PUBLIC INPUT: Ona HOME OF PEUCAN ISLAND NATURAL RESOURCES BOARD MINUTES TUESDAY, FEBRUARY 11th, 2010 6:00 P.M. City Council Chamber, 1225 Main Street, Sebastian 1. Chairperson Graves called the meeting to order at 6:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL: Staff Present: Margie Reynolds, Board Liaison and Donna Cyr, Recording Secretary 4. APPROVAL OF MINUTES: December 1, 2009 January 5th, 2010 February 6th, 2010 Field Trip minutes MOTION by Barbara Salmon and SECOND by Albert Alvarez to approve the December 1st, 2009 minutes as written, passed with unanimous voice votes. MOTION by Barbara Salmon and SECOND by Albert Alvarez to approve the January 5th, 2010 minutes as written, passed with unanimous voice votes. MOTION by Barbara Salmon and SECOND by Eric Spokas to approve the February 6th, 2010 Field Trip minutes as written, passed with unanimous voice votes. 5. ANNOUNCEMENTS: New member, Jane Schnee, was introduced and welcomed to the board. Information regarding the $50.00 donation, in memory of board member James Slattery, was discussed with the board. The board secretary will check with Chris McCarthy, Parks Recreation Superintendant regarding procedures for purchasing a tree in Mr. Slattery's honor and where the tree would be planted. Mr. Jim Nelson, Assistant Scout Master of Troop 513 in Vero Beach, introduced his son Aaron Nelson an Eagle Scout, to the board. Aaron approached the board to work on the coordination and placement of picnic tables and fire pits on Spoil Island IR1 for an Eagle Scout project. The board unanimously gave their support to his project and welcomed his help. The board will do an approval letter for Aaron, as will DEP. Natural Resources Board Meeting February 11, 2010 Page Two 7. OLD BUSINESS: A. Pepper busting proiect The board needs to build a better volunteer base. There needs to be a commitment from the board to help get volunteers for these projects. Ms. Reynolds has contacted all the local newspapers regarding getting an article in the papers mentioning businesses that have participated in the clean ups. This will be incentive for companies such as tree removal or land clearing to get some free advertising. Any member that has an interested party should contact either Ms. Reynolds or Ms. Cyr with their contact information. Ms. Reynolds will take care of getting the list together for volunteer reminders and to let the press know for the article in the local community section. Ms. Salmon will contact Mr. LoPresti for volunteer help. Ms. Reynolds feels the board should set a date for the next pepper busting and then present it to the volunteer companies to see who is available, if any. Then it was decided to put pepper busting to rest until the fall because of all the other events going on. B. 512 Beautification Proiect Project wrap -up. The group removed five (5) truck loads of debris from the area. They put a dent in the area but really need to get a solid volunteer group to complete the project. Mr. Alvarez will contact Sheriff Loar to see if prisoners could be used as volunteer help. The area is .2 acres. C. "Adopt -A -Spoil Island" program The board adopted Island IR1. There needs to be four island cleanups in an anniversary year of the signed agreement with DEP. Two cleanups are set with the Treasure Coast Waterway cleanup in July and the statewide cleanup in September. The board would have to set up two more for the year. It was suggested to have one in May while the momentum of Earth Day is still fresh in everyone's mind. The date will be finalized at the March meeting. The Board will be responsible for trash cleanup, planting, and cutting pepper trees. The other component of the program is education. The board is responsible for educating the volunteers as well as the public in keeping the island clean. "Pack it in Pack it out The City doesn't have the resources to go over to the island once a week to remove trash. The City will post on its website the island that the Board adopts and give the rules of the island and interesting info. Handout will be passed out at Earth Day. The board could also make some signs for the island. Mr. Grudens is setting up a pontoon boat to take the members out to the island for a walk through some time on a Friday evening in late March or early April. He will let the board know at the March 2nd meeting. Ms. Graves will contact Kayaks Etc. about involvement with the program and if they are available in May. Ms. Reynolds will start a volunteer list. She will also get the board the exact dates of the Treasure Coast Waterway and statewide cleanups. Ms. Reynolds received an email from Maureen Matheson, member of the Vero Beach Power Squadron, she recommended looking locally for the boating support for the cleanup program. The Coast Guard Auxiliary Power Squadron are meeting in the old Council Chambers on Saturday, Feb. 13th at 8a and Monday, Feb, 22. Ms. Graves Ms. Salmon said they would go to see if they could recruit volunteers. D. Earth Dav 2010 Saturday, April 17th 2010 a. Letterboxing Ms. Graves walked the park and already knows where the boxes could go. She will write up some preliminary clues. Ms. Graves will set everything up and get back to the board at the March meeting. Natural Resources Board Meeting February 11, 2010 Page Three Everyone needs to start getting donations, prizes and recruit for more vendors. There also needs to be some stage activities and performers. The Board Secretary will update the vendor list and email it to the board. A vendor application will be created to confirm attendance and to see if vendors need electricity, have a tent, need a table, etc. and emailed to vendor list. Ms. Graves feels we need an MC for the presentation of contest winners. A generic donation /contribution letter will be emailed to all members. Ms. Salmon is going to Home Depot, Walmart and other local area stores. Ms. Salmon wants to make tee shirts for the Board members for Earth Day. Vendor setup will be at 8:OOam unless otherwise requested. 8. NEW BUSINESS: No new business. 9. MEMBER MATTERS: The letters of appreciation to the IRSC students that Mr. Spokas asked about were ready to be signed by the Chair and would be ready to go out this evening. Mr. Spokas will promote the pepper busting Spoil Island clean up to his students again. 10. STAFF MATTERS: No staff matters. Agenda for March meeting will be: Earth Day and the setting of a date for a field trip to visit Island IR1 as well as setting a date in May to do the first Spoil Island Clean up. 11.
