Recreation Advisory Committee -Special Meeting
February 9t", 2009
Called to order by the Chairman: Roll Call: The following members were present
Ms. Brown, Mr. Seaman, Mr. Wright, Mrs. White, Mr. Sims
Staff members present were Linda Kinchen, Recording Secretary, Chris McCarthy, Al
Minner, City Manager
Schumann Park - Mr. Minner speaks to the committee regarding the site plan in front of
them -Everyone likes the plan but Mrs. White doesn't like that they are losing the
playground equipment.
Mr. Neglia speaks and is in favor of the plan but says needs two full basketball courts
Gene Perrette Head of the tennis club -Happy with the plan as drawn with one new court
and one basketball court
Mr. Seaman says we need to look seriously about another full size basketball court at
Schumann Park.
Mrs. White talks about the survey she did at Pelican Island School received 304 surveys
and all but a few wanted the court at Schumann Park so they didn't have to go all the way
to Barber Street. Says she would be in favor of two full size basketball courts and no new
tennis courts.
Ms. Brown asks Mr. Minner what the time frame would be if the court went somewhere
else - he stated several months.
Tom Loar spoke and said be safe with the basketball courts and their locations
Mr. Wright asks for a consensus from the committee. Ms. Brown -one court one tennis
court
Mr. Sims -two Basketball courts
Mr. Seaman - 2 basketball courts
Mrs. White - 2 basketball courts
Mr. Wright - 2 basketball courts and resurfacing of all six tennis courts
Mr. Minner says two plans will go to P & Z and City Council one with two basketball
courts and the one in front of them today.
Dog Park discussion: Mr. Minner says the Empress Avenue location has 7 gopher tortoise
holes - we can build around the holes but then only 3/4 acres would be left.

Keen Terrace is the best location and the city has come full circle since all other sites
were either two small or too expensive to convert. He says a privacy fence could be
installed behind the houses. 1.2 acres out of 7 acres would be used.
Ms. Brown is concerned about the Empress location because it would be too small if
turtles were taken into consideration.
Mr. Seaman in favor of the Keen Terrace Site
Mr. Sims favors the Empress site
Linda Scott from the volunteer dog committee says Keen is the place. Says most of the
houses are renters and will change from time to time -Been waiting four years make it
happen. Says look at the fence that was just installed at Halo it would be ideal for the dog
park.
Mike Konopacky -against the Thunderbird site due to traffic. Wants the city to enforce
the lease law at the Stormwater park because his wife was chased by a dog running loose
out there.
A motion to recommend Keen Terrace by Mrs. White second Mr. Seaman passed
unanimously
512 Landscaping - Al updates the committee on this project. 100 ft from the intersection
will be filled in and landscaped.
Meeting adjourned at 7PM
