IN COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT (ADA), ANYONE WHO NEEDS A SPECIAL ACCOMMODATION FOR THIS MEETING SHOULD CONTACT THE CITY'S ADA COORDINATOR AT 589 -5330 AT LEAST 48 HOURS IN ADVANCE OF THIS MEETING. The Sebastian Parks and Recreation Committee was called to order by the Vice Chairman Sims. Roll Call was taken and the following members were present: Mr. Tenerowicz, Mr. Simpson, Mr. VanArsdall, Mrs. Webster and Mr. Adams were not present for the roll call but arrived soon after. Mrs. White was absent excused. Staff members present were Linda Kinchen, Secretary; Chris McCarthy, Parks Superintendent, Al Minner, City Manager Mr. Simpson asked if Blueways and Greenways could be added to the agenda all members concurred. APPROVAL OF MINUTES Mr. Tenerowicz made a motion to approve the minutes from the January 24, 2011 meeting. Second by Mr. Simpson and passed unanimously. OLD BUSINESS EASY STREET LIGHTING UPDATE: RECREATION COMMITTEE MEETING MINUTES FEBRUARY 28, 2011 Mr. Minner gave an update on the lights for Easy Street stating that the tall lights would be $125,000, concrete sidewalk $40,000 and 18" lights $20,500. for $60,500. The light in the sidewalk has the same estimate. The committee says not interested in tall lights. Shorter lights would be okay but will cause more work for Parks Department. Recessed in the sidewalk is best option. Chris got negative feedback. Water damage or moisture is possible. Chris says they are the same as swimming pool lights. Mr. Sims asks about low level lighting told the costs may vary but it will be close. Chris says if they wanted to pick out one of each he could get exact prices. John Tenerowicz asks if these are solar or electric Chris says electric worried solar might not be enough. Al says council can get two options. Choices OB361 and 1WBBL3 or CF73. Mr. Simpson says we should ask the salesman for the best sidewalk light Mr. Sims says do you want us to pick out two. Mr. Minner asks what do they light better in the sidewalk was the choice. Jim Sunnycalb asks if the Easy Street sign can be lit up and Mrs. Webster says still wants the fountain to be lit. Mr. Sims says is there a deadline No. Mr. Minner says will give costs to Mr. Simpson for his report to council. It can be advertised in April or May. Mr. Simpson will give report March 9 or 23` Will email members with exact date. Skate Park Mr. Minner asks if we can skip to do the football field update first no objection Chris says have a plan we willget elevations for engineer and then go to St. J Parks and Recreation Minutes February 28 2011 Page Two John's should be out to bid April and May will be added to the south side. Chris says will need a net on the East Side. Mr. Minner says should have St. John's by the end of April Council in May 2 Wednesday 30 -60 days construction should be open by August 1st Mr. Minner says maybe we can bid while waiting for the St Johns permit to save some time. SKATE PARK SURVEY Mr. Simpson gives a short summary of the survey forms He feels $3.00 is not bad very few use a card. Mr. Minner recommends leave it at $3.00 and revisit in the summer Will revisit in July. NEW BUSINESS: BLUEWAYS AND GREENWAYS: Mr. Simpson gives the committee a handout about Greenways and Blueways Mr. Minner says he will set up a meeting with Phil Matson of the County. Mr. Tenerowicz made a motion that Mr. Simpson and Mr. Minner take the information to Mr. Matson second by Mrs Webster, passed unanimously. Mr. Minner says will bring back in one month at next meeting. PUBLIC INPUT: Randy Hines says would like to see the Raquetball courts be put back in even if they are at the City Hall park. Mr. Minner says we will put on next agenda for more discussion. Mr. Hines also asks if fees for the clay courts can be changed to allow more time if no one is waiting. Mr. Minner says he will check into it. Dog Park Committee says they would like the small dog area to expand into the park. Mr. Minner says not expensive City will expand. Also they would like more dirt, a message kiosk and would be willing to donate to City. Mr. Minner says they would have to become a non profit organization which is hard it would be better if they just delivered the sod and our people will help them install it. Mr. Sunnycalb says there were roots sticking up by the playground that need tobe covered for safety. Parks and Recreation Minutes February 28, 2011 Page Three CHAIRMAN'S MATTERS: Riverview park playground no smoking signs are gone. Filbert Street park has a big turtle hole. MEMBERS MATTERS: Hardee park Need some don't feed the squirrels signs Can we make a T -Ball field at the Creative Playground per Mrs. Webster No that is a soccer field. Mr. Adams wanted to know if Roseland Road was city or County. Mr. Tenerowicz says canopys have been installed at the Splash Pad. Mr. Van Arsdall nothing Mr. Sims Playground at Hardee Park looks good Mr. Simpson says can we install some trees at the playground and the walking path at Filbert is almost gone needs fixing. STAFF COMMENTS: Mr. Minner goes over council issues The next meeting will be March 28 2011 at 6PM The agenda for the next meeting will have the Easy Street, Greenways and Blueways and Raquetball court. With no other business to come before the Parks and Recreation Committee, Mr. Sims declared the meeting adjourned at 7:45 PM. Approved March 28, 2011 Regular Meeting.
