HomeMy WebLinkAbout12142009WFCWATERFRONTS COMMITTEE MINUTES MONDAY, DECEMBER 14, 2009 5:15 P.M. Council Chambers, Sebastian City Hall 1. Chmn. Conway called the meeting to order at 5:17 P.M. 2. The Pledge of Allegiance was recited. 3. ROLL CALL: Present: John Conway, Chair Tim Adams Lisanne Monier Robinson Beth Mitchell Sal Neglia Barbara Salmon Al Minner, City Manager Susan Lorusso, Recording Secretary Chmn. Conway welcomed Ms. Salmon to the committee. 4. APPROVAL OF MINUTES MOTION by Mitchell /Adams to approve the minutes of the November 30, 2009. Motion passed. 5. OLD BUSINESS: MANAGEMENT PLAN Mr. Minner gave a synopsis of a conference call he had with Ken Reecy of FCT. Ms. Grohall and Councilman Don Wright were also in attendance at the call. FCT is looking to close on the Hurricane Harbor property around February or March 2010 and the appraisals on the Dabrowski property are almost completed. Mr. Reecy stressed that the FCT is looking for enterprises that are solely commercial fishing industry related; such as a retail fish market, an ice house, and even some type of historical or informational displays relating specifically to the commercial fishing industry. Mr. Minner said Mr. Reecy did not see a restaurant, kayak and bike rentals, souvenir kiosks, art and cooking classes as meeting the commercial fishing industry requirements. 6. NEW BUSINESS: RFP's FOR RETAIL FISH MARKET AND ICE HOUSE Mr. Minner reviewed the draft RFP proposals for the retail fish market and the ice house. Mr. Neglia asked would the business that is awarded the contract be eligible for the tax abatement program and Mr. Minner thought it would not as that is designed for property tax abatement since the city is the property owner. He wasn't sure if the tax abatement would cover personal property taxes. The committee discussed possible aspects of what could be done with a retail fish market and if it would allow cooking demonstrations. Also, if the dock could not be used for mooring, then there is the possibility of an observation pier. Mr. Neglia voiced his opposition to allowing beer and wine sales at the market and Mr. Minner said FCT might look at that type of sales as a restaurant establishment and FCT is not in favor of a restaurant facility. Because of this, the 1 need to refurbish the kitchen and industrial exhaust hood will not be necessary and will decrease the expense of bringing the Hurricane Harbor into compliance. 7. PUBLIC INPUT Bill Tiege of Indian River Seafood Market said he has held cooking demonstrations and classes at his retail fish market and has had a good response to it. Tom Collins of Captain Hiram's, said there must be one concerted effort to generate people to the area. Whether it is the fish market with classes and demonstrations, historical displays, real -time broadcasts of the fishermen at work, it must tie together and work together. Mr. Minner added that the city is not looking to be competitive with existing local businesses. He is looking to get the RFP out within a week so responses would be in and could be looked at after the holidays. 8. MEMBER MATTERS NONE 9. ADJOURNMENT Chmn. Conway adjourned the meeting at 6:16 P.M. After adjournment, it was agreed by the committee to hold the next meeting on January 11, 2010 at 5:15 P.M.
