Direction on rescheduling the August 7th meeting to July 31 st or canceling it because of

REGULAR MEETING
TUESDAY, APRIL 3, 2012 - 6:00 P.M.
MINUTES
"To improve the quality of life in Sebastian by nurturing

Chairperson Graves called the meeting to order at 6:02 p.m.
2. The Pledge of Allegiance was recited.

4. APPROVAL OF MINUTES: February 7, 2012 regular meetinq
MOTION by Ms. Graves and SECOND by Ms. Lucier to approve the February 7, 2012
minutes with one correction was approved.
APPROVAL OF MINUTES: March 6, 2012 reaular meetinq
MOTION by Ms. Graves and SECOND by Mr. Alvarez to approve the March 6, 2012
minutes as written was approved.
5 PUBLIC INPUT:

6. OLD BUSINESS:
A. Earth Dav — Saturday, April 21, 2012 - Ms. Graves asked if the board ever
received a confirmation from the Ice Cream truck vendor and no one had. Ms. Graves

will contact the ice cream truck driver in her neighborhood. Ms. Sieferd said she knows
a husband and wife that are artists that would like a booth. Ms. Graves asked about
having the contests and it was decided that there wasn't enough time to pull it together.
Ms. Sieferd said that Chris at Shady Groves is providing one or two trees for raffles. Ms.
Schnee asked if anyone had the raffle tickets. Ms. Cyr said she would get them. Ms.
Graves did get a professional DJ for the event and asked what kind of PA equipment is
available from the City. Ms. Cyr will check with Chris McCarthy. She will also let him
know the board will need six tables and 24 chairs for the event. The Junior Girl Scouts
will be assisting the NRB table with crafts. Mr. Alvarez noted that April Price was not at
the meeting to update the board regarding the weekend give away to the Smokie
Mountains. Ms. Graves asked for an update on art supplies and Ms. Bender said she
spoke with the manager at Michaels Craft Store. Ms. Lucier said she would go to KIRB
to see what they have as far as art supplies. Mr. Kriss has collected egg cartons and
everyone said they will bring glass jars. Ms. Lucier will also check on recycle bins at
KIRB for the event. Ms. Sieferd will bring what literature and books she has for hand
outs. Ms. Cyr will bring the scrapbook of Board activities for the NRB table. Ms. Bender
gave an update on who she contacted regarding advertising. Ms. Schnee said she had
contacted the Chamber and other groups regarding advertising Earth Day. Ms Schnee
will take some flyers to the North County Library. Ms. Graves will drop off some flyers to
the South County Library. Ms. Cyr will send out a reminder email to all vendors
regarding Earth Day.
B. Book Speakers for June, July & Auqust meetinqs: Ms. Cyr let the board know
that Mr. Spokas had a speaker lined up for the June meeting but they had to cancel.
Ms. Sieferd said she will contact Marc Virgilio to see if he can make the June meeting.
Ms. Graves mentioned that we could always take off a month or two in the summer if
there was nothing going on.
There was some discussion regarding the tree planting on Saturday, May 5th.
After some discussion regard scheduling our fourth spoil island cleanup, Ms. Sieferd
mentioned that she has a contact that offered to get us some vegetation and the board
could plant some mangrove trees and grasses next year on IR1 and the other spoil
islands if there were extra plants.
Bruce Zingman, Sebastian, spoke regarding the Fourth Annual Day of Service and he is
getting teams together to cleanup different areas in Sebastian and the North County on
April 28th. It was suggested that we could be part of this event and clean up our spoil
island if Mr. Gordian is available with his boat. Mr. Kriss will email Mr. Gordian to see if
he is available. Each member will email the board secretary regarding if they can make
the event. Ms. Sieferd will try to get the City boat to haul trash.
7. NEW BUSINESS:
No new business.
8. MEMBER MATTERS:
Mr. Northcott mentioned that he and Mr. Kriss went to the Lagoon Watch training and
they are going out on Wednesday, separately.
Mr. Northcott asked about the status of the Fertilizer ordinance. Ms Sieferd said the City
decided to adopt the State's ordinance. The first reading of the ordinance will be on April

11th at the Council meeting. The Council took the boards thoughts but decided to follow
the State ordinance. It was suggested that the roll of the Natural Resources Board will
be education through speakers, slides on channel 25 and workshops.
9. STAFF MATTERS:
Ms. Cyr asked Ms. Graves if she could go to the City Council meeting on April 11th to
pick up the Arbor Day / Earth Day Proclamation, which she could.
Mr. Alvarez mentioned that Walmart was selling invasive plants and asked if we could
stop them. Ms. Sieferd said no that is why we need to educate people not to buy them.
There are only a few that are actually illegal to sell.
10. Being no further business, Chairperson Graves adjourned the meeting at 6:51 p.m.
