HomeMy WebLinkAbout04252011RECRECREATION COMMITTEE MEETING MINUTES APRIL 25, 2011 The Sebastian Parks and Recreation Committee was called to order by the Chairman. Roll Call was taken and the following members were present: Mr. Tenerowicz, Mr. Simpson, Mr. VanArsdall, Mrs. White, Mr. Sims, Mr. Adams, Mrs. Webster Staff members present were Linda Kinchen, Secretary; Al Minner, City Manager APPROVAL OF MINUTES Mr. Tenerowicz made a motion to approve the minutes from the March 28th, 2011 meeting. Second by Mr. Sims and passed unanimously. OLD BUSINESS PROJECT UPDATES: Mr. Minner gave an update on the recreational zone impact fee balances. Mr. Simpson asks how do they fair with regards to population Mr. Minner says not close but will get some figures for the next meeting. Mr. Minner gives updates on all other projects Mr. Minner gives an explanation regarding the sidewalk for Powerliine Road Mr. Tenerowicz would like to see Zone C get there money back to even out the figures and would like to know how the boundaries were created. Mr. Minner talks about new projects — Easy Street lighting and the blue way signage update — suggests we look at next year. Parks Map — says Ms. Reese is still working on Capital Improvements for 2012 — Mr. Minner gives homework for next meeting asking committee to bring in recommendations for rojects. Will discuss in May, June and July then goes to P &Z on August 4th. August 10t the committee will make another report to City Council. A — yes we need to think about it B — Joint Ventures with School Board a possibility PUBLIC INPUT: Rosemary Bastinto — wants a park in her neighborhood at Periwinkle and Caravan Terrace — Handicap accessible. Jim Sunnycalb- No smoking cans at the entrance to Riverview Park Would like some cleats on the dock at Schumann lake — and would like to see a porta - potty at the dog park — answer no CHAIRMANS MATTERS: Joanne says a resident wants to rename Periwinkle Park Serenity Park — all in favor MEMBERS MATTERS; Mr. Simpson says the sign looks good at the Sports Complex Mr. Van Arsdall says Mr. Minner does a good job great with Parks and Recreation and leave the football field alone don't share with others. Mr. Tenerowicz asks about Jackson street — Mr. Minner explains. Mr. Adams asks where are we with the fountain lights at Easy Street - will install when other improvements are made. Mr. Sims thanks Mr. Minner for his input. STAFF COMMENTS: None The next meeting will be May 23rd, 2011 at 6PM The agenda for the next meeting will have the CIP Budget Discussion With no other business to come before the Parks and Recreation Committee, Mr. Sims declared the meeting adjourned at 8:15 PM. The First item on the agenda will concern continued review of Recreation Impact Fee revenue. Attached to this report is a copy of zone balances previously discussed. Those conversations led to the question that vacant lots in the Sebastian Highlands should be researched in order to determine approximate funding levels available in out years. At the time of writing this memo, that topic had not been complete. However, by Monday, staff will be ready to provide more data on this item. The next item on the agenda is a discussion of ball field usage. The Office of the City Manager has received a few requests about using City field facilities. Because the CIP budget process is starting, this is a good time to continue dialogue that started on this item at the last meeting. The last and most important item on the agenda is the CIP discussion. At this point, a "brainstorming" discussion will be encouraged to help flush out other projects and goals of the Committee. At this time, it is appropriate to stay away from being concerned about finances. The purpose of Monday's discussion will be to discuss and prioritize projects. Upon these discussions, staff will return with a CIP draft budget and estimates for your review and consideration at the Monday, June 27, 2011 Meeting. This will provide the June and July for Committee Budget adjustment. Provided the Committee has concluded with the CIP budget by July, the budget will then go before the Planning and Zoning Commission at their meeting on August 4th.
