MOTION by Dodd /Cardinale to approve the P &Z meeting minutes of 6/18/09.

COMMERCIAL PLAT— CURRENT ZONING IS CG (COMMERCIAL
GENERAL)
Chmn. Paul opened the hearing and asked for ex parte communication; there were
none. He then swore in everyone that would be speaking.
The engineer of record, Joseph Schulke of Schulke, Biddle Stoddard, Vero Beach, FL,
introduced Dennis Scott of DRP Company, who owns the property. Mr. Schulke
presented the application. He briefly touched on main aspects of the project; such as,
the access is off Wimbrow Drive between the two 512 roads, fire protection, lift station,

and stormwater. Ms. King reviewed the staff report, stating that no conditions needed to
be placed on this project and staff recommends approval.
Mr. Dodd asked if the driveway off Wimbrow would access other parcels of the
development area and Ms. King it would as the Rohm subdivision was actually a one lot
subdivision and Sherwin Williams carved out their parcel through the "division of lot"
process. If they should carve off any other pieces of the Rohm property, the entire site
must come back before this commission and go through the subdivision process.
Dennis Scott of DRP Company, Tampa, explained how they came to develop this site.
Answering Mr. Cardinale's question, Ms. Grohall explained the triangle gateway project
the city is undertaking with the flag pole and beautification around the public works
compound.
No one from the public spoke in favor or opposition. Chmn. Paul closed the public
hearing.
MOTION by Dodd /Paul to approve the site plan for Sherwin Williams at 223 Sebastian
Boulevard.

The vote was 6-0. Motion passed.
CHAIRMAN MATTERS:
Mr. Paul was still concerned about the dip in the road at U.S. 1 and Main Street. Ms.
Grohall said it will be remedied. FDOT and Indian River County are currently installing
mast arm traffic lights. Mr. Paul also mentioned that some of the silt fencing has come
down at Barber Street near Park Place. Ms. Grohall said a reminder has been sent to
the owner of the townhouse project at the corner of Barber and Bristol.
MEMBERS MATTERS:
Mr. Srinivasan complimented the city on the dog park. Ms. Grohall said she will pass it
along to Mr. Minner and the Public Works Department. Mr. Hepler asked about the
Barber Street work and Ms. Grohall said the city approved some stormwater work to
coincide with the repaving and drainage work that will be done by the county. Chmn.
Paul noted he saw the billboard and said it was very bright and cheerful.

the single family residences they will be constructing at 203 and 205 Barbossa Drive,
close to the bridge entrance into the Phase II Sebastian River Landing subdivision, along
with an adjacent parking area.

area. Also, a small parking directional sign will be allowed near the driveway to the parking
area, not on the corner as indicated on the site plan.
At the time the model home permits expire or are not renewed, the contractor will be responsible
for construction of the required driveways for each residence /model home, installation of
standard garage doors, restoration of sales office to garage, and removal of paver sidewalks, trap
fence, handicap parking, and all signage.
10. Conclusion: The proposed use is consistent with Section 54 -2- 6.4(29) of the Land
Development Code of the City of Sebastian.

Subdivision sidewalks installed on project's three lots

a. Narrative of proposed action: Dr. Shalhoub is requesting site plan
approval for a second medical building on his property located at 13100
U.S. 1. The proposed 3500 SF building will compliment the existing 1,925
SF medical building, and will provide additional parking, and landscaping.
The existing stormwater system which was constructed in conjunction with
the first building was designed to accommodate full build -out of the property.
Access to the site will remain the same. The property is currently served by
public water. The existing building utilizes an on -site septic system and this
proposal includes an additional septic system for the new building. The site
consists of .98 acres of total land area, of which 52% will be impervious and
48% will be maintained as open space.

drives. The manufacturer's product specifications for the porous paving
material have been provided. However, a binding maintenance
agreement must be submitted and accepted by the City.

contours and designated number of dwelling units, and setbacks to scale
indicating compliance with regulations. (Two sets must be sealed.)
b. A scaled drawing of the sides, front and rear of the building or structure,
generalized floor plan indicating uses and square footage of each proposed
use within each building or structure, building exterior construction material
and color, and building ridgeline height.

5. The following information is required on all site plans:
Locate on the site plan and describe the character of all outside facilities for
waste disposal, storage areas, or display.
b. Locate on the site plan and show the dimensions of all curb cuts and
driveways, including the number of spaces with their location and
dimension, details of off street parking and loading areas, all off- street
vehicular surfaces available for maneuvering, surface materials, number of
employees and number and type of vehicles owned by the establishment.
Any combined off-street parking facilities shall be submitted with an
agreement specifying the nature of the arrangement, its anticipated
duration, and signatures of all concemed property owners.
c. Locate on the site plan all pedestrian walks, and height or orientation of all
signs.

A typical porous pavement has an open graded surface over an underlying stone recharge bed. The
water drains through the porous asphalt and into the stone bed, then slowly, infiltrates into the soil.
PAVEMENT STRUCTURE:
From the bottom up, the standard porous pavement structure consists of:
An uncompacted subgrade to maximize the infiltration rate of the soil.
A geotextile filter fabric that allows water to pass through, but prevents migration of fine material
from the subgrade into the stone recharge bed.
A stone recharge bed consisting of clean single -size crushed large stone with about 40 percent voids.
This serve as a structural layer and also temporarily stores stormwater as it infiltrates into the soil.
A stabilizing course or "choker course" consisting of a clean single -size crushed stone smaller than
the stone in the recharge bed to stabilize the surface for paving equipment.
A open- graded asphalt surface with interconnected voids that allow stormwater to flow through the
pavement into the stone recharge bed.
MATERIALS:
Geotextile (Filter Fabric):
SPECIFICATIONS FOR POROUS ASPHALT PAVEMENT
Non -woven geotextiles are typically used to prevent fines in the subgrade from migrating into the stone
recharge bed. The following is an example of a typical specification for this material:

