MINUTES
TUESDAY, OCTOBER 4, 2011 - 6:00 P.M.
City Council Chamber, 1225 Main Street, Sebastian
1. Chairperson Graves called the meeting to order at 6:02 p.m.
2. The Pledge of Allegiance was recited.
3. ROLL CALL:

4. APPROVAL OF MINUTES: September 6, 2011 Regular meeting
MOTION by Mr. Alvarez and SECOND by Ms. Graves to approve the September 6th,
2011 minutes as written, motion carried.
APPROVAL OF MINUTES: September 22, 2011 Field Trip
MOTION by Ms. Graves and SECOND by Mr. Spokas to approve the September 22nd,
2011 minutes as written, motion carried.
5. ANNOUNCEMENTS:
No announcements.
6. PUBLIC INPUT:
No public input.
7. OLD BUSINESS:
A. Recap Island Cleanup on Saturday, September 17th, 2011: Ms. Graves felt that the
island cleanup was a success. She thanked Mr. Gordian for the use of his boat. Ms.
Graves also asked members to try to find other boats for use during the cleanups. The
group picked up a lot of trash on the islands IR1, IR9 & IR10 as well as along the
shoreline at Main Street.

B. Friends of St. Sebastian River "Family Fun Under the Sun" event on October
22nd at Friendship Park: Ms. Graves will finalize the clues for the letterboxing. The
board will set out the box the morning of the event. Mr. Spokas and Ms. Bender will be
out of town on that weekend but everyone else said that will be at the event. Ms. Graves
recommended working in shifts because it's going to be a long day. Mr. Gordian
suggested identifying and tagging trees for educational purposes. He will work on this.
Ms. Cyr was asked to secure a table from the City for the event. Members will bring
their own chairs. The set up will be around the pavilion area in Friendship Park. Ms.
Graves passed out a couple flyers (see attached) as handouts for the event. It was
decided that instead of having a lot of flyers at the table there will be a master book and
website addresses on where the information can be found. There will be a few flyers in
case people do ask for them. Ms. Schnee said she would copy the flyer she had on
Phosphorous in the I. R. Lagoon. Mr. Spokas mentioned having a flyer on recycling. He
also said if we could pull together a schedule of monthly speakers for display at our table
that would be good. Mr. Gordian is going to put together a poster to promote the Natural
Resources Board for the table as well as a banner. Ms. Sieferd has some foam poster
board that she will give to Mr. Gordian, she also will get him an easel. Ms. Cyr will
request shirts for members that don't have them. Mr. Spokas will circulate the flyers of
this event on the campus of IRSC. Ms. Bender will also circulate the flyer.
C. Confirm Speakers for meetings: Ms. Graves will confirm with Charles Johnson of
Clean Marina Program that he will be the November speaker. Ms. Graves will ask Mr.
Johnson if he needs any special equipment for his presentation. Mr. Spokas is working
with Kathy Hill, I.R. Lagoon, National Estuary Program, about speaking in December.
Mr. Bamlet, Florida Forest Service, will be speaking at the January 2012 meeting. There
was discussion on advertising of the speakers. The board secretary will get a slide on
channel 25 and on the website. Mr. Spokas will do some work on publicity of the
speakers. Ms. Schnee has a list of places that she has spoken with for advertising.
Ms. Graves has been asked to speak at the Parks & Recreation meeting at the end of
October. She would like to speak on letterboxing in the City parks and show the power
point presentation that she gave the Council. She would love some moral support at the
meeting.
D. Earth Day 2012 — Set Date: The board was disappointed that Earth Day couldn't be
on the same day as the Easter Egg Hunt because another group had reserved the park.
Ms. Cyr was asked to see if the Craft Club would be using the whole park and if they
would be willing to share the event. If there was a problem with this, the available dates
would be Saturday, April 21st (Earth Day) and 28th. It was decided after the last Earth
Day we would not need the stage.
8. NEW BUSINESS:
No new business.
9. MEMBER MATTERS:
Mr. Alvarez asked about board appointments. with Ms. Howe resigning couldn't Mr.
Gordian be moved up from alternate to regular member. Ms. Graves said that Mr.
Gordian needed to let the Council know that he was interested. Ms. Cyr recommended
that Mr. Gordian contact Ms. Williams in the City Clerks office, she is the board
coordinator.

Ms. Schnee said that Trish Adams approached her about a bald cypress tree on State
owned property in Sebastian. She would like to have the tree measured for Champion
Tree status. Ms. Schnee said she didn't see anywhere that a tree on public property
couldn't be measured. Ms. Graves asked who the award would be issued to. The tree is
located in the gated community of San Sebastian Springs. It is part of the Sebastian
Buffer Preserve. After some discussion, it was decided to do some more research on the
status and location of the tree. Ms. Schnee will find out exactly were the tree is located
and let the board know.
10. STAFF MATTERS:
No staff matters.
11. Being no further business, Ms. Graves adjourned the meeting at 6:55 p.m.
