The City Manager said Council has gone through the CIP budget a number of times
outlining goal for a couple of years ahead and the purpose of tonight is to formally adopt
the CRA FY 2011 budget.

SUMMARY
The City issued a Request for Proposals (RFP) for an evaluation of the Riverfront for
current and future parking needs.
The City received 13 responses total. You will note that two of the bids were in the
$18,000 price range, but a review of each proposal lacked any substantive experience
in conducting parking studies; Culpepper Terpening has a strong background in storm
water and civil engineering, while Lucido appears to have a strong landscape
architecture background. Most of the bids were in the $24,000 $28,000 price range,
under the $30,000 targeted for this project.
A review team composed of Al Minner, Rebecca Grohall, Wayne Eseltine, Jerry
Converse, Jan King reviewed the thirteen proposals and selected the top four for
responses for further consideration. These four are Walker Parking Consultants,
Timothy Haas Engineering /Architects, Outlier Planning and Land Design Innovations,
Inc.

Ultimately, while both the Walker and Haas proposals had lower bids, an examination
of the methodology showed that Outlier had proposed within their costs many items
not included in the lower cost proposals. Examples of these differentials include:
In studying the existing parking conditions, Walker proposed to conduct
inventory on one day. The Outlier proposal offered a more detailed approach
conducting inventory three times two weekdays and one weekend day.
The Outlier proposal also offered significantly more public input, the proposal
includes interviewing City Council (as well as staff) and interviews with
stakeholders in the Riverfront. Additionally, Outlier will utilize the internet to
post updates, drafts, and encourage feedback (similar to the EAR website
wwww.sebastianEAR.com) this was not proposed in either the Walker or Haas
proposals
Also the Outlier Planning proposal includes presentation(s) to City Council, the
Walker proposal specifically was limited to meetings only with Staff and overtly
indicated that any presentation to the City Council would be billed extra.
In general, Staff felt the Walker and Haas proposals "nickel and dimed" key aspects of
the project while the Outlier proposal offered a more inclusive cost and offered
transparency by posting drafts of the document, making the document and the
consulting team more available to the general public.
Furthermore, Outlier Planning has controlled costs and actually completed the EAR
task approximately $1,500 under an already reduced budgeted amount. City staff felt
confident that the final costs for Outlier could be similarly controlled resulting in a net
savings on the offered cost.
RECOMMENDATION
Staff recommends Council approve the agreement with Outlier Planning Staff and
authorize the City Manager to execute the attached Agreement.
CONSULTING SERVICES AGREEMENT
This AGREEMENT made this 13th day of October 2010, by and between the City of
Sebastian, Florida (City), a Florida municipal corporation, 1225 Main Street, Sebastian, Florida
32958 and Outlier Planning, LLC (Consultant), a Florida limited liability company, 727 7 Way,
West Palm Beach, Florida, 33407.
WHEREAS, City desires to have Consultant provide consulting services for preparation
of the update of the Riverfront Area Parking Study (Project) described in the "Scope of Project"
below; and
WHEREAS, Consultant agrees to provide the consulting services described in Exhibit
"A under the terms and conditions of this Agreement;
NOW THEREFORE, the City and Consultant do hereby mutually agree as follows:
1. SCOPE OF PROJECT. Consultant agrees to provide planning services under
the terms and conditions described in Exhibit "A
2. TIME OF PERFORMANCE. This Agreement shall begin upon approval by City
Council. The work product described above shall be completed by approximately December
25, 2010, unless completion is delayed by actions of the City or by circumstances beyond the
control of either the City or Consultant.
3. REPORTS. Consultant agrees to provide to City progress reports on the Project
upon request by the City.
4. COMPENSATION. The City will pay Consultant a not to exceed amount of
$27,325.00 for all project tasks as outlined above.

5. CHANGES TO SCOPE. The City may, from time to time, require changes in
the scope of the project of Consultant to be performed hereunder. Such changes, including
any increase or decrease in the amount of Consultant's compensation and changes in the
terms of this Agreement which are mutually agreed upon by and between City and Consultant
shall be effective when incorporated in written amendment to this Agreement.
6. METHOD OF PAYMENT. Consultant shall invoice City at the completion of each
Task of the work as outlined in Exhibit A. Invoices shall be processed in a timely manner and in
accordance with City policies.
7. CONTACTS AND NOTICE. Brandon Schaad, Principal, will be designated as
Project Coordinator for this project by Consultant to manage and supervise the performance of
this Agreement on behalf of Consultant. Associated with the Project Coordinator will be staff
members whose experience and qualifications are appropriate for this Project. Any change to
the Consultant's project team is subject of the approval of the City. Rebecca Grohall,
Growth Management Director of the City of Sebastian is the City's Project Manager.

8. TERMINATION OF AGREEMENT. The City at its sole discretion may terminate
this Agreement with or without cause by giving Consultant ten (10) days' written notice of its
election to do so and by specifying the effective date of such termination. The Consultant
shall be paid for its services through the effective date of such termination.
9. NON DISCRIMINATION. Consultant shall comply with Title VI of the Civil Rights
Act of 1964, Section 504 of the Rehabilitation Act of 1973, and Title I of the Americans with
Disabilities Act of 1990 in that: No person in the United States shall on the grounds of race,
creed, color, national origin, sex, age, political affiliation, beliefs, or disability be subject to
discrimination under any program or activity which Consultant has agreed to undertake by and
through the covenants and provisions set forth in this Agreement. There shall be no
discrimination against any employee who is employed in the work covered by the Agreement,
or against applicants for such employment, on said grounds. This provision shall include, but
not be limited to the following: employment, upgrading, demotion, or transfer; recruitment or
recruitment advertising; layoff or termination; rate of pay or other forms of compensation; and
selection for training, including apprenticeship.
10. INTERESTS OF PARTIES. Consultant covenants that its officers,
employees and shareholders have no interest and shall not acquire any interest, direct or
indirect, which would conflict in any manner or degree with the performance of services
required to be performed under this Agreement.

