MINUTES
TUESDAY, DECEMBER 7th, 2010 6:00 P.M.
City Council Chamber, 1225 Main Street, Sebastian
1. Chairperson Graves called the meeting to order at 6:03 p.m.
Staff Present: Margie Reynolds, Board Liaison and Jeanette Williams, Recording

4. APPROVAL OF MINUTES: November 2, 2010 meeting
MOTION by Ms. Salmon and SECOND by Mr. Alvarez to approve the November 2, 2010
minutes as written, passed with unanimous voice vote.
Ms. Howe mentioned that the Green Angels environmental group would be meeting
Wednesday, December 8th at 6:OOp at the Riverview Park pavilion and KIRB would be
appearing.
A. Update on Letterboxinq Ms. Graves let the board know she used Ms. Salmon's
stamps from last year and created one of her own (a beetle). Ms. Graves updated the
website with new clues and sent the changes to Ms. Brookes -Reese to update the City's
portion of the Letterboxing website. Ms. Graves had to move the location of one of the
boxes. Everything should be up and running now.
Ms. Reynolds let the board know that SJRWMD is excited about geo caching and
letterboxing and they put a link on their website. Not sure if Sebastian's Stormwater
Park letterboxing is on the site but the board can keep an eye out for it.
B. Recap of talk with Power Squadron Ms. Graves did a power point presentation and
she felt it went well. She got a lot of good questions and feed back. Someone from the
Parks Recreation Committee is on the Power Squadron. The Parks Rec Committee

are also interested in Letterboxing and invited Ms. Graves to speak to the Committee in
January.
C. Recycling Businesses on US 1 update Barbara Salmon. Ms. Salmon let the
board know that Mr. Geletko from Waste Management was rescheduling his talk for
January. Ms. Salmon is still working to move forward with this project. Ms. Howe
suggested speaking to Himanahu Mehta with IRC Solid Waste. She said he has spoken
at the Green Angles meetings. Ms. Salmon filled in Ms. Howe on trying to bring
affordable recycling options to the business district. Ms. Howe mentioned that the EPA
has grants available to schools to get them to recycle, and suggested that maybe there
are other grants for small businesses. Ms. Salmon said she would let the board know as
she got new information.
D. Earth Day 2011 There was discussion on if the date of Earth Day should be
changed from April 23 to the 16th. If the board keeps the date of the 23rd then there
would be no stage use for the band or announcements. If the date of April 16th is used
there would be competition with the Hibiscus Festival in Vero. After much discussion
regarding not having secured a band and not getting a lot of press from the local news
papers during the Hibiscus Fest., the event will stay on Saturday, April 23rd 9am 3pm.
MOTION by Mr. Spokas and SECOND by Ms. Salmon to keep the date we have for
Earth Day and not bring in a band, passed by consensus.
Ms. Howe suggested contacting the high school for music.
E. Butterfly Garden Garden Cleanup The cleanup went well and it was well received.
The new sign is not up yet. City staff will now maintain the garden. Ms. Reynolds
answered Ms. Salmon's questions that about 27 bags of debris were removed.
8. NEW BUSINESS:
Ms. Howe mentioned that she has been to all parks in the area and not all have
recycling bins. Ms. Reynolds let her know that recycling containers are brought out by
the County for specific events.
9. MEMBER MATTERS:
No member matters.
10. STAFF MATTERS:
Ms. Reynolds let the board know that the Marine Resources Council has extra money
and they want to assist with the Stone Crop cleanup and finance the plantings that go in
there. The Natural Resources Board could volunteer the board's services and do the
planting. This project would happen during the spring or summer.
11. Being no further business, Ms. Graves adjourned the meeting at 6:33 p.m.
