City Council Chamber, 1225 Main Street, Sebastian
1. Chairperson Graves called the meeting to order at 6:02 p.m.
2. The Pledge of Allegiance was recited.

4. APPROVAL OF MINUTES: February 15, 2011 meeting
MOTION by Ms. Howe and SECOND by Ms. Graves to approve the February 15, 2011
minutes as written, passed with unanimous voice vote.
Ms. Howe announced that the next meeting of the Green Angles will be the 14th of
March back at Riverview Park at 6:OOpm.
A. Earth Day 2011, Saturday, April 23rd 9am 3pm Ms. Graves passed out a revised
vendor list. She is still waiting on applications from groups that have confirmed. Mr.
Alvarez will assist in calling these groups to confirm and request applications. Ms.
Schnee will go and see Mr. Steve Philipson at About Kayaks and get his application.
Ms. Howe is going to contact Indian River Seafood about having a food booth. Boys
Girls Club has needs to be contacted again. Waste Management needs to be added to
the list. They requested a booth at the January meeting. No tables or fire extinguishers
will be provided to vendors. All food vendors must have a fire extinguisher. Sebastian
Police Officer Hepfer will be bringing the Police boat out to the event. Rosemary
Bostinto will have a booth for the bird feeders but needs the peanut butter bird seed
donated. Ms. Schnee sent a press release to the Press Journal and said that she hasn't
seen anything yet. It was mentioned that if we can't advertise the contests there's no
real reason the have them. Ms. Reynolds suggested changing the article to more of a
list of events and keep it very simple that way the PJ might be more incline to put it in the
paper. The flyer for the event is on the website and on Channel 25. It was suggested to
remind vendors of the deadline for entry forms. Ms. Howe was going to email local
teachers to get the word out at schools.

B. Champion Tree Program It was decided that the first tree measuring field trip
would be on Wed., March 16th at 2:OOpm and the next would be Sat., March 19th at
2:OOpm. Ms. Reynolds will get the board secretary the addresses so a Public Notice can
be posted in the lobby of City Hall. Members will meet at City Hall then go on to the
locations.

9. MEMBER MATTERS:
Ms. Howe asked about recycling bins at City parks. She also asked about applying for
grants for this. Ms. Reynolds let her know that you must be a 501 -3c not for profit
company. The City doesn't have the manpower to maintain recycle bins in all the parks.
This would be something that organizations could do as a fundraiser. Ms. Reynolds
recommended talking to the Boy Scouts, that they have a good program in place.
10. STAFF MATTERS:
Ms. Reynolds mentioned to the board needs to thinks about scheduling the four required
island cleanups to IR1. Connor McKenna is the Eagle Scout that the board will be
assisting with picnic tables and B -B -Que for island IR9.
11. Being no further business, Ms. Graves adjourned the meeting at 6:52 p.m.

RESOLUTION NO. R -08 -26
A RESOLUTION OF THE CITY OF SEBASTIAN, INDIAN RIVER COUNTY,
FLORIDA, CREATING A CHAMPION TREE AWARD PROGRAM; PROVIDING
FOR CONFLICT; PROVIDING FOR EFFECTIVE DATE.
WHEREAS, trees are an important part of our community as evidenced by our local policies and
comprehensive plan
WHEREAS, to the end, the City Council created a Natural Resources Board to protect and
promote the City of Sebastian's horticultural values; and
WHEREAS, the City Council, based on the recommendation of the Natural Resources Board,
wishes to promote preservation and recognition of Sebastian's outstanding trees by awarding a citywide
Champion Tree designation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY OF SEBASTIAN, as follows:
Section 1. The City Council hereby authorizes the City Manager and the Natural Resources Board
to create a City of Sebastian Champion Tree Program, whereby owners of specific qualifying trees shall be
recognized by a Proclamation of the Mayor.
Section 2. GUIDELINES. The Natural Resources Board and City Manager shall adopt the
guidelines of the state Champion Tree program to guide the Board in the nomination of Champion Trees.
Section 3. AWARD. The City Council shall review Champion Tree nominations from the Natural
Resources Board and shall, on a majority vote of Council, recognize Champion Trees for award of a
Proclamation.
A motion to adopt the foregoing Resolution was made by Council Member Hill
The motion was seconded by Council member Coy and, upon being put into a vote, the vote
was as follows:

Section 4. EFFECTIVE DATE. This resolution shall take effect immediately upon its adoption.

