Front Doors: Propose to replace existing windows single door facing east (Indian River Drive with 2- Double French Doors and replace existing window facing south (Coolidge) with 1- Double French Door. 2. Decking Awnings: the existing deck will be extended approximately 10 feet along Indian River Dr, to include terracing at different elevations. All of the decks will be stained. Paver walkway to the decks are included.The approximate square footage of decking is 750 square feet. This project component also includes the addition of awnings on both levels (ground floor and on the 2 floor balcony). This facade improvement should be designed and permitted prior to proceeding. Being that the Inn is so close to the central hub of the riverfront boating and park atmosphere, it is important to blend into the fishing village atmosphere. The decking will add welcoming visual aesthetics for bait shop and Inn guests for viewing the riverfront and add visual attraction. This will open up lower street -level view to transition the Commercial Bed and Breakfast to Commercial Coffee/Deli Walk Up/Take Out. Sincerely, Joe Graham Proprietor Angler Inn 2010 Facade Grant Supporting Documentation Project Description: Background: Angler Inn is located at the corner of Indian River Drive and Coolidge Street. This once grove home was originally constructed in cl 3, _Stephenson who was the Mayor of Sebastian and wife, Hazel, was the Post mistress. The property was converted in the late 1990's to commercial Bed Breakfast and continues in that capacity at the present time. The property has historical significance to the City and is highlighted in a number of historical literature about the City. Mr. Mrs. Stephenson were prominent figures and donated a portion of their Riverfront property to the City where shoreline stabilization and parking was developed along the riverfront. Additionally, the Stevenson's owned the Cav -Corp property where the City now operates boat parking adjacent to the Boat Ramp and Riverview Park. Since the property's redevelopment in the '90's, the property has stayed relatively the same and is in need of improvements to improve the economic viability of the property and the adjacent properties. The current owner, Mr. Joe Graham, has developed a master plan for refurbishing the property. With minor refurbishments along the south- east corner of his property facing Indian River Drive and Coolidge Street, he hopes to achieve significant uplift and visibility and economic viability of the corner. Project Plan: The Bed Breakfast will undergo minor modifications to convert the ground floor sleeping room (known as the Wicker Room) into a walk -up Coffee/Deli counter, while maintaining the upstairs rooms (Peach Room and Green Room) as sleeping rooms of the inn. The existing sleeping room will be modified to include counters, deli case and common area seating for the Inn guests. To upgrade the visibility of this corner of the building through a number of minor, yet effective improvements. 1. Replace existing windows with double -french doors. A total of 3 windows (two facing east and one facing south) will be replaced with French doors. The double doors will effectively open up the facade of the building, creating a more open and inviting atmosphere. Yet at the same time, the doors will be trimmed so as to keep with the architectural period and facade of the remainder of the building. The additional square footage of glass will provide improved and enhance display windows demonstrating a sense of place where passersby can vision friends, neighbors and gathering for coffee visually supporting economic viability for the property and adjacent properties. 2. Modify the existing deck in the southeast corner of the building to include a lower terrace. This will provide more interesting facade view from Indian River Drive providing two -tier deck. The deck will be furnished with tables, umbrellas, for Inn guests to gather or the frequent walkers or day trippers visiting the riverfront. The visual aesthetics of the deck with patio paver walkway will be an inviting improvement from the current configuration. 3. The deck is proposed to be covered with vinyl awnings of a color to match the building and colors permitted in the Overlay District. The awnings will enhance visual appear, protect guests from early morning sun or inclement weather. Again, the awnings will provide protection, visual appeal and a view from the roadway and pedestrian way a sense of place to the passerby and invite commerce at the same time of demonstrating economic growth and viability. How Project Meets Facade Grant Goals 1) Streetscape Aesthetics; As described above and as demonstrated in supporting design and plans, the project will greatly improve the aesthetic view from one of the most busy corners in Sebastian. Providing greater square footage of glass, open displays, multi -tier decking with awnings, provide vast improvement and openness of the aesthetics of this corner. 2) Conformity to Regulation and Overlay District Goals: All improvements will be submitted for building permit and undergo review for conformance. The aesthetics; i.e., colors of the door trim, paint colors, awning colors will follow the overlay district goals and not change the character of this historic building in the City of Sebastian, and will only enhance its presence keeping with the fishing village theme. 3) Removal of Slum and Blight: As stated above, there have been no significant facade improvements or changes since the late 1990's. These improvements will uplift the corner and stay in keeping with the upgrades that are currently underway across the street at the former `Tiki' bar. It is planned that improvements be completed at the same time or soon thereafter as the new Mulligan's opens for business giving a new look for the whole corner, uplifting that part of town entirely. 4) Historic Preservation; The Angler Inn, as previously mentioned is the Stevenson Place providing notable historic significance to the town. The proposed improvements are intended to stay in keeping with the `grove' house aesthetics, while at the same time opening up the side for greater display and visibility from the street. Mr. Graham does not believe these improvements will alter the historic nature of this property. 5) Previous Grant Assistance; Mr. Graham has not been recipient of this grant in the past.