11. INDEMNIFICATION AND INSURANCE. Consultant agrees to protect, defend,
indemnify and hold the City and its officers, employees and agents free and harmless from and
against any and all losses, penalties, damages, settlements, costs, charges, professional fees or
other expenses or liabilities of every kind and character arising out of or due to any negligent act
or omission of Consultant or its employees in connection with or arising directly or indirectly out
of this Agreement and /or the performance hereof. Without limiting its liability under this
Agreement, Consultant shall procure and maintain the following insurance during the life of this
Agreement professional liability insurance and this provision shall survive the termination of this
Agreement.
12. PROPRIETARY MATERIALS; ACCESS TO RECORDS; RIGHTS TO DATA AND
COPYRIGHT. All work performed by the Consultant in furtherance of this Agreement shall be,
upon payment, the property of the City for all purposes including copyright. Consultant shall
transfer, assign and make available to City all such work, property and materials in Consultant's
possession, or in the possession of subcontractors, if any. This Agreement includes all paper
a) Workers' compensation to meet statutory limits in the State of Florida and Employer's Liability
with a limit of $100,000 for each accident, $500,000 disease (policy limit) and $100,000 disease
(each employee).
b) Commercial General Liability with a minimum combined single limit of $500,000 per occurrence
for bodily injury and property damage. This is to include premises /operations,
products /completed operations, contractual liability and independent contractors coverage.
c) Business Auto Liability with a minimum combined single limit of $500,000 per occurrence for
bodily injury and property damage. This is to include owned, hired and non -owned autos.
d) Professional liability with a minimum limit of $500,000 per occurrence.
e) The City is to be an additional insured on the commercial general liability and business liability
policies. The City will be given 30 days notice prior to cancellation or modification of any
insurance. Such notification shall be in writing by registered mail, return receipt requested and
addressed to the Finance Director. It is the responsibility of the contractor to insure that all
subcontractors comply with all insurance requirements.

and electronic copies of deliverables, including Word format copies of reports and similar
materials; electronic copies of GIS files used to produce any project maps; and, all GIS data,
including any produced by the Consultant, used to produce any project maps.
13. REMEDIES, OTHER THAN TERMINATION OF AGREEMENT, FOR DEFAULT
AND BREACH; ATTORNEYS' FEES AND JURISDICTION. If Consultant is in default of this
agreement, the City shall provide notice and ten (10) days to cure. If after notice and the cure
period, the default has not been remedied, the City will consider the Consultant in breach. In the
event of breach of this Agreement by either party, the other party shall have such administrative,
contractual, or legal remedies as provided by this Agreement, the Code of Ordinances of the City
of Sebastian, and the laws of the State of Florida. In the event that either party seeks to enforce
this Agreement through attorneys at law, then the parties agree that each party shall bear its
own attorneys' fees and costs, and that jurisdiction for any court action filed regarding this
Agreement shall be in a court of competent jurisdiction in Indian River County, Florida.
14. GOVERNING LAW. This Agreement shall be governed by and construed in
accordance with the laws of the State of Florida.