Note: Acceptable types include Mirafi 140N, Amoco 4547, Geotex 451, or approved equivelant.
Stone Recharge Bed and Choker Course:
Aggregate for the stone recharge bed needs to be clean, crushed stone. In many cases AASHTO No. 3
stone is specified: however, other aggregate gradations such as AASHTO No 1, No 2, and smaller have
also been used successfully. The key to the aggregate is that it be clean, uniformly graded, and crushed
with minimum voids of 40 percent as determined by ASTM C29. An additional grading requirement of
0 to 2 percent passing the No 100 sieve is recommended to make sure the aggregate does not have
excessive fines that could clog the bed.
Porous Hot -Mix Asphalt (HMA):
Porous asphalt pavements are fast and easy to construct. With proper information, most asphalt plants
can easily prepare the mix and general paving contractors can install it.
There are a number of guides and specifications available for porous asphalt mixes. These include
NAPA publication IS -115, ASTM D7064, Standard Practice for Open-Graded Friction Course Mix
Design. The following key properties should be the part of the specification:
Air void: 16 percent minimum. This assures permeability of the mix. It is important when testing air
voids of open-graded mixes to use either ASTM D3203 or ASTM D6857 -03.
Asphalt content: A good guideline is to require 5.75 percent minimum by weight of total mix.
Adequate binder content is important for the durability of the mix. The minimum guideline is for
3/8 -inch (9 5 mm) Nominal Maximum Aggregate Size (NMAS) as show in the Table below.
Draindown: 0.3 percent maximum. This test is important to make sure that the asphalt binder does
not drain down during storage, transportation and placement. This test is performed in accordance
with ASTM D6390 -05.
Moisture Susceptibility: Because porous asphalt surfaces do not hold water, they have very low risk
of moisture- related damage. Avery low risk approach to designing porous asphalt mixes is to follow
the same practice as used for dense mixes using the same aggregate and asphalt.

CONSTRUCTION GUIDELINES:
The following are some general guidelines for construction of Porous pavements:
The site area for the porous pavement should be protected from excessive heavy equipment mmning
on the subgrade, compacting soil and reducing permeability.
Excavate the subgrade soil using equipment with tracks or over -sized tires. Narrow rubber tires
should be avoided since they compact the soil and reduce its infiltration capabilities.
As soon as the bed has been excavated to the final grade, the filter fabric should be placed. Overlap
the filter fabric a minimum of 16 inches. The filter fabric should extend at least four feet outside of
the bed to prevent sediment-laden runoff from entering the bed. This excess fabric will be folded
over the stone bed to temporarily protect it from sediment until the porous asphalt surface is placed.
Install drainage pipes if required.
Place aggregate for the stone recharge bed, taking care not to damage the filter fabric. Aggregate
should be dumped at the edge of the bed and place in layers.
The purpose of choker course over the stone recharge bed is to stabilize the surface for the paving
equipment, also the choker course is to fill some of the voids and lock up the aggregate.
The porous asphalt layer is placed using track pavers, following state and national guidelines for the
construction of open-graded asphalt mixes.
The asphalt should be compacted with two to four passes of a ten -ton static roller. Additional passes
with a lighter roller may be required to remove roller marks at the surface, theses are best done after
mix has cooled substantially.

Normal construction inspection practices that base acceptance on slump and
cylinder strengths are not meaningful for pervious concrete. Strength is a function
of the degree of compaction, and compaction of pervious concrete is difficult to
reproduce in cylinders. Instead, a unit weight test is usually used for quality
assurance, with acce •table values de •endent on the mix design, but generally
between 100 Ib /ft and 125
Ib /ft' (1600 kg /m' and 2000
kg /m ASTM C 29 generally
is preferred over ASTM C 138
because of the consistency of
pervious concrete, although
ASTM C 138 is used in some
areas. Testing frequencies of

Post Construction Inspection and Testing
After seven days, core samples can be taken (per ASTM C 42) and measured for

strength is not recommended, because of the dependence of compressive strength
on compaction. Unit weights, in accordance with ASTM C 140, provide an

compared with cony, .ional concrete pavements.
Questions have been raised about the freeze -thaw durability of pervious concrete.
Even though most experience with pervious concrete has been in warmer climates,
recently there have been several pervious concrete projects in colder climates.
Pervious concrete in freeze -thaw environments must not become fully saturated.
Saturation of installed pervious concrete pavement can be prevented by placing
the concrete on a thick layer of 8 -24 inches (200 to 600 mm) of open graded stone
base. Limited laboratory testing has shown that entrained air may improve the
freeze -thaw durability even when the pervious concrete is in a fully saturated
condition. However, the entrained air content cannot be verified by any standard
ASTM test procedure.
Maintenance
The majority of pervious concrete pavements function well with little or no
maintenance. Maintenance of pervious concrete pavement consists primarily of
prevention of clogging of the void structure. In preparing the site prior to
construction, drainage of surrounding landscaping should be designed to prevent
flow of materials onto pavement surfaces. Soil, rocks, leaves, and other debris may
infiltrate the voids and hinder the flow of water, decreasing the utility of the
pavement. Landscaping materials such as mulch, sand, and topsoil should not be

often may be necessary to remove
debris from the surface of the
pavements. Other cleaning options
may include power blowing and
pressure washing. Pressure
washing of a clogged pervious
concrete pavement has restored
80% to 90% of the permeability in
some cases. It also should be noted
that maintenance practices for
pervious concrete pavements are
still being developed.
