WORKSHOP ITEMS
A. Position Statement by City Manaper, Terrence M0..or..e..
The City Manager stated the purpose of the meeting was to discuss
improvements to Riverview Park expansion, purchased FRDAP funds and the
use of Florida Inland Navigation District funding for improvements and
clarification of Riverfront Overlay District development issues.
Burt Jones, Engineering Technician, addressed City Council on the site plan
which includes two proposed piers, picnic tables, recreational activities, sidewalk,
restroom and shoreline restoration for the area.
Marry Smithson, Sebastian Watershed Action Committee, introduced members
of the committee, and briefly explained the shoreline damage along the
Riverview Park east and the subsequent community effort to stabilize the
shoreline conducted several years ago. He then exhibited the existing condition
of the Good Guys property shoreline, and suggested removal of extensive
concrete rubble, and correct stabilization of the shoreline. He stated that they
could offer assistance in locating additional funding.
Mr. Smithson then responded to questions from Council regarding the
stabilization by using coquina rock.
Bob Day, scientist with St. Johns River Water Management District, stated that in
situations where bulkhead failed once, it will fail again if you don't get rid of the
problem.
B. Present Commitment to Implement Riverfront Property Improvement
The City Manager stated that shoreline stabilization and restoration along with
riverfront enhancements are accepted policies in accordance with the grants, but
this does not preclude action on other riverfront enhancements. He stated that
most of the recommendations made this far, have concurred with each other and
he will come back to council for recommendations concerning funding
allocations, bid processes and so forth. The City Manager stated funding has
been received from the Florida Inland Navigational District and a permit has
been received from the Florida Department of Environmental Protection.
The City Manager also stated this is a conceptual plan at this point. The City
Attorney asked if there was going to be a public workshop to finalize the plan for
the park improvements. Mr. Barczyk suggested public input be taken on the
placement of park improvements. City Council concurred that there will be
another workshop to take input on the placement of improvements in the park.

DirectionNision for Riverfront Overlay District-Commercial Development,
Redevelopment and Public Enhancement
The City Manager stated that last May the Treasure Coast Regional Planning
Council (TCRPC) visualized what could take place in Sebastian and that he
sought input on the conceptual design.
Mr. Barczyk suggested going forward on the shoreline revitalization prior to
design of the park.
Mr. Majcher cautioned against leaving out the concept of attaining revenue from
a marina to draw tourists and provide access to the ocean.
Mr. Hill said he agreed with proposed marina and building designs within the
River'front charrette and other concepts to accentuate the beauty of the riverfront
but objected to any idea of selling off city property.
The City Manager supports any private investment that might happen. The City
Manager encouraged a future workshop to discuss funding, financing and
establishing enterprise funds to initiate those economic arrangements in the
future.
Mayor Barnes stated that it was to the City's benefit to have a completed
charette to visualize what could happen.

Discussion took place on user fees when grant funds are utilized for property
purchase. The City Manager stated fees can be charged as long as the fee is
uniform for both residents and non-residents.
Carolyn Corum, said she had a lot of concerns about the TCRPC plan and said
she would give further input at the public workshop that will be scheduled.
Charlie Stachel, discussed his concerns about the TCRPC, asked for assurance
that the US 1 portion of the plan will be implemented, and asked how the plan
will be updated in the future. He suggested the Riverfront Committee be
resurrected and allowed to review the plan.
Tut Connelly, Sebastian, asked if the grant dictated that we do something similar
to the CAVCORP property. He also stated his opposition to any wave breaks.
Mayor Barnes stated that the only mandatory projects discussed tonight is the
shoreline stabilization and the building of a pier and there will be a future public

workshop. The City Manager would like to have a public workshop soon to start
the bid processes.
Mayor Barnes adjourned the meeting at 6:58 p,m.
