbor Day website and read about
Champion trees and get some back ground. Each member was give the
addresses of three addresses to contact.
Ms. Schuster left the meeting at 7:02pm.
8. NEW BUSINESS:

A. Set date for field trip to measure oak tree on Coverbrook Lane. The field trip
will be Saturday, October 18th at 10:OOam at 1113 Coverbrook Lane. It will be
posted.
B. Set date for field trip to clean up native qarden in front of KIRB buildinq. This
will be put on hold until the Spring.
Ms. Koerner recapped the Council meeting where she gave the Board's report.
Ms. Koerner encouraged each member to do some research on prism block
docks. Ms. Graves asked about possible grants.
Mr. Grudens spoke about the south prong of St. Sebastian River (the Stone Crop
area). He suggested that the Board could consider to abate the Brazilian Pepper
trees and clean up the area so people can use it to its full potential. Possibly
make it a Board project. Mr. Grudens is Director of the Indian River Land Trust.
Ms. Graves spoke about the clean marina program for this area. The
Sportsman's Lodge has been designated as a clean marina. She would like to
see the City marina as a clean marina. Oyster Bay just became a clean marina.
Ms. Reynolds will bring up the program at a staff meeting.
10. STAFF MATTERS:
The agenda was set for the November meeting. To finalize Champion Tree Day,
vote for a Vice Chair, New Business will be Prism Dock costs, and Stone Crop.
There was discussion about changing the November meeting to another day
because the scheduled date is Tues., 4th which is Election Day. The meeting
will remain on November 4th.

Ms. Reynolds encouraged the member to go to Periwinkle Park to see the new
sign that the City put up.
Being no further business, the meeting adjourned at 7:45 p.m.
