MINUTES
TUESDAY, NOVEMBER 3rd, 2009 6:00 P.M.
City Council Chamber, 1225 Main Street, Sebastian
1. Chairperson Graves called the meeting to order at 6:02 p.m.
2. The Pledge of Allegiance was recited.

4. APPROVAL OF MINUTES: October 3, 2009 and October 24, 2009 Field Trip Minutes
MOTION by Mr. Grudens and SECOND by Mr. Nelson to approve both the October 3rd
and October 24th, 2009 minutes as written, passed with unanimous voice votes.
5. ANNOUNCEMENTS:
Ms. Salmon gave her condolences regarding the passing of Jim Slattery and asked the
board to sign a card that she brought. The board secretary will mail the card to Mrs.
Slattery. Mr. Slattery built and donated the bat house that was placed at Periwinkle
Park.
A. Pepper Busting Field Trip on Saturday October 24th at Stonecrop Park Mr.
Grudens thanked everyone that came out. The project went very well but there is still a
lot more that needs to be done. The board worked hard to get volunteers by contacting
the local school. Mr. Spokas was offering extra credit points to his students for
volunteering (four students did show up). It was suggest that the board needs to start
thinking "outside the box" to get more volunteers. Ms Reynolds did find an organization,
the Florida Exotic Pest Plant Council, they offer volunteer support services. This group
also helped on the 512 corridor project. Ms. Reynolds will contact them before the next
meeting so we can set up phase 3 of the Stonecrop Park project. Mr. Nelson asked
about fines or penalties for not keeping properties clean of Pepper trees and other exotic
plants. Both the board liaison and board secretary stated that it is very hard for the City
of enforce any rules and recoup any fines. The suggestion of educating the public on
the problems with pepper trees and other non native plants at Earth Day would be
helpful. Ms. Reynolds will bring educational literature that she has to the next meeting.

B. 512 Beautification Project (area behind Public Works compound) The tentative
date of Saturday, February 6th at 8:OOam will be set for the beautification project. The
board will be clearing out Melaleuca trees and Brazilian Pepper trees from the wet
swampy area behind the Public Works compound. Ms. Reynolds has a volunteer that
may help mulch the Melaleuca that day. City employees with trucks will take the mulch
to another location for City use.
C. Earth Day 2010 Saturday, April 17th 2010 Chairperson Graves, Ms. Reynolds
and the board secretary will work on an article for the Sebastian Pelican Brief news letter
promoting Earth Day and the contests. The board secretary will let them know when the
article must be submitted. There was discussion about calling the vendors that didn't
have email addresses but nothing was finalized. The members were invited to suggest
other possible vendors. A schedule of events and activities will be generated and
printed for the day of the event. Ms. Reynolds suggested using websites such as Earth
Action (www.earthaction.org); US EPA (www.epa.org); national wildlife (www.nwf.orq)
and any Earth Day website. Mr. Grudens will contact Holly Dill of the ELC
(Environmental Learning Center) regarding involvement in children's activities at Earth
Day. The board secretary informed the board that Kayaks Etc. and the Spiritual
Pathfinders were interested and requested booths.
The activity of kids making their own stamps for Ietterboxing was discussed. It was
decided that unless the board could find someone to donate their time to do the cutting
of the stamp (eraser) it wouldn't work well. The activity was too dangerous for children
to do on their own. Members should work on getting some volunteers such as an arts
craft club to do the cutting.
No one had a chance to review the powerpoint presentation about Letterboxing, so
Chairperson Graves is going to work on it some more.
There was some discussion about having some skydivers drop in on the event to bring
some more excitement, then that idea was nixed.
Ms. Salmon mentioned having a contest for the best use of recycled material. The
board liked the idea. This will be one of the contests. It was also mentioned to go to
Home Depot to see if they would donate birdhouses or wood for the houses for the
Birdhouse Decorating Contest.
Contests will be: Adult Birdhouse Decorating Contest; Best Use of Recycled Materials;
and the Best Florida Yard (using before after photographs). Have Earth Day
attendees judge contests.
Mr. Spokas sent an email to the board secretary explaining the information that he had
gathered on the possibility of an Earth Day calendar (see attached). There was
discussion and everyone liked the idea but the board doesn't have any money to buy
them.
Ms. Salmon brought up an activity of decorating small clay flower pots with sea shells
etc. She will contact Home Depot to see if they will donate the pots. The shells are
attached with adhesive grout. Maybe we could get some seeds to give with the pots.

A. "Adopt -A -Spoil Island" program Ms. Reynolds explained the program which is run
through FDEP. We have two Spoil Islands within the city limits. See attached for more
details. We can do this with other agencies for a larger clean up, such as Friends of the
St. Sebastian River, KIRB and Kayaks Etc.
B. Set agenda for December meeting. The only item for agenda will be Earth Day 2010.
11. Being no further business, Ms. Graves adjourned the meeting at 7:33 p.m.

Subject: Earth Day calendar possibility
Hi Donna:
Regarding tonight's NRB meeting: I think it may be feasible to put together an
inexpensive "Local Wildlife" calendar as diuscussed at the last Board meeting. As I
recall, we considered having a picture contest at Earth day, to gather color photos for
the "NRB calendar I tried to get 3 cost estimates on the calendars. Still waiting for
one of them. I received the names of these "print /design" businesses from the Sebastian
Chamber of Commerce. They are all businesses based in Sebastian. Please see quotes
below:
1. "Total Print Contacted them on 10- 23 -09. Estimated cost would be 10. per
calendar for a minimum lot of 100 calendars. We would have to provide the artwork of
uniform size. (one photo per month)
2. Just phoned "Donghia Design" today. It sounds like it is something they can do. I
am waiting on the price quote.
3. "Skyline Design Contacted them on 10- 23 -09. Estimated cost is 6.25 per calendar
for a minimum lot of 100 calendars. The price would go down to 3.80 per calendar for
200 calendars and for 300 calendars, the calendars would be 2.85 each.

Adopt -A -Spoil Island

The Adopt -A -Spoil Island project gives groups in the community the
ability to initiate and maintain projects on one or more adopted islands of
their choice. The maintenance would consist of removing debris and litter
four times a year, one of which would coincide with the annual Florida
Coastal Cleanup held in September. A Cleanup Report form must be filled
out for each cleanup event and retuned to the DEP Southeast Aquatic
Preserve Field Office address listed on the form. As an Adopt -A -Spoil Island
participant, you and your group will be placed on our Spoil Island Project
"Volunteer Days" mailing list. Your group will receive updates on the spoil
islands, keeping you informed of cleanup activities and other enhancement
projects being implemented on the islands throughout the tri- county area.
If you or your group would like to perform enhancement activities outside
the scope of litter control, such as blazing trails or exotic vegetation
removal, please contact our office for assistance with the logistics and
implementation of these projects. Your adopted island would receive a
sign with the name of your group or organization. If you are interested
please download and fill out the Adopt -A -Spoil Island Marine
Debris /Litter Removal Agreement and email it to:
Mark.McGee@dep.state.fl.us with the title "Adopt -A -Spoil Island" in the
subject line of the message. If you have any questions or would like to
know more how you or your group can become involved in the Adopt -A-
Spoil Island project, please call Mark McGee at (772) 429- 2995.or please
send an email with your contact information to either the NIBL or SIRL
Spoil Island Coordinator and you will be added to the Enhancement Days
distribution list. You will be asked to fill out a Volunteer Application
Agreement prior showing up at the Dock.
