City Council Chamber, 1225 Main Street, Sebastian Ms. Koerner called the meeting to order at 6:03 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL: Present: Unexcused Absence: Ginny Koerner Todd Klitenic Cynthia Shuster Lynn Albury Robin Graves Ken Grudens Scott Nelson Barbara Salmon 4. APPROVAL OF MINUTES: January 6, 2009 Barbara Salmon's "unexcused absence" was changed to "excused". Ms. Salmon sent an email stating she would be out of town for the meeting on December 29, 2008. Chairperson Koerner asked for the following addition on page two: "Ms. Koerner stated that on that paper the instruction was to read, required on that paper was also the name of the donor, their address, their phone number and what was donated for a thank you letter. " MOTION by Mr. Grudens and SECOND by Ms. Graves to approve the January 6, 2009 minutes as amended, passed with a unanimous voice vote. APPROVAL OF MINUTES: January 17, 2009 Field Trip MOTION by Mr. Grudens and SECOND by Ms. Graves to approve the January 17, 2009 minutes, passed with a unanimous voice vote. 5. ANNOUNCEMENTS: No announcements. 6. PUBLIC INPUT: Jim Sunnycalb, Sebastian, mentioned that the grasses that were planted at Easy Street Park have been eaten by the ducks. He recommended putting up some kind of screen to protect the grass. Ms. Reynolds, Board Liaison, said unless they have eaten it to the roots the grass will grow back. It is a food source for the ducks as well as a habitat for them. The area will be monitored. '° °t." ~: Natural Resources Board Meeting February 3, 2009 Page Two 7. OLD BUSINESS: A. Earth Day - Saturday, April 18th 2009 -Riverview Park, Sebastian Bruce Zingman, Sebastian, asked for some extra bird houses for the SPOA booth. Ms. Graves is looking for donated wood. Ms. Salmon has some that she will donate. Ms. Graves informed the members that she has $170.00 in Home Depot gift cards for materials for the bird houses. She estimates that she will need around $300.00 total. Ms. Koerner gave an updated list of entertainment as "Ronald McDonald", who will do a one hour show (starting at 11:OOa), Charlene Brennan will have her birds and do a show. Dale Armstrong is providing "Smokey the Bear". Ms. Koerner also stated that she has not heard from Nancy Wood. Ms. Koerner sent her our invitation list and gave her information of who was coming and who wasn't. She is in the dark about Nancy and the I.R. Green Team. Ms. Koerner contacted Vatland Pontiac and they are bringing a hybrid car. The Spiritual Path foundation and Eddie Cafisse, of the Me'tis Nation, will be bringing two tee-pee's and many drums. Officer Tom Poore will be able to attend the event. The Fire Permit has been taken care of as well as fire extinguishers for vendor booths. Board members were told the event item will be on the February 11th consent agenda and there would be no need for anyone to speak. Ms. Schuster stated that Ms. Wood has people on board for entertainment (two or three people) and has been in contact with TV Channel 10. Ms. Schuster said she needs a write up from the board on Earth Day for the newspaper. She would like it anytime. Ms. Schuster also said Scott Hamrick was interested in being a food vendor (B-B-Que) at the event. She will give him Ms. Koerner's phone number so he can contact her. Ms. Koerner let the board know she spoke with Linda Lohsl, Occupational Licensing, who said there wasn't any special certificates needed but encouraged vendors to bring their State Revenue Tax certificate. Ms. Schuster brought up that Habitat has sold bird houses at past Earth Day's and will be selling them again this year. Kelly Brown at Habitat for Humanities, will be contacting Ms. Koerner regarding working something out with the board. Ms. Graves let the board know that Randy's Trophy's is interested in donating trophies and ribbons for the bird house contest winners. So far the entertainment schedule is: Ronald McDonald at 11:OOa for at least an hour, followed by Charlene Brennan's show birds. From 10:OOa - 11:OOa and 12:30p to 3:OOpm is available for other entertainers. It was decided that flyers need to be out by mid-March. They will be taken to area businesses. Ms. Salmon will create the flyer. Ms. Koerner will get her the information. Copies will be made by the Recording Secretary. Ms. Graves said she could print off some flyers also. B. Stone Crop Protect (pepper bustin The date of Saturday, May 30th with an alternate date of Saturday, June 6th was set for the project /cleanup. Mr. Grudens will contact Jim Eagen of MRC to see if they are available. Mr. Grudens will come back to the next meeting with a confirmed date. Natural Resources Board Meeting February 3, 2009 Page Three C. CRA Master Plan -Enhance Appearance of City portion of CR512 Project. Mr. Nelson had two documents distributed to members regarding a similar project in the City of Largo, FL. The Board Liaison informed the members that the City has applied for an FDOT Beautification grant and the median beautification needs to be done soon so we keep in compliance with the grant. The Board Liaison would like to bring this matter back for action after Earth Day. D. Indian River County Greenway Initiative Mr. Grudens passed out a copy of the North Indian River County Greenways Master Plan to the members, for their review. There was discussion of opportunities for the Board to be involved. Bruce Zingman, Sebastian, spoke about going to some of the first MPO meetings and would like to see the City involved with the Greenways project. He also suggested the board work with the historical society on this project. Mr. Grudens is willing to work with the MPO on getting something started for the board. He will bring back information to future board meetings. The Board Liaison let the board know the City is working on this initiative as well as already completed projects. 8. NEW BUSINESS: No new business. 