The following sections identify the Consultant's scope of work and for the City of
Sebastian's Riverfront Area Parking Study. The proposed fee schedule and
deliverables for each phase:
A. Work Plan
Task 1: Project Start -Up ($975.00)
EXHIBIT "A"
SCOPE OF SERVICES
The first task will consist of a project initiation meeting held with the involved City
staff to introduce the Study Team, review and discuss the Study Scope and Work
Plan, deliverables, contact lists and project schedule. The consultants will receive
all relevant background documentation and data available for the conduct of the
study (e.g. previous parking supply inventories, land use, previous reports, etc).
Following this meeting, we will update the project Work Plan and schedule (that
will serve to guide the remainder of the study); set up the study web site and
notify Stakeholder Groups and the public with the Notice of Study
Commencement.
Deliverable: A finalized Work Plan and schedule will be completed that outlines
the methods to be used and time to complete the various project tasks.
Task 2: Background and Field Data Collection ($7,760.00)
2.1: Previous Studies
The consultants will assemble, review, evaluate and summarize all relevant
background documentation, best practices, mapping and other data provided by
the City of Sebastian, as well as information acquired through independent
research. This will include, but is not limited to the following:
previous parking studies;
transit routes and stop locations (existing and planned);
traffic impact studies;
City of Sebastian Comprehensive Plan and EAR; and
CRA Master Plan.
The consulting team will produce land use maps for the study area indicating
parking generators and attractors will be clearly indicated. Parking inventory
maps will be also be prepared that show the inventory of on- street parking and
off street (public and private) parking facilities. The consultants will also review
the City's Land Development Regulations to identify potential impacts related to
the provision of additional Riverfront study area parking.
Deliverables: A technical memorandum that outlines and summarizes all
relevant background information assembled for this study including the
development of land use and parking maps, review of existing parking and
related policies.
2.2: Existing Parking Supply and Demand
There are two basic data collection requirements; parking demand and parking
supply. The consultants propose to survey the parking occupancy, which is
measured by the amount of the parking supply occupied during the survey
period. Parking lots that are 85 percent or more occupied usually appear full to
motorists.
Optionally, we can also analyze parking turnover, which is measured by the
number of times in a day a parking stall is occupied by different vehicles. One
important principle of parking planning is that the utilization of parking supply is
maximized through turnover.
Data collection and analysis related to turnover requires significantly more
resources than occupancy studies, and is therefore included as an optional task
for budget consideration.
Our approach to collecting each of these components is detailed below:
Parking Supply Inventory To determine the parking supply in the Riverfront
study area, on- street and off street parking supply will be inventoried based on
site observations and City data. For on- street parking, staff will record number of
spaces on a block -by block basis. For off street parking, the parking supply
inventory will include all municipal parking facilities, as well as major private
facilities by contacting private owners or through City records. Actual user
information from these facilities will be based on field studies. Collected parking
data will be shown graphically on property data maps and /or annotated aerial
photos.
At the same time as our survey teams are inventorying on- street parking spaces,
notes will be taken on parking restrictions and prohibitions, handicap parking
spaces, abutting land use, roadway configurations and any obvious safety or
operational concerns. We will also take a photo inventory of each zone or block,
which will be put into a database for reference purposes.
Parking Demand Inventory Parking occupancy surveys will be carried out for
all on- street parking and off street municipal and private parking lots in the study
area. Utilization surveys will be conducted during two weekdays and one
weekend day from 8 a.m. to 8 p.m. to capture peak utilization. City input will be
sought to determine the most appropriate days for the surveys. Surveys
willgenerally be conducted every two hours for a minimum of twelve hours on
weekdays, with decreased frequency of counts on weekends depending on
demand. Vacant spaces will also be recorded. To increase the efficiency of this
survey, we will prepare customized survey sheets for each lot showing the layout
of spaces. A similar approach will be used for both off street and on- street
parking. Combined with the parking supply information, the parking demand data
will be used to calculate parking utilization, spare capacity and turn -over
(optional). The same approach will be used for on- street occupancy surveys.
Deliverables: A technical memorandum will be prepared with a parking profile
summarizing the results of the existing parking supply and parking
demand /occupancy inventories, and highlighting any remaining data gaps. The
memorandum will focus on a simple tabular format and incorporate map -based
summary graphics for display purposes. Map based summaries and descriptions
of this will include availability of on- street and off street parking, parking
prohibitions, disabled and permit parking locations, abutting property uses that
may influence parking operations, roadway characteristics and safety and
operational concerns.
Task 3: Stakeholder Consultation and Public Input ($2,250.00)
Stakeholder Interviews The consulting team will prepare a Stakeholder Input
outline with questions to be answered by Riverfront stakeholders regarding
parking supply and demand now and in the future. Outlier Planning and the City
will organize interviews with the following key stakeholders, and additional
stakeholders added to the list through the initial study initiation and notifi cation
tasks:
Five interviews with City Council members (at the discretion of each
Council member); and
Up to three interviews with key major employers business, retail,
entertainment, institutional.
For study budgeting purposes, we assume that a maximum of 8 stakeholder
interviews be conducted over a two -day timeframe. Additionally, there will be
ample opportunity for public input. To keep citizens informed and allow effective
participation, project schedules and draft work products will continuously be
posted to the project webpage, as well as paper copies of work products being
made available at City Hall. These documents will always be made available
such that citizens have sufficient time to study and provide feedback on them.
Citizens will be encouraged to communicate directly with the Consultant about
their questions, concerns, ideas, criticism or other feedback.
Deliverables: A summary report will be prepared documenting the findings of
each of these types of stakeholder consultation exercises and public input for
review by City staff.
Task 4: Projecting Future Parking Supply and Demand ($6,020.00)
Over the next 15 years, parking demand and supply in Sebastian's Riverfront
District will be impacted by population and employment changes, the type and
extent of new development and redevelopment within the study area, and how
transit and other initiatives may affect the demand for auto travel to and from the
study area. The consultants will obtain information on two types of projects that
will affect parking demand and supply:
approved projects that have commenced or are expected to commence
construction in 2010/2011; and
planned projects that may be constructed within the next 10 years.
An important consideration in the demand projections will be to distinguish
between demand from new development projects vs. demand from Riverfront
study area users in general. This is important since parking management
strategies may involve more integration between public parking and private
parking. Approved, planned and potential project information provided by the City
will yield a set of land use types to be analyzed in the model. Next, peak parking
generation rates will be assigned to each land use type. These rates will be
derived from various sources including the publications `Parking Generation
(Institute of Transportation Engineers ITE), `Shared Parking' (Urban Land
Institute ULI), the City of Sebastian's parking regulations and previous parking
studies completed in other communities by the Outlier Planning team.
Deliverables: A section in the final report that outlines the methodology,
assumptions and inputs used to estimate future parking supply and demand for
day to day and peak season parking demands. The results of the future supply
and demand estimate will be summarized in a tabular format.
Task 5: Formulation of Alternatives and Recommendations ($5,420.00)
5.1 Recommendations for Parking Improvements
Reviewing the results of the parking supply and demand estimates, Outlier
Planning will summarize both existing and future (2020) parking demand versus
supply. Since the future demand and supply analysis may identify the need for
additional parking supply in the Riverfront area, we will identify alternative
methods of supplying additional parking spaces. Beyond a "do nothing"
alternative, we will evaluate the other alternatives /methods for parking offered,
including the availability of land for purchase or lease, implementing restrictions
to optimize the use of existing parking spaces, changes to Land Development
Regulations and other alternatives as identified by the project team. Based on
our knowledge of the study area, we expect the provision of additional on- street
parking through reconfiguration of existing facilities to be a key recommendation.
First, our analysis will evaluate alternatives that can improve the efficiency of the
existing parking supply. Secondly, based on the outcome of our parking demand
analysis, we will identify locations where additional parking supply is required in
future years, taking into account where within the District such spaces are or will
be needed. When these facilities are expected to be needed may also be a factor
in recommendations, informing the development of shorter- and longer -term
strategies. These could include streets that could accommodate more on- street
parking and land where off street surface Tots and parking facilities could be
implemented. While some parking facilities would likely be municipal -owned
facilities, there may also be opportunities to work with private landowners to
develop joint parking solutions. For example, a landowner that may be wishing to
redevelop a site could provide additional parking over and above the required
number of spaces by regulation, for which the City could share the cost or offer
incentives such as density bonuses.
Deliverable: A section in the final report that outlines the methodology,
assumptions and inputs used to evaluate future parking supply alternatives. The
results will be summarized in a tabular format.
5.2 Cost Analysis
Cost analyses and preliminary order of magnitude estimates will be prepared for
key recommendations, including capital costs for new infrastructure, as well as a
cost and benefit analysis of feasible alternatives. In addition, we will ensure that
the operational issues that accompany the alternatives will be outlined in the
analysis.
Deliverable: A section in the final report that presents the findings
of the cost analyses and estimates, as outlined above.
Task 6: Preparation of Study Report Presentations ($4,900.00)
Technical memorandums, status reports and documentation from Tasks 2
through 5, and input received from Stakeholders, the general public and the CRA
will form the Draft Riverfront Sebastian Parking Improvement Plan for the City's

additional on- street parking opportunities in the study area. The findings and
recommendations of the revised draft report will be presented for comment at a
City Council meeting. The report will be revised to address and incorporate the
Council, staff and stakeholder comments where appropriate and will be finalized
for approval. Following approval, the Project Team will prepare and submit the
Final Parking Study Report.
Deliverables: The draft and final Riverfront Sebastian Parking Improvement
Plan.
B. Consultant's Continuous Services:
The following services will be provided throughout the project duration:
1. Project Website A project website will be created and maintained to serve
as an information resource for Sebastian residents and other interested parties.
The project website will include a calendar of important project dates, details of
the ways that residents can provide feedback throughout the process and receive
regular updates (i.e. Twitter and Facebook notifications); and, all deliverables
posted online in pdf format for interested citizens and review and provide
feedback.
2. Citizen Education Outlier Planning is dedicated to making planning
understandable to the layman. We believe that this knowledge empowers
citizens to better participate in their government. Therefore, Outlier personnel
encourage Sebastian citizens and residents to talk directly with us about planning
issues or any questions they have about this project. We are available through
many different means of communication, including personal meetings by

