MINUTES
TUESDAY, DECEMBER 2nd, 2008 - 6:00 P.M.
City Council Chamber, 1225 Main Street, Sebastian
Ms. Koerner called the meeting to order at 6:00 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL:

4. APPROVAL OF MINUTES: November 4, 2008
The Environmental Planner asked for the following correction on page two:
"Ms. Reynolds let him know that it was a staff item and she "�vas
". would be involved if there was an audit. "
MOTION by Mr. Grudens and SECOND by Ms. Salmon to approve the November 4,
2008 minutes as amended, passed with a unanimous voice vote.
5. ANNOUNCEMENTS: None.
6 PUBLIC INPUT: None.
7. OLD BUSINESS:
A. Vote on Chairperson (Ms. Koernerwas appointed on 11/06/07)
Ms. Koerner said she was the chair for the last year and would like someone else
to take over and she asked if someone wanted to step up to the plate. Mr.
Klitenic nominated Ms. Koerner to serve again. Not including the alternate
members, there was unanimous voice votes to have Ms. Koerner serve as
chairman again.
B. Vote on Vice Chairperson
Mr. Grudens nominated Ms. Graves.
Mr. Klitenic nominated Mr. Grudens.
By a show of hands, there were four members in support of Ms. Graves. (This
vote did not include the alternate members)

C. Recap Champion Tree Dav — November 15, 2008
Ms. Koerner said she was disappointed with the public turnout but elated to find a
new champion tree and she urged board members to look for a new champion
tree. She asked the Environmental Planner what the point value was for the tree
prior to the Murphy tree. The Planner said she thought 275 points and the
Murphy tree was 285 points.
Ms. Koerner asked when a citizen has a champion tree are they held under
scrutiny for maintenance of the tree. The Planner said if Council designates a
tree as a historical tree, that tree's maintenance would have to be approved by
City Council.
Ms. Koerner asked the difference between a champion tree and historical tree.
The Planner advised to have the possible historical tree listed on the agenda for
Council approval. Ms. Koerner asked if the Murphy's should apply for the
historical designation and the Planner said since the tree is on a vacant lot and if
the Murphy's wanted to sell the lot, the next owner would have to abide by the
designation.
Mr. Klitenic asked if Earth Day and Champion Tree Day could be combined due
to the poor turnout. Ms. Graves responded but was inaudible. The Planner said
she made a note to bring this up and reminded the board that they voted to have
Champion Tree Day at Friendship Park. Ms. Shuster said last year's Arbor Day
and Champion Tree Day had a better turnout because of food and advertising.
Mr. Grudens said combining the two would increase the efficiency for the events.
Ms. Koerner agreed and said donations may be greater if the two were
combined.
8. NEW BUSINESS:
A. Prism Dock Costs
Mr. Nelson said he read the article, The Pacific Northwest National Laboratory
Report, noting much of the material in the article did not apply to Sebastian and
asked if there was more specific information he could research.
Ms. Koerner explained that this project is the result of Sharon Tyson, Aquatic
Preserve Manager for the Florida Dept. of Environmental Protection (DEP),
speaking to the Board a while ago and she would like to see newly installed and
replaced docks be required to use prism docks. She cautioned that research is
needed to see if insurance companies will pay for this upgrade.
Mr. Nelson reiterated research pertaining to Sebastian would be important before
going before Council. He said his daughter decided to do her science project on
the halo effect and they have found that the clarity of the water does not allow
sunlight so this must also be considered.

The Planner said the Marine Resources Council (MRC) has an astounding library
full of local information that could be checked out just like the public library
system. She also suggested the members Google sea grass on the DEP
website which contains reports written by Sharon Tyson.
Ms. Graves suggested including the enforcement of commercial enterprises on
the river that are trampling the sea grasses with ski jets and boats. The Planner
said the parcel owner has a submerged lands lease with the state that allows
them to have boats egress/ingress and maintenance dredging so we know those
areas will probably never have sea grasses. Ms. Graves asked if new
enterprises could be prevented from trampling the grass and the Planner said not
unless the entity removes the docks and sets up an environmental use. The
Planner pointed out that if an entity violates their submerged land lease it would
be enforced by DEP.
Discussion followed on a few of the existing docks. Ms. Koerner asked everyone
to continue their research on this and contribute at future meetings.
B. Stone Crop Proiect
Mr. Grudens pointed out 18 acres in the Stone Crop area that the City owns on
some maps he distributed. (attached) He explained Brazilian peppers are
choking out native species and vegetation in the area and suggested the Board
work towards removing the peppers in the Spring. The Planner said it would be
possible but that would be nesting season and it would have to be surveyed for
scrub jays.
Mr. Grudens suggested enlisting the help of the MRC or find funds to set up a
plan to work on the eradication. The Planner suggested starting on the park area
section and continue as more volunteers join the effort. Mr. Grudens said that
would be a good first phase but the possibility of working with more agencies
would allow a bigger area to be cleared.
Ms. Koerner asked if picnic tables or canoe launches would be allowed where
the area is cleared. The Planner explained the primary objective is the ecological
concept of eradicating the invasive species, increase habitat for the migratory
bird's aspect, open up the area, and receive credits for storm water
improvements. Mr. Grudens pointed out the part owned by the MRC who might
help with this. The Planner suggested setting a date to visit the property.
Mr. Klitenic asked why the City has not maintained the property. The Planner
said the City has been but the residents did not what the area cleared. The
Planner suggested baby steps so the public can see the improvements little by
little.
Ms. Koerner asked Mr. Grudens to contact the people he referenced to see if
they can help and report back at the next meeting so they have an idea of how
many pair of hands they have. Mr. Grudens asked the Planner for the exact
boundaries of the City's properties.