9. MEMBER MATTERS: Mr. Grudens said he was contacted by a lady asking about the saw palmetto's that were "hacked" on Barber Street near Hardee Park. Ms. Reynolds suggested that Mr. Grudens give the citizen her phone number. Also Ms. Reynolds will check into the matter but assured the board that the palmettos will grow back. Ms. Salmon spoke with the Director at the Boys & Girls Club about starting a program to assist the elderly with getting their recycle bins to the road on their recycle day. This item was brought up about a year ago by the board. There was discussion about contacting other groups like the Boy Scouts and Girl Scouts but it wouldn't be something the City would be involved with. 10. STAFF MATTERS: A. Set agenda for February meeting -Recording Secretary Finalize Earth Day, Finalize Stone Crop project - set a date; CRA Master Plan project; Indian River County Greenway Plan (come back with ideas) are to be put on the March agenda. Ms. Reynolds mentioned that she got a report that someone from the board went out and erected bird houses on pvc pipes in a City park. There was some discussion about this and it was assumed that it probably wasn't anyone from our board. A general reminder that anytime anything is placed in a City park there must be approval from the City. Wetland creation project at Hardee Park. Ms Reynolds has the design ready and plants (around 10,000). The project will take place about mid-June. Hopefully we can get the Friends of the San Sebastian River to assist with this project. Unless stated otherwise or specifically referenced, this is not a set of standards or a Departmental Procedure but is a comprehensive guide to allow the professional to make the best decisions on median planning. The primary thrust of this handbook is - the unsignalized median opening. Two important Florida Department of Transportation documents address landscaping as they relate to medians: • Standard Index #546 (Sight Distance) • "Florida Highway Landscaping Guide" (FDOT, Environmental Management Office) The Landscape Guide States the Importance of Access Management in Providing Good Visibility and Landscaping Opportunities: `Access management is the management of vehicular access to the highway. This includes ingress to the highway, egress from the highway and median openings on divided highways. A well-designed highway with good access management can be aesthetically pleasing. It provides the landscape architect greater opportunity in the development of practical and efficient landscape plans. When the number of median openings and driveway connections are reduced, a greater area is generally available for landscaping. The reduction of median openings and driveways also reduces the number of locations that must meet clear sight requirements. This allows greater flexibility in the landscape plan. Therefore, any plan for landscaping a highway should consider access management. " Major Criteria for Decisions Sight Distance -for left turns as stated in Standard Index on Sight Distance and #546 Planting Area and Spacing Stopping Sight Distance (for absolute clear area) in Medians Tree Caliper - 4 - 11 in. and greater than 11 in. to 18 in. • Tree Spacing - as stated in Standard Index #546 • Area Size of Vehicle Seen - 50% coverage or 2 seconds of complete visibility • Horizontal Clearance - as stated in Standard Index #700 or Plans Preparations Manual • Clear sight window criteria -see next Figure. Byrne, Recreation, Parks and Arts Director Greg Brown, Parks Superintendent Lara Khoury, Management Analyst TITLE: RESOLUTION NO. 1959 APPROVING A HIGHWAY LANDSCAPE MEMORANDUM OF AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR THE LANDSCAPING OF EAST BAY DRIVE, MISSOURI AVENUE, AND SEMINOLE BOULEVARD MEDIANS FOR THE TOTAL REIMBURSEMENT OF $1,000,000 BACKGROUND: The purpose of the resolution is to authorize the City Manager to enter into a State of Florida Department of Transportation Memorandum of Agreement to reimburse the City of Largo $1,000,000 for landscaping of the following described sections of FDOT road rights-of-way: Section 1: State Road 686 (East Bay Drive) from State Road 595 (Missouri Avenue/Seminole Boulevard) to Largo City limits East of 49'h Street. The reimbursement is $583,000. Section 2: State Road 651 (Missouri Avenue) from State Road 686 (East Bay Drive) to Largo City limits near Ponce de Leon Boulevard. The reimbursement is $192,000. Section 3: State Road 595 (Seminole Boulevard) from Largo City limits near 124"' Avenue North to 11 `h Avenue SW. The reimbursement is $225,000. FDOT reserves 1 % of all new state road construction projects for roadway landscaping. A portion of those funds are available for other agency use through FDOT's roadway beautification grant program. The City has used these funds in the past for landscaping on Seminole Blvd and Walsingham Road. The City has an opportunity to utilize up to $1,000,000 to landscape three sections of roadway in FY 2009. The City will be reimbursed by FDOT once the landscaping has passed a 90-day grow in period. The program does not require a match from the City. The proposed design will be a low maintenance design that will reduce costs of maintaining the medians. The new design will also allow ongoing maintenance issues to be addressed, such as the rise in grade of the median over time, which has made it difficult to keep the mulch in the median. The design, including safe lines of sight, must be approved by FDOT. Staff will review the overall roadway landscaping designs with the City Commission during an upcoming Work Session prior to the project being bid. BUDGETARY IMPACT: The project will be included in the proposed FY 2009 Budget. It is anticipated that the design portion will be initiated in FY 2008. A total of 10% of the $1,000,000 can be used for design. Staff will bring a budget amendment for City Commission approval to add the expenditure and the associated revenue for design to the FY 2008 budget once the agreement is executed. Construction is anticipated in the summer of 2009. The project is anticipated to require less maintenance than existing landscaping on the medians identified in this agreement as well as save an estimated $10,000 annually for mulching. In accordance with the City Charter, all purchase contracts that extend beyond one fiscal year must include a fiscal non-funding clause; if the City Commission does not appropriate the necessary funds, then the purchase contract terminates on the last day of the current fiscal year without penalty or expense to the City. A blanket purchase order (BPO) establishes a unit purchase price but does not obligate the City to make any purchases; if funds are not appropriated, then purchases are not made. It is not anticipated that the tree fund will be used for this project. CONSEQUENT ACTION: Not Applicable. REVIEWED BY AND RECOMMENDATION: The City Manager, Assistant City Managers, Recreation, Parks and Arts Director, and Parks Superintendent recommend approval of Resolution No.1959.