Nomination of a Tree to the Florida Champion Tree Record
General Information: The Florida Champion Tree program is patterned after the American Forests National Register of Big
Trees (National Champion Trees) program. Certain species growing in this state may not be eligible for national champion
status, but can be recognized as Florida Champions. All reigning National Champion Trees in Florida also hold the title of
Florida Champion Tree until displaced by larger trees. Additional details about the national program can be obtained from the

Eligibility: Nomination of a Florida Champion Tree is open to all species of trees that grow in Florida, whether native or
naturalized. Palm trees are included. Species listed as invasive exotics by the Florida Exotic Pest Plant Council are not eligible
for nomination.
Trees nominated for champion status must meet the following criteria:
1. Have an erect, woody main trunk that measures more than 9.5 inches in circumference at 4 Y2 feet above the average ground
level (see Measurements section below for exceptions.).
2. Be more than 13 feet high, as measured vertically for a point level with the base of the trunk to the highest twig.
3. Have a definite crown of branches or fronds.
Procedure: Anyone may nominate a tree for champion status, with permission from the property owner. Species identification
and measurements must be verified by Florida Division of Forestry personnel. To submit new trees for consideration to the
Florida Champion Tree Record, complete all information on the Florida Champion Tree nomination form. Once the property
owner and a DOF representative have signed the form, it can be submitted to the Urban Forestry Coordinator of the Division of
Forestry, along with a digital photograph.
Measurements: Measurements are to be recorded to the nearest whole unit, rounding upwards from 0.5. The following
measurements are required:
1. Circumference of the trunk in inches, 4 '/2 feet above the average ground level. This also applies to trees with exceptional
swelling at the base, such as baldcypress. If the tree forks below 4.5 feet, the circumference should be taken at the narrowest
point below 4 '/2 feet where knots, burls, or limbs do not interfere.
2. Height in feet.
3. Crown Spread diameter in feet. Measure the diameter at the maximum length, and at a 90 degree angle to the maximum. The
average of these two measurements determines the Average Crown Spread.
Consult the American Forests website above for additional guidance on how to take measurements in exceptional situations.
Calculating Points: The tree with the largest point total will be recorded as the Florida or National Champion of its species.
Required measurements are scored as follows:
1. Circumference 1 point per inch.
2. Height 1 point per foot.
3. Average Crown Spread 1 point per 4 feet.
Each measure is recorded to the nearest whole point, rounding up from 0.5 before calculating the total.
When the total points of two trees are within two percent of one another, each tree will be declared a co- champion.
Photograph: A digital photograph should be submitted with each nomination. Because these photographs may be used for
publication, please try to achieve the following:
1. Good scenic contrast. The tree and any persons need to be very clearly depicted for printing processes.
2. Capture as much of the tree as possible, emphasizing notable or unusual features. Also, show some sense of
scale and proportion.
3. List the names of any persons included in each photograph from left to right.
4. Avoid scenic distractions such as power /telephone wires, trash on ground, vehicles, etc.
Recording GPS Coordinates: This is done to record each tree's location in the most precise manner so that it can be found at a
future date. Specific locations of privately owned trees will remain confidential, unless the property owner allows (in writing)
the information to be made public. Record coordinates in decimal degrees format (to six decimal digits). Before recording
data, make sure that the GPS receiver is set to NAD83 projection, and the DNR Garmin is set to our Custom Florida Albers
projection. Also, please download GPS coordinates from the receiver into an ArcView shape file, and place all shape files in the
appropriate folder on the S drive. These files will be used to make maps of publicly owned trees in the future.
