MEETING MINUTES
JULY 25, 2011
The Sebastian Parks and Recreation Committee was called to order by the Chairman.
Roll Call was taken and the following members were present: Mr. Tenerowicz, Mrs.
White, Mrs. Webster, Mr. Simpson, Mr. Adams, Mr, Sims arrived at 6:04 PM Mr. Scott,

Staff members present were Linda Kinchen, Secretary; Al Minner, City Manager, Chris
McCarthy, Parks Superintendent
Mr. Minner gives a brief discussion regarding answers to Mr. Tenerowicz questions from
last meeting.
APPROVAL OF MINUTES
Mr. Tenerowicz made a motion to approve the minutes from the May 23, 2011 and June
6th, 2011 meetings. Second by Mr. Simpson passed unanimously.
After corrections about the canopy quote in the minutes for June 27, 2011, Mr.
Tenerowicz made a motion to approve and second by Mr. Simpson — passed unanimously
OLD BUSINESS
PAVILLION:
Mr. Sims says he spoke at the council meeting but feels attention was not given to
its intended use — Mrs. White says lets talk about the new location — Mr. Minner
says council didn't get the feel of where to put it - Mr. Minner says away from
Riverview park the purpose changes — Mr. Minner goes through all the possible
locations suggested he suggests that Recreational impact fee use at the Golf Course
might be a problem — They would have to pay it back as a loan.
Creative 1 and 2 — this would eliminate the shade from CIP #2 good shade area.
Between the concession stand and skate park or the NW corner
Baseball field: Mrs. Webster is concerned it would block deliveries — Mr. Minner
says could be moved back to the concession stand
Schumann Park #1 — close to both courts north side of the restroom facility
Easy Street Park — SW corner or George St Park SE Corner

Mrs. White asks about the Golf Course putting in new buildings says doesn't want it
there or in the pocket parks. In favor of Schumann as her number one choice
1) Schumann
2) Barber
3) Sports Complex
Mrs. Webster says belongs at the Sports Complex any of those locations are good.
1) Prefer the Baseball field
2) Creative
3) Football field
Mr. Sims
1) Creative Playground — multi purpose field
2) Schumann Park
Mr. Minner says the fence would have to be redone if second location at the Creative is
chosen.

Not as keen to put at the creative thinks we need to be more creative there with new
equipment.

Mr. Minner says they need to make a recommendation to Council

NEW BUSINESS;
None
Jim Sunnycalb — Asks if the metal roof will be a conflict with the lighting — NO
Says should not be put at Easy Street
Mrs. Webster asks if the Stormwater park was considered — NO
Schumann Park is good — what about the picnic tables for the handicap
Mr. Sims says Schumann is good
Mr. Simpson leaning more toward Schumann
Mrs. Webster says we could put there are so little shelters there
Schumann — Mrs. White, Mr. Sims, Mr. Tenerowicz, Mr. Simpson
Creative 1 - Mrs. Webster
A motion to recommend to Council that the pavilion be put at Schumann was made by
Mr. Tenerowicz second Mr. Sims - unanimous
Review the CIP — Mooring Field $15,000 added all in agreement
P & Z recommendation Okay
Old Business: Council 1st August meeting — Farmers market
PUBLIC INPUT
Mr. Wolf — the water fountain at Schumann Park is not working needs to be fixed.
Mr. Sunnycalb says the dog park website has 40,000 hits — Mrs Webster asks if adopt a
dog will be at the celebration
CHAIRMAN'S MATTERS: None
MEMBER'S MATTERS;
Mr. Simpson — None
Mr. Tenerowicz — Fountain working at Blossom — looks good
Can we put a footbridge across the ditch at the south end of the Overflow parking area
from the county parking it would make things a lot easier

Mrs. Webster asks if parking on Tulip has been resolved.
Mr. Minner says he will look at it and see what can be done
Any chance the batting cages can be lighted.

Next meeting August 22 "d, 2011 at 6PM
With no other business to come before the Parks and Recreation Committee, Mrs. White
declared the meeting adjourned at 7:50 PM.
Approved August 29th, 2011 Regular Meeting.
