TUESDAY, AUGUST 4th, 2009 6:00 P.M.
City Council Chamber, 1225 Main Street, Sebastian
1. Chairperson Graves called the meeting to order at 6:00 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL:
4. APPROVAL OF MINUTES: July 7, 2009

MOTION by Mr. Grudens and SECOND by Mr. Nelson to approve the July 7, 2009
minutes as written, passed with a unanimous voice vote.
5. ANNOUNCEMENTS:
Chairperson Graves welcomed new member Albert Alvarez. Mr. Alvarez gave a brief
description of himself and reason for wanting to be on the board.
Mr. Phil Matson of Indian River County MPO (Metropolitan Planning Organization), gave
a powerpoint presentation (see attached) on the North Indian River County Greenways
Master Plan. He spoke about areas in Sebastian that are included in the project. The
Trans Florida Rail Corridor (right behind the Buffer Preserve areas) and the South
Sebastian Corridor (Englar St. to the north to the North Conservation Area).
Chairperson Graves asked about their website www.irmpo.com for their meetings and
updates of projects.
The board secretary will get Mr. Matson the board members email addresses so he can
forward a copy of a map from the presentation. Mr. Grudens asked about the extension
of the Greenway around the North County Pool. What is the status on the grant
application to extend it east on CR512 to Roseland Road. Mr. Matson said he wouldn't
find out until September. There was discussion about all the possibilities that the north
county has. In response to Mr. Grudens question about the Off -road Multi Use line
coming out of Sebastian Harbor Preserve, running north along Easy St. and around the
North Sebastian Conservation area, Mr. Matson said that it would have been better as
an On -road Multi -use line. It was a miss. The board liked the idea of doing Greenway
Trail maintenance beautification and there was discussion about coming up with a City
program to "Adopt a Trail Mr. Grudens would like to come up with a plan connecting
the North Conservation Area with the Buffer Preserve and present it to Council. Mr.
Matson would like to see a "Non- Binding Letter of Commitment" from the board. It was

brought up that the board is an advisory board only. Anything would have to go through
Council. There was talk of getting sponsors for signage with the Adopt a Trail program,
checking on grants (Kodak American Greenways Award) for trail development. The
MPO does have dedicated funding for these kinds of programs call the Enhancement
program. A presentation needs to go before Council by the board. Mr. Matson gave his
office number 226 -1455 if anyone had questions.
6. PUBLIC INPUT:
No public input.
7 OLD BUSINESS:
A. Mitigation Wetland Creation at Hardee Park
Margie Reynolds, Board Liaison, explained that the project was still on hold due to other
City projects. It looked like this project would not take place until mid to late September
for the planting. The date would be decided at the September meeting.
Chair Graves was going to draft a letter to the I. R. County School Board that would
explain this project and what the volunteer students would be doing. She will get with
Ms. Reynolds, Board Liaison. They will get a copy of the letter to Mr. Spokas for the
college.
8. NEW BUSINESS:
A. Letterboxinq.
After some discussion and explaining of what Letterboxing is, Chair Graves asked the
board for comments. Mr. Spokas said he had viewed both websites
(www.letterboxinq.orq and www.atlasquest.com). He said that on these websites there
were blogs about letterboxing. Also they were very careful with disclaimers on them.
Chair Graves will come up with a written outline to present to the City Manager. The
plan will include what letterboxing is, what websites will be used, what it will cost the
City, the benefits to the City, scope of the project, sponsors involved, tying in local parks
and or the Greenway Trails.
9. MEMBER MATTERS:
Mr. Spokas mentioned that State Parks are flourishing in Florida even with the economy.
Chair Graves informed the board about an event on Saturday, August 8th from noon to
4pm at Capt. Hirams called "Marina Day Ms. Graves was invited to have a table at the
event. She would like members' approval to represent the National Resources Board
and would like to invite other members to participate. The board approved and Mr.
Alvarez will be joining her. Ms. Reynolds has handouts for the event that Ms. Graves
will pick up.

10. STAFF MATTERS:
Ms. Reynolds passed out a map to another location that MRC is working on a pepper
busting project. It is across the Sebastian River from the Stone Crop project area. It is
Saturday, August 15th at 8:OOam.
11. Being no further business, Ms. Graves adjourned the meeting at 7:24 p.m.
