Ms. Koerner called the meeting to order at 6:04 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL: Present: Excused Absence: Ginny Koerner Todd Klitenic Cynthia Shuster Lynn Albury Robin Graves Ken Grudens Unexcused Absence: Scott Nelson Barbara Salmon 4. APPROVAL OF MINUTES: December 2, 2008 Member Robin Graves asked for the following correction on page five: "Ms. Salmon said at Champion Tree Day she asked Charles Johnston Johnson to come to Earth Day and he said he would." Mr. Johnson did not attend Champion Tree Day. Member Robin Graves asked for the following correction on page four: "Tho Plannor Ms. Graves suggested letting the children receive a commendation presented to them onstage at the event or have pooplo voto for tho bost booth at tho ovont. and have people vote for the best bird house at a special booth. displaying the houses. at the event." Member Ken Grudens asked for the following correction on page three: "Mr. Grudens asked the Planner for the exact boundaries of thes preperties. mitigation area if any." MOTION by Mr. Grudens and SECOND by Ms. Graves to approve the December 2, 2008 minutes as amended, passed with a unanimous voice vote. 5. ANNOUNCEMENTS: Mayor Gillmor handed out pages from the CRA Master Plan. He read from page 35 section FLUE Policy 1 -3.3.7 (see attached). He spoke as a citizen and he said if the City decides to enhance our borders he thinks this Board should be involved in suggesting what should be planted. There was discussion by the board about doing some research to be able to suggest appropriate native plants. A possible rain garden was also suggested. The consensus of the board was that they would like to be involved in any future project directed by Council. Mayor Gillmor also suggested enhancing the screening of the west bound fence at the City Garage Public Works Compound. This will be discussed at the next meeting. Natural Resources Board Meeting January 6, 2009 Page Two 6. PUBLIC INPUT: None. 7. OLD BUSINESS: A. Earth Day Saturday, April 18th 2009 Riverview Park, Sebastian Ms. Koerner will present the Park Permit application at the January 28th City Council meeting. The event will be from 10:OOam to 3:00pm with setup of vendors at 7:OOam. Ms. Koerner has received some good feedback from vendors that want to have a booth at the event. There was discussion about vendors selling food and goods and if there should be a charge for booth space. This will be brought before Council to get approval. Ms. Koerner will contact the Fire Dept. about any permit and fire extinguishers. The Planner will contact TV Channel 10 for exposure. Ms. Schuster will contact local radio stations and newspapers. Each member was given generic donation letters to use when getting prizes for the event. Board members were reminded to make sure a copy of each donation letter is received and given to Ms. Koerner. Ms. Graves has contacted the school art teachers about being involved in a bird house competition. She is also working on getting prizes from the local businesses. She has a couple of people helping to build the bird houses. It was decided that the bird house contest rules would be each school would choose the best from each art class and submit those to the Earth Day contest. Then people attending the event would choose the winners from the best of the schools. The winners would then be announced on stage during the event. Bruce Zingman, Sebastian, would like to bring around 20 nesting boxes from SPOA and have kids paint them and then hang them in City parks. There were suggestions that prize drawings would be once an hour or at one time during the day (not at the end) and "you must be present to win This will be finalized at a later date. All vendors and donation sponsors would be listed on the flyer /brochure. Rosemary Bostinto, Sebastian, would like to contribute to the event by having a booth for children to make bird seed, peanut butter pine cones for SPOA. B. Stone Crop Project Mr. Grudens contacted Tim Glover, Friends of the St. Sebastian River, about the pepper tree project. Mr. Glover said he doesn't have the manpower but would help out himself. Jim Eagen at MRC can get us the manpower when we are ready. The Planner passed out a boundary map. A field trip was set up for Saturday, January 17th at 9:OOam to do a walk through the area. The Secretary will take care of the Public Notice. The eradication of pepper trees will take place in mid to late May or early June because of Scrub Jay nesting. Natural Resources Board Meeting January 6, 2009 Page Three 8. NEW BUSINESS: No new business. 9. MEMBER MATTERS: 10. STAFF MATTERS: Natud Date Mr. Nelson said he made contact with Sharon Tyson, DEP. She recommended Jeff Beall of FWC who did a fairly extensive study on the halo effect of docks in Palm Beach County. He will be sending the Board a couple copies of his study and has given his permission for this Board to use it. There was discussion. Ms. Graves pointed out some concerns with Friendship Park and was directed to contact the Parks and Rec. Dept. directly as a citizen. Ms. Schuster asked if the retention pond near the North County pool was in City limits. She wanted to suggest putting in a walking park/trail around the pond. She was told it was County property and she'd need to go to the County as a private citizen. Mr. Grudens asked about looking more into the North County Greenways document completed by the MPO and the County. He met with the MPO staff and will bring information to the February meeting. Mr. Grudens would like know what the City's working on for this plan. A. Set agenda for February meeting Recording Secretary Earth Day, Stone Crop project; CRA Maser Plan project; North County Greenway Plan are to be put on the February agenda. 11. FLUE Objective 1 -3.3 Encourage Redevelopment and Renewal. The portion of the City along the Indian River has a unique history, style and look which the City seeks to preserve. By January, 1998, the City of Sebastian shall adopt amended land development regulations for the Riverfront area, including performance standards which ensure that land development activities, resource conservation and infrastructure issues are managed in a manner that will consider the needs of the citizens of Sebastian... FLUE Policy 1 -3.3.4 Waterfront Theme. The overall theme of the Riverfront District is an "Old Florida Fishing Village." All City facilities and projects shall complement that theme in term of design... FLUE Policy 1 -3.3.6 FLUE Policy 1 -3.3.7 Preservation of Existing Assets. The protection, restoration, and enhancement of existing assets, including historical structures, is important in implementing the "Old Florida Fishing Village" theme. The City shall adopt...procedures and ordinances to protect, encourage restoration and to provide for enhancement of existing assets in the Riverfront District through the land development code... Reinforce and Enhance Appearance of City Gateways along U.S. -1 and CR 512. The City, together with the private sector, shall consider introducing landscaping and urban design amenities along gateways to the City, particularly the U.S. -1 and CR 512 corridors... In addition to the above, a number of related objectives and policies throughout the Comprehensive Plan support the design recommendations presented in this Plan, including policies related to historic preservation, bicycle, pedestrian and vehicular circulation, recreation, and housing, among others. These selected objectives and policies from the adopted Sebastian Comprehensive Plan all emphasize the need for the City to redevelop older areas on a priority basis. The Redevelopment plan can be accomplished by continuing to use innovative planning techniques such as mixed -uses, and enhance the land use plan, aesthetic character, employment opportunities, public safety, affordable housing, and tax base of such areas. The proposed Sebastian Community Redevelopment Plan is in conformance with, and furthers, a number of these objectives and policies adopted in the City's Comprehensive plan.
