City of Sebastian
Recreation Advisory Committee Special Meeting
July 27, 2009
Called to order by the Chairman: Roll Call: The following members were present
Mr. Wright, Mr. Adams, Mrs. White, Mr. Sims, Mr. Seaman, Mr. Van Arsdall, Mr.
Pelletier was absent
Staff members present were Chris McCarthy, Parks Superintendent, Linda Kinchen,
Secretary
Approval of Minutes: 6/22/09 Motion by Mr. Sims, second Mr. Seaman Passed
unanimously
Old Business: Schumann Park Update by Chris on construction
Riverview Park update by Chris, completed, shade canopy for the splash pad in next
years capital budget
Stormwater Park Benches and trash receptacles ordered. Dog Bags have been installed
County applied for a grant on the east side of the park as part of the greenway plan for
trails.
Easy Street Park Mrs. White wants visual signs at the Park and at the dog park
George Street ADA Chris says talked to the building official and he said if there are no
buildings nothing is required.
New Business: FRDAP Grant Don says we should look at buying property or use for
some other reason. Wants members to come back next meeting with ideas for the grant
paperwork. It needs to be in by September 15 2009.
Public Input Jim Sunnycalb Sebastian Easy Street Park the Muscoby ducks are gone.
They have been relocated. Riverview Park light near Hess goes on and off. Homeless
people are scaring people and asking for money sleeping in the pump house so we need
to lock it. Also sleep in the restrooms at the yacht club. Need signs that say no overnight
parking for the ones sleeping in cars.
Members Matters: Mr. Van Arsdale asks if we can get shade over the picnic tables at
George Street and Barber Street
Mr. Seaman Glad to see Schumann work also thanks to Mr. Sunnycalb for his volunteer
work in the parks and all his comments.

Mr. Admas Grants are a good idea and we need to continue with them. Homeless
problem needs to be handled.
Mr. Sims: Thanks to Jim Was also approached two times by the homeless.
Mrs. White has no comments
Staff Comments: 4th of July was good with no problems

Hi Linda,
I have a couple of suggestions for Parks that the Grant money we spoke of at the last meeting could be
used for.
1. A nine hole golf course primarily for instructional purposes. This could be used to introduce
interested persons to the game of golf and provide low cost instruction for them. It could be a source of
income for the city. As far as the instructor(s), we could possibly ask for volunteers from the many golf
enthusiasts in the city.
2. A small area by the airport for aircraft enthusiasts to view the various airplanes as the arrive and
depart. Speakers could be setup so that the transmissions from the cockpit of these aircrafts could be
heard. It would be good for people learning to fly to listen to actual radio transmissions as it would also
help them in becoming familiar with using the radio and its phraseology.
3.A park for bicycle riders.

Just a note:
These are being sent early because I will be on Vacation from August 21 2009 through
August 30 2009.
I will return in time for the August 31 2009 meeting. If you have any problems between
