REGULAR MEETING MINUTES

CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER AT 7:10
PRESENT; MR. MAHONEY, ]fR. WADSWORTH, MRS. KILKELLY, MR.
KRULIKOWSKI, MR. GILCHER.
ABSENT; MRS. POOLS, MRS. TAYLOR, MR. FULLERTON ALL EXCUSED
ALSO PRESENT; BRUCE COOPER, BUILDING OFFICIAL AND
LINDA KINCHEN, SECRETARY
ANNOUNCEMENTS; NONE
OLD BUSINESS; FISCHER-VICKERS INDUSTRIAL SUBDIVISION
RANDY MOSBY IS PRESENT TO REPRESENT PROJECT
MOST OF THE DISCUSSION CENTERS ON THE TWO REMAINING ITEMS
THE TIE iN TO A CENTRAL WATER SYSTEM AND THE REZONING.
RANDY EXPLAINS THAT THEY ARE WORKING WITH GDU AND BREEZY
VILLAGE FOR THE WATER AND IF NEITHER ARE AVAILABLE AN ON SITE
SYSTEM WILL HAVE TO BE PUT IN.
PRIOR TO A MOTION AND AFTER ALL QUESTIONS HAVE BEEN ANSWERED
COUNCILI(AN METCALF REQUESTS A FEW MINUTES TO DISCUSS THE
MINUTES OF THE ECONOMIC DEVELOPMENT COUNCIL MEETING WHICH HE
FEELS PERTAINS TO THIS SITE PLAN. AFTER ABOUT FiVE MINUTES
RANDY KOSBY OBJECTS TO THE DISCUSSION SINCE IT IS NOT A
PUBLIC MEETING AND THE MINUTES ARE NOT DIRECTLY RELATED TO
THE pROJECT. THE CHAIRMAN CALLS A FIVE MINUTE RECESS TO
REVIEW THE MINUTES AND DISCUSS WITH THE BUILDING OFFICIAL
THE SITUATION. MRETING CALLED BACK TO ORDER AT 8:34 P.M.
CHAIRMAN STATES IT IS HIS FEELING THAT THE INFORMATION
PRESENTED BY MR. METCALF DOES NOT COME INTO PLAY AT THIS
TIME. HE FEELS THAT WHEN THE LOTS ARE SOLD TO INDIVIDUAL
OWNERS AND THE SITE PLANS ARE PRESENTED FOR CONSTRUCTION THAT
IS THE TiME THIS INFORMATION SHOULD BE CONSIDERED.
MR. )[ETCALF ASKS IF THE INFORMATION CAN BE MADE A PART OF THE
RECORD AND BRUCE STATES HE WILL ACCEPT iT AND DO SO.
MR. GILCHER MADE A MOTION THAT THE VICKERS iNDUSTRIAL
SUBDIVISION PRELIMINARY PLAT BE RECON[M]ENDED TO CITY COUNCIL
FOR APPROVAL WITH THE FOLLOWING CONTINGENCIES AND PROVISIONS.

1. APPROVAL INCORPORATES DR. FiSCHERS AUGUST 17, lg88
LETTER COMMITTING TO A CENTRAL WATER SYSTEM AS PART
OF THE PRELIMINARY SUBDIVISION PLAN.
2. APPROVAL OF THE WASTEWATER SEPTIC TANKS BE RECEIVED
FROM FLORIDA STATE BOARD OF HEALTH.
CONTINGENT UPON ZONING CHANGE FROM PRIOR ZONING OF
COUNTY INDUSTRIAL LIGHT TO SEBASTIAN INDUSTRIAL
PLANNING AND ZONING DOES NOT ASSUME OR GUARANTEE
THAT SUCH ZONING WILL TAKE PLACE.
4. WE RECOMMEND THAT SECTION 20A 17.2 (M) REQUIRING
INSTALLATION OF UNDERGROUND ELECTRIC POWER BE WAIVED
BETWEEN FEC RIGHT OF WAY AND THE EASTERN BORDER OF
THE PROPERTY FOR THE MAIN SUBDIVISION FEEDS. WE
RECON2,fEND OVERHEAD WIRING BE ACCEPTED TO FEED
SUBDIVISION WITH UNDERGROUND WIRING REQUIRED FROM THE
BUILDINGS TO THE EAST PROPERTY LINE.
5. PLANNING AND ZONING RECOMMENDS THAT THE 600 FOOT
LIMIT ON CUL-DE-SACS BE WAIVED REFERENCE 20 A-17.2
(J?) IN VIEW OF THE DEVELOPERS COMI~ITMENT TO THE
EMERGENCY ROAD EXTENSION TO ESSEX LANE.
SECOND BY MR. WADSWORTH FOR DISCUSSION
MR. WADSWORTH HAD REQUESTED A CHANGE IN THE WORDING OF ITBX
FOUR WHICH HAS BEEN CORRECTED ABOVE AND ME. MAHONEY REQUESTED
THAT THE MOTION STATE WE RECOlqN(END APPROVAL TO COUNCIL WHICH
HAS BEEN CORRECTED ABOVE.
ROLL CALL VOTE WAS TAKEN - MOTION PASSED UNANIMOUSLY.

DENNIS DERNBECK CONSTRUCTION SUPERVISOR IS PRESENT

MOTION BY N_R, WADSWORTH TO APPROVE THE MODEL HOME PERMIT FOR
LOT 15 BLOCK 144 ON BARBER BE APPROVED AND THAT LOT 14 BLOCK
144 UNiT THREE BE APPROVED CONTINGENT TO BRUCE'S ~

BRUCE GIVES SOME COM_KENTS ON WHAT THEY WERE CONSIDERING AND
TELLS THE BOARD TO THINK ABOUT IT AND SEE IF THEY WANT TO
ATTEND THE NEXT MEETING.
CHAIRNANS MATTERS; REMINDS EVERYONE REGARDING MONDAY'S
MEETING ALSO STARTS BRIEF DISCUSSION REGARDING BRUCE'S
DEFINITION OF AN AMUSEMENT CENTER AND DEVICE, NO ACTION IS
TAKEN AT THIS TIME.
MEMBERS MATTERS; MR. MAHONEY COKMENTS REGARDING THE LETTER
REFERENCE STORAGE AREAS AND STATES HE WOULD LIKE TO SEE THE
CODE CHANGED TO BE MORE SPECIFIC. ALSO MR. MAHONEY ASKS BRUCE
IF THE IKPACT FEE FOR THE CAR WASH IS $90,000 AS HE HAD
HEARD.
I(R. GILCHER STATED HE HAD INVITED STEVE LULICH TO MONDAY'S
MEETING AND ADVISED HiM TO INVITE ANY OF THE MEMBERS OF HIS
NEWLY FORMED DEVELOPMENT COKI~ITTEE.
BUILDING OFFICIAL MATTERS; BRUCE COMMENTS ON THE SIGNS AT
SEBASTIAN LAKES AND ALSO THAT SEBASTIAN LAKES WILL BE ON THE
SEPTEMEER 15TH AGENDA ALONG WITH ALL THE OTHER REZONINGS AND
ANNEXATIONS.
