MINUTES
TUESDAY, NOVEMBER 2nd, 2010 6:00 P.M.
City Council Chamber, 1225 Main Street, Sebastian
1. Chairperson Graves called the meeting to order at 6:01 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL:
Staff Present: Margie Reynolds, Board Liaison and Donna Cyr, Recording Secretary
4. APPROVAL OF MINUTES: August 17, 2010 meeting
MOTION by Ms. Graves and SECOND by Ms. Schnee to approve the August 17th, 2010
minutes as written with one typographical error fixed on page 2, passed with unanimous
voice vote.
APPROVAL OF MINUTES: October 5, 2010 meeting
MOTION by Ms. Salmon and SECOND by Ms. Graves to approve the October 5th, 2010
minutes as written with one typographical error fixed on page 2, passed with unanimous
voice vote.
5. ANNOUNCEMENTS:
The Board welcomed new member Tara Howe. Ms. Salmon informed the members that
there was going to be an electronic recycling event at City Hall on Sat., Nov. 13th. Ms.
Howe mentioned the recycling group spoke at the Green Angels meeting. Ms. Howe
informed the Board that the Green Angels environmental group would be meeting on
Monday, Nov. 8th at 6:30p at the Riverview Park pavilion. Their meetings are the 2nd
Monday of every month. This group is trying to bring recycling awareness to the citizens
and schools to recycle lunch trays.

7 OLD BUSINESS:
A. Update on Letterboxinq Ms. Graves didn't have any update at this time. She is
working on a new stamp and hasn't had a chance to get to the park.
B. Recap of talk with Power Squadron The talk was postponed to Monday, November
22nd. Mr. Alvarez will assist her. Ms. Salmon will also attend.
C. Recycling Businesses on US 1 update Barbara Salmon. Ms. Salmon met with
the City Manager. Mr. George Geletkco from Waste Management will attend the Natural
Resources Board's December meeting to discuss the County's efforts in recycling.
Council Member Hill also is interested in recycling and will try to attend the December
meeting. The State will be mandating recycling in 2015 so Sebastian will be ahead of the
game. Ms. Salmon was asked by the City Manager to make a survey form for the
CRA district to see if they are open to the idea of recycling. The Chamber is going to
have a meeting on Nov. 11th and Ms. Salmon would like to pass out the survey at this
meeting to hit the business owners. The board gave their approval for Ms. Salmon to
conduct the survey. Ms. Howe offered her assistance with this project.
D. Earth Day 2011 The event will be Saturday, April 23rd 9am 3pm. There was
discussion regarding Easter being Sunday, April 24th and the annual Easter Egg Hunt is
held in the park the Saturday before Easter. This possible conflict will be discussed with
the Parks Superintendent. The board determined that the focus of the 2011 Earth Day
event would be more on activities and environmental awareness instead of door prizes.
Ms. Graves will get a "save the date" flyer out for Earth Day. She will email it to the list
of vendors from last year.
MOTION by Ms. Salmon and SECOND by Ms. Howe to approve going forward with
having Earth Day 2011, passed with unanimous voice vote.
Ms. Salmon would like to have the recycling art contest again at the next event. Ms.
Graves wants to contact the schools for participation. Ms. Reynolds will contact the
band from last year. Ms. Howe said she has some band contacts as well. There is a list
of free family friendly bands at the Chamber.
E. Butterfly Garden Garden Cleanup Ms. Salmon let Mayor Gillmor know that the
board would take care of the garden. The date for the cleanup will be Saturday, Nov.
13th, starting at 9am. The members were asked to bring gloves tools for the cleanup.
A new sign will be placed for recognition of the Natural Resources Board.
8. NEW BUSINESS:
No new business.
9. MEMBER MATTERS:
Ms. Schnee noted that when an article is written about the Board or events, it would be a
good time to mention interested people could volunteer by contacting someone from the
Board. In future articles we will make sure this information is in the article and
Chairperson Graves said they could use her telephone number.

Ms. Schnee stated that her yard is a certified Wildlife Habitat through the National
Wildlife Foundation and maybe the board could do a contest something like that. A
Florida Natural Yard contest was introduced at last years Earth Day. The Board could
do a certificate for the winner. Ms. Schnee volunteered to set something up for this
project. The board could tie in the Champion Tree program to this project. There
are now three trees that need to be measured. Ms. Graves is available on weekends or
evenings. Ms. Reynolds will email the nomination form for Champion Trees.
10. STAFF MATTERS:
Ms. Reynolds responded to Mr. Spokas's question on the grant for the property on
Indian River Drive Main Street. She let the board know that without her knowledge
staff already cleaned the area so the grant project won't be happening.
11. Being no further business, Ms. Graves adjourned the meeting at 6:55 p.m.
