MINUTES

1. CALL TO ORDER
Mr. Minner called the meeting to order at 10:00 a.m. and noted those present. He also
noted the meeting notice was posted and the public was invited.
The minutes from the 1/28/09 work group meeting were approved.
2. DISCUSS SEBASTIAN EXHIBIT "D"
Mr. Minner noted the City of Sebastian approved the modifications to "Exhibit D." Mr.
Keating noted the word "shall" was replaced by "should," noting there is no way to
enforce the document if the word "should" is present.
Mr. Minner asked for all of the County's issues at this time. Mr. Glenn said in addition to
the replaced word "shall;" he would like to address the stricken requirement for
affordable housing raising the density above 2.5 units per acre; and neighborhood
design providing for gated subdivisions.
Shall/Should
Mr. Glenn asked in the "Standards for Land Use Mix," what the point is of having ranges
if there is language that says "should."
Mr. Minner said Sebastian would go back to the original language using "shall."
Affordable Housing
Mr. Minner said there was a base requirement for affordable housing and the market
could dictate what is needed, noting Sebastian has Pelican Isles Apartment and housing
below market value right now. Mr. Glenn said this is for 20 years out and asked what if
the housing is filled. Mr. Minner replied Sebastian's comp plan speaks to that.
Mr. Glenn said the County went to 2'/z units per acre and if they are going to give a land
owner outside the urban service area the ability to go to 2'/z units per acre, he doesn't
think it's a problem to require hard numbers regarding workforce housing.

Mr. Keating said there should be more of an integrated community and have
components of mixed use development with commercial activity. Ms. Grohall agreed
and offered to change it back to 10% required with a 10% density bonus and add it could
be a mixed use development.
Ms. Grohall pointed out the state excluded Indian River Drive from SHIP and SAIL
funding because they felt the County has over served affordable housing and this area
will be exempt from some tax credits. Ms. Grohall said it is something that should be
monitored annually.
Gates
Mr. Keating suggested putting in a maximum percentage of the gated communities and
keep the requirement to preserve the overall grid.
Mr. Glenn said they wanted a system open to the public and minimize residential
developments that will be gated, to have pedestrian traffic. Mr. Keating there was a
regional planning council workshop in which there was a presentation on grids that
provide multiple access as opposed to six laning roads.
Ms. Grohall said that could be fixed and asked what the County was saying in "E." Mr.
Glenn said, as an example, you don't need a buffer transition to areas outside the urban
service area.
Mr. Minner said he would make the changes and send them to the County and if they
are okay, it would go to Mr. Vitunac and then the whole group.
Mr. Keating asked if the open space was going to allow all storm water count towards
the percent. Ms. Grohall said Sebastian's code allows a percent. Mr. Keating said they
would like to see all storm water used. Mr. Minner said Sebastian is okay with all storm
water.
2. Mr. Minner said Sebastian will make the changes and the meeting was adjourned the at
10:24 a.m.
