City Council Chamber, 1225 Main Street, Sebastian Mr. Slattery, the senior member, called the meeting to order at 6:06 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL: Present: Excused Absence: Jim Slattery Ginny Koerner - Chairperson Todd Klitenic Cynthia Schuster Robin Graves Barbara Salmon Unexcused Absence: Ken Grudens Lynn Albury Scott Nelson Staff & Council Members Present: Margie Reynolds, Board Liaison Donna Cyr, Recording Secretary 4. APPROVAL OF MINUTES: October 7, 2008 On a MOTION by Mr. Grudens and SECOND by Mr. Klitenic, the October 7, 2008 minutes were approved as read by a unanimous voice vote. 5. ANNOUNCEMENTS: No announcements 6. PUBLIC INPUT: No public input. 7. OLD BUSINESS: Vote for Chairperson and Vice Chair were defer until the December meeting to allow for all members to be present. Champion Tree Clinic — The event is Saturday, November 15th at Friendship Park from 9am — 11 am. Through an email, Ms. Koerner let the board know she had all the paper, paints, brushes, peanut butter and the seeds are yet to come. She has pine cones, gloves, seed pots (only 60) and some material about the environment. Ms. Graves couldn't get anyone from the Sierra Club to speak so she volunteered. Mr. Slattery will bring a bat box as a door prize. It was Natural Resources Board Nov. 4, 2008 Page Two mentioned that Ms. Koerner was working on getting Dr. Richard Baker as a speaker. Ms. Reynolds got some trees and other plants as door prizes. There will be a Champion Tree certificate given out at the event. Mr. Klitenic spoke with Ed Bierschenk from the Press Journal about the event. No one from the board has gotten a sign permit for the event yet. The board was toid that a permit was needed to post signs. Jim Sunnycalb, 721 South Easy Street, Sebastian, brought eight (8) blank signs to be used for Champion Tree Day. 8. NEW BUSINESS: A. Prism Dock Costs — Mr. Nelson researched information on the costs of the docks but the discussion was deferred until the December meeting when Ms. Koerner would be there. B. Stone Crop Park Proiect: Mr. Grudens spoke about the area on the river that could be cleaned up by removing invasive vegetation (pepper trees). This could become a board project. The project would have to be done in the spring but a field trip to view the area could be done at the first of the year. Mr. Grudens will do more research on the project and create a powe� point presentation to take before Council, with the board's approval. Mr. Nelson suggested making an annual event of going out to eradicate pepper trees. 9. MEMBER MATTERS: Ms. Graves asked about the Champion tree list that was passed out at the October meeting. It was decided that the board would work on the list as a group doing monthly field trips to measure trees. Mr. Grudens asked about the HCP (Habitat Conservation Plan). He asked about Fish 8� Wildlife conducting an audit of the scrub jays in Sebastian. Ms. Reynolds let him know that it was a staff item and she * ', would be involved if there was an audit. 10. STAFF MATTERS: The agenda was set for the November meeting to recap Champion Tree Day, vote for Chair and Vice Chair, New Business will be Prism Dock costs, and Stone Crop project. Also add Earth Day to ne� agenda. 11.