The Project Manager for the Sebastian Riverfront Parking Study will be firm Principal Brandon
Schaad, AICP, LEED®AP, based in Outllier Planning's West Palm Beach office. Outlier Planning
includes Accountability as one of its core principles. We have sought to increase accountability
by making the project as open and transparent as possible to members of the public. From en-
suring that deliverables are made available online and at City Hall for public review and comment
to allocating unlimited time to personal discussions with City residents about planning issues and
this project in particular, from the array of low -tech and high -tech means we make available for
Sebastian residents to provide comments, criticisms, concems and ideas to us throughout the
project, Outlier not only facilitates but insists on increased accountability through increased trans-
parency. We are open to other accountability measures as may be suggested by the City.
Just as we will be accessible to the residents of Sebastian throughout the process of formulating
parking solutions for Sebastian's Riverfront, we will provide a superior level of accessibility to the
City. As a small firm, our workload will be kept limited to ensure this. The project manager, Bran-

Mr. Tinter has over 37 years of service in providing transportation expertise to both private
and public clients. Services included the preparation of parking and traffic studies; the
completion of traffic engineering plans, such as signalization, lighting (both standard
highway lighting and high -mast lighting), channelization, pavement marking and signing
plans; development of signal system Master Plans; and preparation of plans for Variable
Message Signs. He has provided expert witness testimony to clients to present findings to
governmental agencies, including Planning and Zoning Boards, City Commissions, County
Commissions, Administrative Hearings, Courts and other regulatory bodies. Court
testimony, in addition to Eminent Domain related projects, has included, amongst other
issues, growth management/concurrency issues, accident related traffic engineering issues,
and development related traffic and parking issues.
Mr. Tinter also has experience in the production of plans and specifications for a variety of
traffic operation projects; preparation of traffic impact reports for various developments;
completion of studies conceming traffic conditions in downtown areas, including Traffic
Circulation Elements for Comprehensive Plans; and involved with data collection,
communication analysis and intersection designs for signal systems.
Mr. Tinter has been involved in a variety of eminent domain projects, including work on
behalf of FDOT on Okeechobee Blvd. in Palm Beach County and Hallandale Beach Blvd.,
Dixie Highway and State Road 7 in Broward County. Mr. Tinter has also provided similar
expertise on behalf of private property owners who were impacted by the acquisition of
property on behalf of a condemning authority. He has been qualified as a traffic

Mr. Kalra has over 8 years of diverse experience working with public planning agencies,

Representative Experience
Downtown Transportation and Parking Improvements Plan City of Stuart,
Florida- Coordinated and prepared a transportation and parking master
plan for the downtown business district for the City of Stuart CRA. The study
included conducting an existing supply and demand analysis and to propose
strategies that will address issues related to downtown's existing and future
parking requirements. The project incorporated substantial stakeholder
participation as the foundation to develop a comprehensive set of strategies
addressing the influence of factors such as traffic circulation, access to transit,
urban design, and parking management policies on downtown's parking system.
Broad River Road Corridor Master Plan, Central Midlands Council of
Governments, South Carolina- IBI Group is currently working with the Central
Midlands Council of Governments (CMCOG) and Richland County in South
Carolina to perform a land use and transportation study along a 5.6 mile long
transportation corridor- Broad River Road. The intent of this study is to examine
capacity enhancements, intersection improvements, congestion management, and
transit services. This study also focuses on identifying revitalization strategies for
the residential neighborhoods and strip commercial development located along the
corridor. One of the key elements driving this study is the integration of transit
oriented development (TOD) principles and practices that to enhance the safety,
security, and efficiency of the transportation system with land use development
strategies. Serving as the Senior Planner and Urban Designer on this project, Mr.
Kalra's specific role in this project includes: project management, team
coordination, inventory and analysis, GIS mapping, concept visualization,
community workshop facilitation, drafting master plan narrative, formulating
implementation strategies, and production of final deliverables.
Pasco County Ongoing Planning and Design Services (2009), Pasco County,
Florida- In February 2009, the Board of County Commissioners of Pasco County
directed the County staff to retain IBI Group to assist in the preparation of a
strategic master plan for the areas of Trilby, Lacoochee, and Trilacoochee Area.
The Lacoochee Trilby Strategic Planning Area is a 2.5 square -mile area located in
the northeast section of Pasco County, distinguished by scenic views of
agricultural and rural landscapes. The challenge in this project was balancing the
community's vision of protecting and preserving the rural character with the need

