By JoAnn White, Chairman Chairman, Parks and Recreation Committee CU OF HOME OF PELICAN ISLAND 1225 MAIN STREET SEBASTIAN, FLORIDA 32958 TELEPHONE: (77 589 -5330 FAX (772) 589 -5570 TO: Members of the Parks a J•,' ecreation Committee FROM: Al Minner, City Manag RE: MONDAY, MAY 23, ETING TOPICS DATE: Thursday, May 19, 2011 Monday's meeting is not long; however, it does concern a few important topics that will help the Committee in planning for this year's Capital Improvement Project (CIP) budget process. The First item on the agenda will concern continued review of Recreation Impact Fee revenue. Attached to this report is a copy of zone balances previously discussed. Those conversations led to the question that vacant lots in the Sebastian Highlands should be researched in order to determine approximate funding levels available in out years. At the time of writing this memo, that topic had not been complete. However, by Monday, staff will be ready to provide more data on this item. The next item on the agenda is a discussion of ball field usage. The Office of the City Manager has received a few requests about using City field facilities. Because the CIP budget process is starting, this is a good time to continue dialogue that started on this item at the last meeting. The last and most important item on the agenda is the CIP discussion. At this point, a "brainstorming" discussion will be encouraged to help flush out other projects and goals of the Committee. At this time, it is appropriate to stay away from being concerned about finances. The purpose of Monday's discussion will be to discuss and prioritize projects. Upon these discussions, staff will return with a CIP draft budget and estimates for your review and consideration at the Monday, June 27, 2011 Meeting. This will provide the June and July for Committee Budget adjustment. Provided the Committee has concluded with the CIP budget by July, the budget will then go before the Planning and Zoning Commission at their meeting on August 4 The City Council is scheduled to review the CIP on August 10 with adoption on September 19 If you have any questions about these or other matters, please feel free to contact me at your earliest convenience. total allocated ZONE A Total Collected 492,375 INTEREST 43,589 Riverview Park C4205 (32,250.00) Blossom Park C5204 (30,000.00) BSSC Football/Basketball Lighting C5202 (50,086.50) Community Center C5203 (1,741.64) Friendship Park C6205 (16,040.04) BBSC Baseball Lighting /Special Needs C6206 0.00 Dog Park (All Zones) C0724 (14,884.76) Hardee Park C0721 (50,000.00) Riverview Park C4205 0.00 Riverview Park C0821 (2,500.00) IRD /Main Street (70,623.04) Brick Wall Riverview Park (2,299.00) Schumann Park Improvements C0921 (51,115.00) Stormwater Park C0923 (3,714.01) Airport Park C1052 (7,020.55) Splash Pad C1021 (10,401.19) Skate Park C1022 (25,000.00) Riverview Park Pavillion C1122 (12,500.00) Bark Park C1123 (18,750.00) River Park Irrigation C1125 (6,250.00) Riverview Park Lift Station C1124 (25,000.00) Riverview Park Street Parking C1126 (48,000.00) Powerline Road Bikepath C0735 (15,250.00) UNENCUMBERED BALANCE 42,538.02 ZONE B TOTAL COLLECTED 222,625.00 INTEREST 36,217 Easy Street Park C4203 (30,000.00) BSSC Football/Basketball Lighting C5202 (50,086.50) Community Center C5203 (1,741.64) Friendship Park C6205 (16,040.04) BBSC Baseball Lighting /Special Needs 0.00 Dog Park (All Zones) C0724 (14,884.77) Riverview Park C4205 (1,478.81) Riverview Park C0821 (2,500.00) IRD /Main Street (70,603.64) Stormwater Park C0923 (3,714.01) Riverview Park Street Parking C1126 (2,000.00) Powerline Road Bikepath C0735 (15,250.00) UNENCUMBERED BALANCE 50,542.12 ZONE C TOTAL COLLECTED 420,225.00 INTEREST 22,689 Schumann Lake C3201 (36,121.22) Filbert St C3203 (3,904.10) Riverview Park C4205 (32,250.00) Bryant Court C4202 (40,000.00) BSSC Lighting C5202 (50,086.50) Community Center C5203 (1,741.64) Friendship Park C6205 (16,040.04) BBSC Lighting /Special Needs 0.00 Dog Park (All Zones) C0724 (14,884.77) Riverview Park C0821 (2,500.00) IRD/Main Street (70,603.64) Brick Wall Riverview Park (2,299.00) Schumann Park Improvements C0921 (102,230.00) Stormwater Park C0923 (3,714.01) Riverview Park Pavillion C1122 (12,500.00) Bark Park C1123 (18,750.00) River Park Irrigation C1125 (6,250.00) Riverview Park Lift Station C1124 (25,000.00) Riverview Park Street Parking C1126 (1,000.00) Powerline Road Bikepath C0735 (15,250.00) UNENCUMBERED BALANCE (12,210.81) ZONE D TOTAL COLLECTED 946,725.00 INTEREST 96,144 George St Park C3202 (45,605.39) Riverview Park C4205 (32,250.00) Stonecrop Street Park C5201 0.00 BSSC Football/Basketball Lighting C5202 (50,086.50) Community Center C5203 (1,741.64) Friendship Park C6205 (16,040.04) BBSCBaseball Lighting /Special Needs 0.00 Dog Park (All Zones) C0724 (14,884.77) Riverview Park C0821 (2,500.00) IRD /Main Street C0741 (70,623.04) Brick Wall Riverview Park (2,299.00) Garden Park Lighting C0822 (2,157.83) Stormwater Park C0824 (5,511.39) Schumann Park Improvements C0921 (51,115.00) Stormwater Park C0923 (3,714.01) Splash Pad C1021 (10,401.19) Skate Park C1022 (25,000.00) BBSC Fencing C1023 (1,705.00) Riverview Park Pavillion C1122 (25,000.00) Bark Park C1123 (37,500.00) River Park Irrigation C1125 (12,500.00) Riverview Park Lift Station C1124 (50,000.00) Riverview Park Street Parking C1126 (49,000.00) Barber St Field Expansion C1121 (125,000.00) Powerline Road Bikepath C0735 (15,250.00) UNENCUMBERED BALANCE 392,983.78 TOTALS 473,853.12 RECREATION IMPACT FEE SUMMARY TOTAL COLLECTED 2,081,950.00 TOTAL INTEREST 198,637.98 TOTAL ENCUMBERED (1,806,734.86) BALANCE 473,853.12
