Created. There is hereby created and established the Sebastian Recreational Advisory Board. (Ord: No. 0-98-08, 1, 5- 13 -98) Sec. 2. 212: Purpose and responsibilities. (a) Purpose: The Sebastian Recreational Advisory Board shall provide recommendations on the development of recreational facilities and the creation and expansion of recreational programs, evaluate proposed recreational requests, and promote cooperation and coordination :between the various. recreational interests, the city and the county "Editor's note Ord; No; 0 :98 -08, 1, adopted May 13, :1998, pertained to: a.recreational advisory board for the city. The Sebastian Recreational Advisory Board shall: (I) •Prepare an annual work program outlining the activities of the advisory hoard for the following fiscal year. The proposed work plan shall be presented to the city council for approval by July 1 of each year The work plan may include: a. The preparation of policy recommendations to the city council. b. Studies of existing city and county facilities and programs c. The development of short and long range plans for facilities, programs and land acquisition. d. The evaluation of recreational facility and program requests. (2) Promote and develop cooperation and coordination between the city, Indian River County and the Indian River County School Board. (3) Encourage public input and participation. (4) Conduct studies as requested by the city council. (5) Prepare recommendations regarding city and county recreational facilities and pro- grams Such recommendation shall be forwarded to the city manager far distribution to the city council and/or to Indian River County (Ord. No 0-98-08, 1, 5-13-98) Sec. 2,21. Organizational structure. (a) Members. The Sebastian Recreational Advisory Board shall consist of nine regular members and two alternate members, all of whom are residents of the city All members shall be appointed by the city council and the advisory board shall consist, whenever possible, of the following: (6) The president or his/her designee of the Sebastian River Art Club. (7) The president or his/her designee of the Craft Club of Sebastian. (1) The president or his/her designee of the Sebastian River Area Little League, (2) The president or his/her designee of the Sebastian Panthers, Inc. (3) The president or his/her designee of the Sebastian Soccer Association, Inc. (4) The president or his/her designee of the Sebastian Olds. Boys. (5) The president or his/her designee of the Friendly Innis Group. (8) The City of Sebastian's appointed member of the Indian River County Parks and Recreation Advisory Board. (b) Officers. The city manager or his designee shall be an ex officio meriber of the board and shall provide the board with all financial documents and materials which reasonably relate to the budget advisory responsibilities of the board. Each city council mendber shall appoint one member of the initial board, and each initial member's term shall end at the same time as the term: of the council member making the appointment. The city council shall appoint two additional members, who will serve until the next election. Thereafter, each newly elected or re- elected *Editor's note -Ord.