fundamental philosophy of creating self- sufficient neighborhoods characterized by
interconnected community planning systems of transportation corridors,
surrounded by a diversity of housing types, services, amenities and local
employment opportunities. Mr. Kalra served as the senior planner and project
coordinator for this project.
Downtown Master Plan (2009), City of Panama City, Florida- The Panama City
Community Redevelopment Agency undertook numerous projects between 2000
and 2009 to enhance the urban design quality and business climate of the
redevelopment area. Unfortunately, in recent years, broad economic trends have
restrained private investment in the area. IBI Group was retained by the Panama
City CRA to translate the community's vision into an organized series of
implementation strategies that will help the Agency make informed decisions in
achieving its goal to make downtown a vibrant and economically sustainable urban
neighborhood. Mr. Kalra served as project coordinator and lead designer for the
development of a comprehensive master plan and urban design strategy for this
project.
Downtown North Master Plan (2009), City of Panama City, Florida- IBI Group
was retained to develop a Redevelopment Master Plan for a 1,100 acre sector
situated north of the historic downtown core. The Downtown North Redevelopment
Plan was a direct result of a "blight" study conducted by IBI Group that confirmed
an overwhelming presence of declining physical, economic, and social conditions
that were a threat to the overall health of the community. The neighborhoods had
experienced stagnant growth in terms of population and new investment over the
last two decades and were plagued with serious socio- economic issues such as: a
high percentage of single- mothers, high poverty rates, over fifty percent of the
housing stock was in a deteriorated condition, and a high percentage of youth with
low educational attainment levels. During the eight -month community based
planning process, IBI Group worked with over 200 residents and stakeholders to
develop a market -based community vision. The end product included a
comprehensive documente that detailed strategies for capacity building such as
transition to Green Jobs, creation of a Business Assistance Center to assist the
youth, working with national and local chains to attract a grocery store in the
neighborhood. Mr. Kalra served as the project coordinator and lead planner on this
project.
Downtown Master Plan (2038)- City of Tavares, Florida- IBI Group was retained
by the City of Tavares to develop a revitalization plan for the 400 -acre district
encompassing the City's downtown CRA district. The master plan's goal was to
propose development patterns that support densification of the city's urban core,
as well as encouraging the creation of a vibrant mixed -use environment in
anticipation of the arrival of the commuter rail in Central Florida. The end product
included a comprehensive document that proposed detailed recommendations
related to land use and housing, urban design, circulation and multimodal
transportation options, economic development, historic preservation, and
recreation along the downtown's exceptional Lake Dora waterfront. Mr. Kalra,
serving as the senior planner and urban designer on this project, provided
assistance in all aspects of the project including: day -to -day management, team
coordination, inventory and analysis, writing reports, formulating implementation
strategies, and production of final deliverables. The project was awarded the 2009
Best Planning Study Award by the Florida Redevelopment Association.

Greater Childs Park Strategic Master Plan (2007), City of St. Petersburg,
Florida- The Greater Childs Park Area (GCPA) is a 2.5 square mile area, located
west of the downtown core of the city of St. Petersburg and one of the remaining
areas of the city to be revitalized. In 2006, the City embarked on a planning
process for the GCPA by retaining the services of IBI Group to conduct the
planning process. After a series of 181 Group facilitated asset -based meetings with
various stakeholders, including: City administration and staff, the business
community, neighborhood activists, the clergy and faith -based leaders, social
service agencies, and the neighboring municipality, a comprehensive listing of
GCPA assets was developed. Emerging from these stakeholder meetings was the
common theme of neighborhood identity, connectivity, circulation and mobility.
This theme generated appropriate strategies for land uses, transportation,
housing, recreation, etc., maximizing on the geographical and human resource
assets to achieve the Mayor's mission of a "seamless city This project received
the APA Florida Suncoast Section 2007 Award of Excellence.
U.S. 1 Corridor Master Plan (2006), City of Titusville, Florida- Mr. Kalra served
as the Senior Planner to provide master planning services for this 2007 APA
Florida award winning project. The US 1 Corridor is a major north /south
transportation route in South Titusville, an area that has experienced economic
decline in recent years but has also witnessed growing interest in waterfront
development and other commercial growth. Commercial development and
residential density have become divisive issues in the community, between those
seeking economic development and those wanting to retain the historic elements
of the adjacent neighborhoods.

Highland County Land Use Plan Amendment (LUPA) Highlands County, Florida
Coordination of the development of a traffic study incorporating approximately twenty
comprehensive plan amendments into a unified analysis of impacts on the County
transportation system. Development of cost feasible capital improvement programs,
coordinate master planning efforts, client representation at public hearing, meetings with the
Florida Department of Community Affairs (FDCA), drafting of development order, and other
tasks necessary to facilitate approval.
Eagle Lake Estates Sebring, Florida Completion of a land use amendment on
waterfront agricultural land in Highlands County to accommodate low- density residential
development. Identify necessary roadway improvements with County Engineering staff,
and negotiate traffic study methodology. Compliance negotiations with the State of Florida
Department of Community Affairs (DCA) related to the map amendment, including an area
wide traffic study incorporating 20 amendment sites, and subsequent entitlement
procedures.
Grigsby Properties Lake Placid, Florida Amendment of the Future Land Use map for
a 375 -acre site in the Town of Lake Placid from Agriculture to Residential and Commercial
designations. The Project will include multi family and single family residential uses, as well
as a commercial component and dedications for community facility uses. Identify
necessary transportation system improvements with Town and County staff, and develop a
master plan for revised vehicular and pedestrian circulation in the vicinity of the site.
Silver Companies Lake Placid, Florida Land Use Plan Amendment and rezoning
application to accommodate an active adult community in the Town of Lake Placid. Project
components included developing a cost feasible CIE for project related improvements,
integrating public recreation needs into the design of the project, and providing for
innovative roadway improvements in the vicinity of the site in lieu of bisecting the site with
proposed collector road.

Mr. Miller's responsibilities include coordinating the completion of various
transportation related studies and analyses for both public and private sector
clients. Specifically, responsibilities include the preparation of, traffic impact
studies, concurrency evaluations, feasibility studies, access management studies
and the design and preparation of signing, signalization and pavement marking
plans. Additional duties include the evaluation of site impacts pertaining to the
acquisition of property for roadway construction purposes. Evaluations include
direction and supervision of traffic impact assessments on access, parking, and

Mr. Miller is also experienced in Development of Regional Impacts (DRI) analyses,
corridor studies and signal justifications and design for both large and small scale

Cielo Blu, Downtown Fort Lauderdale Florida Assisted the developer of a large multi-
use development in assessing traffic impacts and site circulation in accordance with the City

Holy Cross Hospital, Fort Lauderdale Florida Mitigate on site parking problems within
the hospital campus. Coordinate personnel and data collection efforts to assess parking
space occupancy for a twelve hour period. Occupancy was recorded every thirty minutes
for the campus' 1850 parking spaces. Summarize data collection and identify parking
overloads, deficiencies and provide recommendations to hospital administrators. Study
identified the need for additional parking and as a result two new parking decks have been

METHODOLOGY FEES
PROJECT APPROACH AND UNDERSTANDING:
Parking is an essential component of the overall vitality of Sebastian's Riverfront. Park-
ing facilities are a major land use. Their design and location influence the type of develop-
ment that occurs and how people view buildings and use the street. Thus, Sebastian's Riv-
erfront parking policies and programs affect land use and development patterns, as well
as travel behavior. The study area consists of the City's Riverfront District, including that
part of the City's CRA located east of the FEC Railroad, west of the Indian River Lagoon.
The Outlier Planning team understands that the primary scope of this project is as follows:
Describe the existing supply and demand for on and off- street parking in the Riverfront
study area to determine if it is supportive of study area businesses and attractions;
Provide an estimation of future parking requirements in the study area based on a
comprehensive assessment of the role of parking in the Riverfront transportation
system. This includes the influence and impact that future transit service and traf-
fic circulation improvement projects may have on study area parking demands; and

