Recreation Committee Meeting Minutes
Called to order by the Chairman: Roll Call: The following members were present
Mr. Danise, Mr. Sims, Mr. Van Arsdall. Mr. Adams, Mrs. White, Mr. Pelletier was
absent and Mr. Seaman, Resigned
Staff members present were Linda Kinchen, Secretary and Chris McCarthy, Parks
Superintendent
Approval of minutes: 4/26/10 Motion to approve by Mr. Sims second Mr. Adams,
Passed unanimously.
Old Business: Website Info update Mrs. White says nice to see it up there with all the
parks listed She forwarded an email to Linda which she received. Mr. Sims says his
address is incorrect missing an S on his name and the number 5 is also missing Secretary
to have it corrected.
Dog Park Frank Damatio Thanks for being so cooperative with their requests. Could
they have some no parking signs in front of the double gates and also where the pipes are
so cars don't park over the top of the irrigation pipes.
Linda Scott Chris will call with the names and number for the Lions club for their float
entry
Riverview Mrs. White asks if the concerts are done and Chris says the last one is June
18 2010.
Sunny asks Chris if we are getting a fountain in the park for the dogs Chris says yes
Says the picnic table closest to the pump house is real dirty and Chris says they will all be
cleaned for the 4th of July. Still getting lots of compliments about the park
Mr. Adams asks about the checker boards which are suppose to be installed. Chris says
they are working on it.
New Business: Mrs. White says she is in favor of meetings every other month. Mr.
Danise says every other month or quarterly would be okay with him
Mr. Van Arsdall says either way would be okay
Mr. Adams not in favor of every other month wants to keep the meetings monthly.
Mr. Sims also likes to come every month not in favor of changing
Mrs. White says would like to try every other month and can go back if agenda items
need to be addressed.

A motion that we meet every other month and the chairman or two members can call a
meeting as necessary by Mr. Danise, second by Mr. Van Arsdall
Under discussion Sunny not in favor when you get on a committee should try to improve
it not skip out and dismantle it.
Linda Scott said she would like to see the committee stay with every month.
Mr. Sims says agrees with Sunny should be every month
Mr. Danise says wants to feel like he is doing a good job but the agendas don't allow that
right now.

Motion failed meetings will remain every month
Public Input: Dog Park Liaison want mention of the Dog Park on Bulletin Board as well
as all the other parks so travelers need to know that we have a dog park promotion on
web site and hotels that are pet friendly.
Chairman's Matters: Mrs. White asks who should be called for nuisance gators
Chris answers Fish and Wildlife has a nuisance gator line
Wants to know what is happening with the Schumann Park Bathrooms
Chris says waiting on all the permits required.
Members Matters: Mr. Sims says it is a good idea to go out to the Parks and see what
people want can't see billboards at night and feels they are in the wrong place.
Mr. Van Arsdall George Street Kids hanging out Chris says has had phone calls
resident asked where the walking trail went and also would like a sign no dogs in the
playground area. And would like to see some grills put near the splash pad.
Chris says the trail will be reinstalled and he has no problem putting grills near the splash
pad.
Mr. Danise asks about the budget meeting and could the committee have copies of the
capital budget.

Staff comments: Chris says Saturday there is a Christian concert in the park from 4 -8 PM
Not city sponsored.
The Memorial Day ceremonies are at 11AM at the veterans memorial and June 18 is the
last concert in the park
4 of July festivities will be on Saturday the 3rd
Still waiting for a date for the movie on the green that Palm Bay owes us.
Next meeting is June 28 2010 at 5:30 PM

Three Types of Events #63)
I agree with the proposal to update this information and include newly constructed parks and clearly
identify the types of usage that may occur in each park.
a. Public Use Facility— I agree with the material stated in this section.
b. Park Events I agree with the material stated in the first three sentences of this section. My
opinion is that Council should be involved in all Park Event Request, instead of optional
involvement. Staff is doing an excellent job and must be commended for their work and
should continue to process Park Event Requests.
c. Special Events My opinion to this section is that Special Events be defined as events that
are Co- Sponsored by the City of Sebastian. This definition may eliminate indiscretions!
Facility and Park Usage Fees #64)
I agree with all proposed changes in fees for the residents within the City of Sebastian.
a. The Non Resident Fee for usage of the Yacht Club should be slightly higher than the
proposed $5 separation in price charged. The Non Resident fee increased by $12.50 for
usage of the Sebastian Community Center, but it had a $20 difference in price. Hopefully
that statement is not confusing!
b. The proposed Park Usage Fees are great but do not include a Non Resident Fee for Special
Events. This fee should be significantly higher for out of county renters and non resident
users (an emphasis should be placed on City Co- Sponsored events)!

Concerning Park Usage and Fees
My suggestions for the remainder of the proposal, is that an adoption be made for renters who want to
rent Riverview Park with less than 300 participants. A designated rental area (the main pavilion only)
should be provided for usage of that manor. This would allow city residences a chance to have use of the
surrounding park area for possible smaller pavilion rentals. To allow a renter to rent the entire park with
less than 300 participants is a disadvantage to the tax payers within the City of Sebastian.

Thanks for returning my phone call last Wednesday, June 23, 2010. I would like to apologize to the City Council of
Sebastian and the Recreation Advisory Committee for not being present for the June 28, 2010 Regular Meeting. I
had to travel to Pensacola for a personal family issue. Therefore, an attachment is included that list several of my
comments for this important meeting. This attachment give details of my opinion concerning Park Usage and
Fees. I truely apologize for not being present for this meeting.
