City Council Chamber, 1225 Main Street, Sebastian 2 3 4 5. 6. 7 Vice Chairperson Graves called the meeting to order at 6:02 p.m. The Pledge of Allegiance was recited. ROLL CALL: Present: Robin Graves Cynthia Shuster Lynn Albury Ken Grudens Scott Nelson Barbara Salmon Excused Absence: Todd Klitenic Ginny Koerner The Vice Chairperson announced that she and the Board offered their hopes and prayers that Chairperson Koerner was feeling better and recovered soon. APPROVAL OF MINUTES: February 3, 2009 MOTION by Ms. Schuster and SECOND by Ms. Salmon to approve the February 3, 2009 minutes as written, passed with a unanimous voice vote. ANNOUNCEMENTS: No announcements. PUBLIC INPUT: Mr. Bruce Zingman informed the board that there are finally recycle bins in Riverview Park. He said SPOA had 10 -15 bird nesting boxes for Earth Day for children to paint in their booth. Mr. Zingman spoke about having a dedication to local singer Pete Harris during Earth Day. The board members liked the idea. He said there would be a couple of speeches and a couple bands would play some of Pete Harris's music. If possible he would like this to happen around 1:00 pm. Mr. Jim Sunnycalb, Sebastian, showed the board pictures of the squirrel nesting box that is hanging in Riverview Park. He let the board know he got permission from the City to put a box in Easy Street Park and member Scott Nelson and his children will be building this box. OLD BUSINESS: A. Earth Dav - Saturday, April 18th 2009 -Riverview Park, Sebastian Ms. Graves informed the board that she spoke with Charles at the Clean Marina program and he would like a table, which is not a problem. Natural Resources Board Meeting March 3, 2009 Page Two Nancy Wood, Indian River Green Team, apologized about not being available earlier in the process of Earth Day. She let the board know she had met with the Chairperson, Ginny Koerner, and they discussed some issues that Ms. Wood had. Ms. Wood asked about fire extinguishers for vendors and she said she had a contact and would get some extras. Ms. Wood asked about the possibility of the Native American tribe building a fire in the fire pit during the celebration. Ms. Reynolds would check on this. Ms. Wood will forward her "Hold Harmless" agreement for vendors to Ms. Reynolds, the Board Liaison. Ms. Reynolds will have it reviewed by the City Attorney. Ms. Wood will contact her sound stage man to help out during Earth Day. Ms. Wood will be the MC of the event. Ms. Wood is working on getting trees to give away at the event. Ms. Reynolds let the board know that we will be receiving 300 tree seedlings from a local nursery. The I.R. Green Team will be selling ice cream during the event. Ms. Wood said the Treasure Coast Wildlife Hospital will be attending and they are bringing birds of prey to the event. There was discussion about getting skydivers to land at the event. It was decided not to do it this year. There was discussion about changing the start time of the event and finally decided to keep the starting time at 10:OOam and have all the children's activities in the morning then have the bands start in the afternoon. There was a voice vote to extend the hours of the event from 10:OOam to 4:OOpm. The ayes have it. Ms. Reynolds will contact the City Manager to see if it is possible to extend the event to 4:OOpm. After a lot of discussion the board decided to re-evaluate the stage schedule to speakers and music only. The flyer and slide for the event were discussed and as soon as all decisions are finalized they too will be completed and copies made. It was decided to have a canned'food drive during the event and give the food to the Ecumenical Food Pantry. Ms. Graves let the board know she has 77 bird houses already built. B. Stone Crop Project (pepper busting) The date of Saturday, June 6th, at 8:OOam, was set for the project /cleanup. Some City employees and MRC will be assisting in the cleanup. 8. NEW BUSINESS: No new business. 9. MEMBER MATTERS: Mr. Grudens asked about the saw palmettos that were cut down on Barber Street near Hardee Park. Ms. Reynolds said the citizen never called her. She also said she was out at Hardee Park and didn't notice any palmetto's that looked butchered. Ms. Reynolds will check into the matter saying that it was probably Public Works that cut the palmettos back. 10. STAFF MATTERS: A. Set agenda for April meeting -Recording Secretary Finalize Earth Day is the only thing for the April agenda. The Mitigation Wetland Creation at Hardee Park and the Indian River County Greenway Plan are to be put on the May agenda. Natural Resources Board Meeting March 3, 2009 Page Three The secretary let the board know that alternate member, Cindi Schuster turned in her resignation from the board effective April 1st. Also, member Todd Klitenic regretfully will be resigning from the board due to work conflicts. He will turn in his resignation letter to the secretary. Wetland creation project at Hardee Park. The project is being done in conjunction with the Collier Canal dredging project. The wetland plants are not ordered yet, but we need to plant around 8000.