Prepare and present preliminary findings from the above to
City staff and stakeholders for review and input and provide
preliminary cost analysis /estimates of implementing proposed
parking improvement recommendations, and discussion of
funding options.
Finalize a comprehensive report of study findings for approval
by the City.
More specifically, the Outlier Planning team understands that
the scope of this study must answer a number of outstanding
questions about study area parking, including but not limited to:
Is there a lack of parking supply in the Riverfront study area or
any portion of same, and if so, where and when?
What are the short and long term parking needs in the River
front study area?
To answer these and other study area parking questions, the scope
of this study must include:
An assessment of where additional public on- street parking
may be available immediately;
Review of the City's Comprehensive Plan, CRA Master Plan,
Land Development Code and related documents to determine
how parking demands have historically been addressed, and to
identify potential Plan amendments resulting from thisstudy; and
Involvement and input from key Riverfront study area stake-
holders, including business City leadership, merchants, de-
velopers, employers and residents.
METHODOLOGY'
Overa!I Approach and Project Management Philosophy
Parking affects every aspect of the way a City functions. It affects
the choices that people make on whether to drive to work or take
other modes. It affects decisions made by developers on where
to locate and how they will develop their site. Parking supply can
also have an effect on the image of a City. As a result, it is impor-
tant that planning efforts for the Riverfront study area's parking are
reflective of the overall principles and goals of the Comprehensive
Plan and the CRA Master Plan, yet also responsive to the needs
of the businesses, residents, and other stakeholders. This study
will place emphasis on balancing the needs and objectives among
different stakeholders, starting with the City and CRA. Based on
our experience from other studies and our knowledge of River
front Sebastian, likely positions of the key stakeholders will be:
The CRAwants to support businesses, maintain quality of life for
residents and ensure parking strategies are fiscally responsible;
Retailers want customers to have easy access to free
parking; they also want the Riverfront to be attractive;
Future office developers /tenants want to minimize the burden
on employees related to finding and paying for parking, or be
ensured that other travel options are feasible;
Residents want to minimize impacts on their streets from
commercial parking; and
Visitors liketohaveeasyaccesstoparkingtoenjoythe Riverfront's
amenities and for attendance at the City's events and festivals.
Our belief is that with thorough technical analysis and a strong
understanding of each stakeholder's needs and requirements, it
is possible to develop a study for Riverfront Sebastian that can
balance different needs while achieving the overall goals of en-
couraging business and development, ensuring public safety, re-
ducing environmental impacts and encouraging altemative modes
of transportation. Ultimately, the recommendations need to reflect
the unique characteristics and needs of the Riverfront area. We be-
lieve that this study will require a flexible approach on behalf of the
consultant, City and CRA, and we are comfortable working under
this type of arrangement. In fact, our approach is to provide clients
the best possible product, which often requires modifying work
plan items along the way to respond to various needs and issues.
The methodology we propose to conduct this study focuses on
parking supply management involving initiatives that increase the
efficiency of the existing parking supply, in addition to more tradi-
tional recommendations for increase in physical parking spaces and
location of same. To minimize the need for new parking facilities, as
well as the associated economic and environmental costs, the study
will evaluate a range of parking supply management strategies.
WORK PLAN:
Task 1: Project Start -Up
The first task will consist of a project initiation meeting held with
the involved City staff to introduce the Study Team, review and dis-
cuss the Study Scope and Work Plan, deliverables, contact lists

and project schedule. The consultants will receive all relevant back-
ground documentation and data available for the conduct of the
study (e.g. previous parking supply inventories, land use, previous
reports, etc).
Following this meeting, we will update the project Work Plan and
schedule (that will serve to guide the remainder of the study); set
up the study web site and notify Stakeholder Groups and the public
with the Notice of Study Commencement.
Deliverable: A finalized Work Plan and schedule will be completed
that outlines the methods to be used and time to complete the vari-
ous project tasks.
Task 2: Background and Field Data Collection
2.1: Previous Studies
The consultants will assemble, review, evaluate and summarize all
relevant background documentation, best practices, mapping and
other data provided by the City of Sebastian, as well as information
acquired through independent research. This will include, but is not
limited to the following:
previous parking studies;
transit routes and stop locations (existing and planned);
traffic impact studies;
City of Sebastian Comprehensive Plan and EAR; and
CRA Master Plan.
The consulting team will produce land use maps for the study area
indicating parking generators and attractors will be clearly indi-
cated. Parking inventory maps will be also be prepared that show
the inventory of on- street parking and off street (public and private)
parking facilities. The consultants will also review the City's Land
Development Regulations to identify potential impacts related to
the provision of additional Riverfront study area parking.
Deliverables: A technical memorandum that outlines and summa-
rizes all relevant background information assembled for this study
including the development of land use and parking maps, review of
existing parking and related policies.
2.2 Existing Parking Supply and Demand
There are two basic data collection requirements; parking demand
and parking supply. The consultants propose to survey the parking
occupancy, which is measured by the amount of the parking supply
occupied during the survey period. Parking lots that are 85 percent
or more occupied usually appear full to motorists.
Optionally, we can also analyze parking turnover, which is mea-
sured by the number of times in a day a parking stall is occupied
by different vehicles. One important principle of parking planning
is that the utilization of parking supply is maximized through turn-
over. Data collection and analysis related to turnover requires sig-
nificantly more resources than occupancy studies, and is therefore
included as an optional task for budget consideration.
Our approach to collecting each of these components is detailed
below:
Parking Supply Inventory To determine the parking supplyin
the Riverfront study area, on- street and off street parking supply
will be inventoried based on site observations and City data. For
on- street parking, staff will record number of spaces on a block -by-
block basis. For off street parking, the parking supply inventory will
include all municipal parking facilities, as well as major private fa-
cilities by contacting private owners or through City records. Actual
user information from these facilities will be based on field studies.
Collected parking data will be shown graphically on property data
maps and /or annotated aerial photos.
At the same time as our survey teams are inventorying on- street
parking spaces, notes will be taken on parking restrictions and
prohibitions, handicap parking spaces, abutting land use, roadway
configurations and any obvious safety or operational concems. We
will also take a photo inventory of each zone or block, which will be
put into a database for reference purposes.
Parking Demand Inventory Parking occupancy surveys will be
carried out for all on- street parking and off street municipal and
private parking lots in the study area. Utilization surveys will be
conducted during two weekdays and one weekend day from 8 a.m.
to 8 p.m. to capture peak utilization. City input will be sought to
determine the most appropriate days for the surveys. Surveys will
generally be conducted every two hours for a minimum of twelve
hours on weekdays, with decreased frequency of counts on week-
ends depending on demand.
Vacant spaces will also be recorded. To increase the efficiency of
this survey, we will prepare customized survey sheets for each lot