Public Input
Bruce Zingman, Sebastian, said the Friends of the Sebastian River had leftover
nesting boxes from the Board's Earth Day two years ago and they would like to
bring them to the 2009 Earth Day, have the kids paint them and then hang them
in the new storm water park. He also said Keep Indian River Beautiful would
also like to participate with recycling. Ms. Koerner said she does have KIRB
down on her list as a participant, plans to contact her, and would love to have the
nesting boxes.
Mr. Zingman reported that Sharon Tyson's' position might be eliminated with
FDEP and asked the members if they would jot a note to the Governor to keep
her.
Ms. Koerner thanked Jim Sunnycalb who was in attendance for his participation
with Champion Tree Day.
C. Earth Dav — Saturdav, April 18th 2009 — Riverview Park, Sebastian
Ms. Koerner said she has started the permit application and asked the Planner if
they can also request a rain date. The Planner advised to ask for both dates at
the same time. Ms. Koerner said she wanted to make sure that KIRB's recycle
trailer is in a good spot at the event.
The Planner advised that Council may frown on vendors selling items and they
might need to be not-for-profit vendors.
Ms. Graves said she would like to see the kids more involved and suggested a
natural Florida yard competition that should be advertised maybe in the Pelican
Brief. The Planner advised it would miss the next publication. Ms. Graves also
suggested getting the school art teachers involved in a bird house competition
with prizes from the local businesses.
Ms. Koerner suggested getting the schools involved with their music
departments. Ms. Albury advised that having a school's band play for 15 minutes
is a lot of work with equipment/chaperones and they are usually compensated for
their performances. The Planners pointed out that a lot manpower and
commitment is going to be needed to get the exhibitors on board and requesting
donations. The Planner suggested letting the children receive a commendation
presented to them onstage at the event or have people vote for the best booth at
the event.
Ms. Graves offered to contact art teachers. Ms. Albury advised that Donna Cyr
has a form that must be submitted to the school district before teachers and
students can participate. Mr. Zingman advised the City Manager's wife is an art
teacher that may be willing to help.
In response to Mr. Klitenic, Ms. Koerner advised the event would be considered
2009 Earth Day/Arbor Day. The Planner requested the list of possible champion
trees to start measuring.

9. MEMBER MATTERS:
Mr. Grudens advised there has been an Indian River County Greenway initiative to
develop an intermodal greenway system and he would like the Board or another group
to look at implementing Sebastian's part in the future.
The Planner advised the Growth Management Director is already applying for grants to
implement the plan.
Mr. Grudens said it would be good for the Board to get the plan, hear what the City is
doing towards it, and see if the Board can fit into it.
Mr. Zingman reported that as a result of the workshops, a bike path around the Vero
Beach Airport up to Sebastian with circa signs along the river, continuing around the
Sebastian Airport is planned.
The Planner advised that she would look into providing information at the February
meeting to see if the Board could help implement the plan.
10. STAFF MATTERS:
A. Set aqenda for January meetinp — Recordinq Secretarv
Ms. Koerner said Earth Day, Stone Crop pepper busting, and prism blocks
should be on the next agenda.
Ms. Salmon said at Champion Tree Day she asked Charles Johnston to come to
Earth Day and he said he would.
The Planner asked if the Board would want to participate in compensatory
wetland project a year from now. If interested, the Board will plant, monitor, and
evaluate the plants. The members agreed they would be interested.
Ms. Koerner reminded members to get thank yous out to the people and
organizations that donated items or time to the Champion Tree day.
Ms. Albury offered some leftover copies of recipes for "cleaning green." Ms.
Koerner asked for the copies to make additional copies for Earth Day and Ms.
Albury advised permission must be obtained from the publisher to make any
more copies.