showing the layout of spaces. A similar approach will be used for
both off street and on- street parking. Combined with the parking
supply information, the parking demand data will be used to calcu-
late parking utilization, spare capacity and turn -over (optional). The
same approach will be used for on -street occupancy surveys.
Deliverables: A technical memorandum will be prepared with a
parking profile summarizing the results of the existing parking sup-
ply and parking demand /occupancy inventories, and highlighting
any remaining data gaps. The memorandum will focus on a simple
tabular format and incorporate map -based summary graphics for
display purposes. Map based summaries and descriptions of this
will include availability of on- street and off street parking, parking
prohibitions, disabled and permit parking locations, abutting prop-
erty uses that may influence parking operations, roadway charac-
teristics and safety and operational concerns.
Task 3: Stakeholder Consultation and Public Input
Stakeholder Interviews The consulting team will prepare a Stake-
holder Input outline with questions to be answered by Riverfront
stakeholders regarding parking supply and demand now and in the
future. Outlier Planning and the City will organize interviews with
the following key stakeholders, and additional stakeholders added
to the list through the initial study initiation and notification tasks:
Five interviews with City Council members (at the discretion of
each Council member); and
Up to three interviews with key major employers business,
retail, entertainment, institutional.
For study budgeting purposes, we assume that a maximum of 8
stakeholder interviews be conducted over a two -day timeframe.
Additionally, there will be ample opportunity for public input. To
keep citizens informed and allow effective participation, project
schedules and draft work products will continuously be posted to
the project webpage, as well as paper copies of work products be-
ing made available at City Hall. These documents will always be
made available such that citizens have sufficient time to study and
provide feedback on them. Citizens will be encouraged to commu-
nicate directly with the Consultant about their questions, concems,
ideas, criticism or other feedback.
Deliverables: A summary report will be prepared documenting the
findings of each of these types of stakeholder consultation exer-
cises and public input for review by City staff.
Task 4: Projecting Future Parking Supply and Demand
Over the next 15 years, parking demand and supply in Sebastian's
Riverfront District will be impacted by population and employment
changes, the type and extent of new development and redevelop-
ment within the study area, and how transit and other initiatives
may affect the demand for auto travel to and from the study area.
The consultants will obtain information on two types of projects that
will affect parking demand and supply:
approved projects that have commenced or are expected to
commence construction in 2010/2011; and
planned projects that may be constructed within the next 10
years.
An important consideration in the demand projections will be to dis-
tinguish between demand from new development projects vs. de-
mand from Riverfront study area users in general. This is important
since parking management strategies may involve more integration
between public parking and private parking.
Approved, planned and potential project information provided by
the City will yield a set of land use types to be analyzed in the
model. Next, peak parking generation rates will be assigned
to each land use type. These rates will be derived from various
sources including the publications `Parking Generation (Institute
of Transportation Engineers ITE), `Shared Parking' (Urban Land
Institute ULI), the City of Sebastian's parking regulations and
previous parking studies completed in other communities by the
Outlier Planning team.
Deliverables: A section in the final report that outlines the meth-
odology, assumptions and inputs used to estimate future parking
supply and demand for day to day and peak season parking de-
mands. The results of the future supply and demand estimate will
be summarized in a tabular format.
Task 5: Formulation of Alternatives and Recommendations
.1 Recommendations for Parking Improvements
Reviewing the results of the parking supply and demand estimates,
Outlier Planning will summarize both existing and future (2020)

parking demand versus supply. Since the future demand and sup-
ply analysis may identify the need for additional parking supply in
the Riverfront area, we will identify altemative methods of supply-
ing additional parking spaces. Beyond a "do nothing" alternative,
we will evaluate the other altematives /methods for parking offered,
including the availability of land for purchase or lease, implementing
restrictions to optimize the use of existing parking spaces, changes
to Land Development Regulations and other alternatives as identi-
fied by the project team. Based on our knowledge of the study area,
we expect the provision of additional on- street parking through re-
configuration of existing facilities to be a key recommendation.
First, our analysis will evaluate alternatives that can improve the
efficiency of the existing parking supply. Secondly, based on the
outcome of our parking demand analysis, we will identify locations
where additional parking supply is required in future years, taking
into account where within the District such spaces are or will be
needed. When these facilities are expected to be needed may
also be a factor in recommendations, informing the development
of shorter- and longer -term strategies. These could include streets
that could accommodate more on- street parking and land where
off street surface lots and parking facilities could be implemented.
While some parking facilities would likely be municipal -owned facil-
ities, there may also be opportunities to work with private landown-
ers to develop joint parking solutions. For example, a landowner
that may be wishing to redevelop a site could provide additional
parking over and above the required number of spaces by regula-
tion, for which the City could share the cost or offer incentives such
as density bonuses.
Deliverable: A section in the final report that outlines the methodol-
ogy, assumptions and inputs used to evaluate future parking supply
altematives. The results will be summarized in a tabular format.
5.2 Cost Analysis
Cost analyses and preliminary order of magnitude estimates will
be prepared for key recommendations, including capital costs for
new infrastructure, as well as a cost and benefit analysis of feasible
alternatives. In addition, we will ensure that the operational issues
that accompany the alternatives will be outlined in the analysis.
Deliverable: A section in the final report that presents the findings
of the cost analyse and estimates, as outlined above.
Task 6: Preparation of Study Report Presentations
Technical memorandums, status reports and documentation from
Tasks 2 through 5, and input received from Stakeholders, the gen-
eral public and the CRA will form the
Draft Riverfront Sebastian Parking Improvement Plan for the City's
review. The initial focus of the Plan will be on the location and con-
figuration of additional on- street parking opportunities in the study
area.
The findings and recommendations of the revised draft report will
be presented for comment at a City Council meeting. The report
will be revised to address and incorporate the Council, staff and
stakeholder comments where appropriate and will be finalized for
approval.
Following approval, the Project Team will prepare and submit the
Final Parking Study Report.
Deliverables: The draft and final Riverfront Sebastian Parking Im-
provement Plan.
Continuous Services:
The following services will be provided throughout the project dura-
tion:
1. Project Website A project website will be created and main-
tained to serve as an information resource for Sebastian residents
and other interested parties. The project website will include a cal-
endar of important project dates, details of the ways that residents
can provide feedback throughout the process and receive regular
updates (i.e. Twitter and Facebook notifications); and, all deliver-
ables posted online in pdf format for interested citizens and review
and provide feedback.
2. Citizen Education Outlier Planning is dedicated to mak-
ing planning understandable to the layman. We believe that this
knowledge empowers citizens to better participate in their govern-
ment. Therefore, Outlier personnel encourages Sebastian citizens
and residents to talk directly with us about planning issues or any
questions they have about this project. We are available through
many different means of communication, including personal meet-
ings by appointment at no extra charge.
Accountability /Collaboration:
As part of Outlier's efforts to increase Accountability and to promote
True Collaboration in this project, we propose a number of mea-

sures to allow citizens to participate in formulating parking solutions
for Sebastian's Riverfront. Specifically, we propose to make all
deliverables widely accessible to the public by posting them in pdf
format on the project website, making paper copies available at City
Hall and other methods as deemed appropriate by the City. These
documents will always be made available such that citizens have
sufficient time to study and provide feedback on them. Citizens will
be encouraged to communicate directly with the Consultant about
their questions, concerns, ideas, criticism or other feedback.
SCHEDULE:
The tasks contained herein will be completed within 120 days from
the date of contract award in compliance with the schedule pre-
sented in the City's RFP document. This schedule can be adjusted
based on the City's needs.
FEES:
The Outlier Planning team is prepared to undertake this assignment
on the basis of a maximum upset budget of $27,325 including all
professional fees. Out -of- pocket exepenses would be reimbursable
at cost. However, Outlier's existing EAR contract with the City has
an allowance for expenses that will not be exhausted ($1,767.62
remaining balance as of the last invoice, and the project is sub-
stantially complete). We will transfer the remainder to put toward
out -of- pocket expenses for this project. Outlier Planning is flexible
about how the work plan is structured, and willing to work with the
City to address its specific needs and any budget constraints. The
work on this project will be performed from our West Palm Beach,
Coral Springs, and Pompano Beach offices.
Appendix A provides a breakdown of our fees by individual task,
the hourly rates of the study team participants and the anticipated
hourly commitment of each, by task. This exhibit also shows the
allocation of working time and resources associated with each
component of the study. The anticipated breakdown of time and
its allocation to various tasks is based on our initial assessment of
the extent of effort and hence resources required to complete the
various tasks for each component. We would appreciate that upon
review by the City and /or in the context of refined priorities during
the course of the assignment it may be appropriate to reallocate
costs amongst various tasks. Any such reallocation would only oc-
cur after consultation and agreement with the City.
OPTIONAL SERVICES:
This study scope was prepared to respond to the objectives set
out in the RFP, but can be scaled to the City's expectations for the
study and available funding. For example, we would be open to car-
rying out an extensive inventory and analysis effort if the City and
CRA feel that detailed turn -over studies are required. The following
section highlights some of the optional services and tasks that the
Outlier Planning team has provided to other communities seeking a
greater level of detail in the preparation of parking studies.
Task 2A: Parking Utilization and Demand Survey
The proposal, above, utilizes a parking occupancy survey in two
hour intervals. In order to collect more accurate and detailed infor-
mation related to parking management policies, and utilization and
demand, the Outlier Planning team can prepare additional surveys.
Surveys will generally be conducted every hour for a minimum of
four hours on a weekday and two hours ovemight and on a Satur-
day. Automated traffic recorders (ATRs) will also be placed in each
municipal parking lot to collect a minimum of seven (7) day, 24 hour
traffic data, at the same time as the manual surveys.
Task 3A: Parking User Surveys
Riverfront Area Businesses Mailout Survey The consultants
will provide a stakeholder questionnaire for the City to mail out
to their business directory. The consultants will then review
and summarize the responses.
On- The Street Opinion Surveys The consultants will prepare
a short survey questionnaire about Riverfront parking supply,
availability and general level of satisfaction, and arrange a
random opinion survey of people on the street in the River-
front study area. For study budgeting purposes, it is assumed
that up to 50 random surveys will be completed. Business
owners in the study area will be asked to conduct the survey
of their customers.
Random on- the street public attitude survey regarding Riv-
erfront area parking to be conducted by the consultants and
some City staff members in association with the existing park-
ing supply /utilization inventories.

The undersigned, in accordance with Florida Statute 287.087 hereby certifies that

1. Publish a statement notifying employees that the unlawful manufacture,
distribution, dispensing, possession, or use of a controlled substance is
prohibited in the workplace and specifying the actions that will be taken
against employees for violations of such prohibition.
2. Inform employees about the dangers of drug abuse in the workplace, the
business' policy of maintaining a drug -free workplace, any available drug
counseling, rehabilitation, employee assistance programs and the penalties
that may be imposed upon employees for drug abuse violations.
3. Give each employee engaged in providing the commodities or contractual
services a copy of the statement specified in Paragraph 1.
4. In the statement specified in Paragraph 1, notify the employees that, as a
condition of working on the commodities or contractual services that the
employee will abide by the terms of the statement and will notify the
employer of any conviction of, or plea of guilty or nolo contendere to any
violation of Chapter 1893 or of any controlled substance law of the United
States or any state, for a violation occurring in the workplace no later than
five (5) days after such conviction.
5. Impose a sanction on, or require the satisfactory participation in a drug
abuse assistance or rehabilitation program if such is available in the
employee's community, by any employee who is so convicted.
6. Make a good faith effort to continue to maintain a drug -free workplace
through implementation of Paragraph 1 through 5.
