MEETING MINUTES
MARCH 27, 2012
The Sebastian Parks and Recreation Committee was called to order by the Chairman.
Roll Call was taken and the following members were present: Mr. Tenerowicz, Mrs.
Webster, Mr. Simpson, Mr. Sims, Mr. Scott was absent, Mr. Adams was absent excused
Mrs. White was absent for roll call but arrived at 6:02 PM.
Staff inembers present were Linda Kinchen, Secretary; Chris McCarthy, A1 Minner
APPROVAL OF MINUTES
Mr. Sims made a motion to approve second by Mr. Tenerowicz passed unanimously.
OLD BUSINESS — MR. MINNER GIVES A CURRENT UPDATE ON ALL
ITEMS
1) Stonecrop — Mr. Minner says on staff level parking is problematic There is a
potential for off street parking but we need to open this up to the public if we
want to move forward with anything Mr. Sims asks if a large number of people
have been using — Mr. Minner says can't say because of the No Trespassing Signs
— Mrs. White says this should be pursued to add to the blueways we can put in 2-5
off street spaces. Mr. Minner recommended a public meeting for the
neighborhood — using a legal ad only no letters to residents — next meeting with
public input.
2) Indian River Drive sidewalk — Mr. Minner recommends we don't do anything —
This is a lap process project which the county filed challenged by Seminole Tribe
archeological study would have to be done costing $150,000 to $200,000 — county
decided to move the money to 512 trail. Mr. Minner gave a letter from FDOT to
Chris Mora to Joanne White will make copies for the committee. Mr. Simpson
says agrees to hold off at this time.
3) Parks and Recreation website update — Mr. Minner says very close to get up and
running — currently working with a new phone system for the city so it will be 4-6
weeks — also need to change the chairman to Scott Simpson and the email
address.
4) Pelican Art Donation — Would like to see Pelicans throughout the Schools and
paint them the way the turtles were done — Mrs. White to check with the Vero
Beach Chamber to see who did the turtle design.
5) Letter Boxing — Link on the website to let people know where it is — staff to work
on to see if possible.
6) Handicap pads at Easy Street — Picnic tables are in — 20 more lights to install then
we can backfill and sod.

7) Dog Park Restroom — Mr. Minner says no money for the restroom once the
pavilion, walkway and landscaping is done he would like the committee to
dedicate the left over funds back to the Recreation Impact. And use for new
playground equipment. Mrs. Webster says if we don't have a restroom with all the
people using the park it is not good says we need one. Mr. Sims says the restroom
is needed. Mr. Tenerowicz says 300 cars over the weekend — Mr. Simpson asks
the procedure if we need mare money. If the committee feels a restroom is
needed don't delegate the funds add more when we do the new budget. Mr.
Tenerowicz asks if the Dog Park Rep can talk — She states a lot of people were
disappointed there would be no restroom. There are a lot of people who are older
and they leave and come back because there is no restroom- Mr. Minner says
April meeting start the CIP planning and see where we are. Chris says he will
have to come back with exact dollars for the items already underway. The
members feel priority one is the restroom — bring back in April Mr. Tenerowicz
wants to see all the improvements done — Mr. Simpson says we can prioritize. Mr.
Minner says ambience is more important than the restroom — restroom comes
secondary — Maria says they can wait — Mr. Simpson asks about saving the cost of
the pavilion for restroom — Mr. Minner says will brush up the numbers and bring
back.
8) Schumann Hedge — Mr. Minner says parks gets arrows shot at them when they cut
it back — Mrs. White say they want to leave it the way it is.
NEW BUSINESS: None
PUBLIC INPUT:
Maria — Dog Park — Wants to know if we can add more handicap parking spaces in the
grass area — Mr. Minner tells her handicap spaces require paved concrete so No this
cannot be done.
CHAIRMENS MATTERS;
Mr. Simpson says if you have an item for the agenda to call Linda or Mr. Minner. —Asks
about Riverview Park Playground — Chris says almost complete. There was an email
about fire ants at the George street park — Chris to sod the trail — Mr. Minner says
irrigation might help with ants.
MEMBERS MATTERS
Mrs. White - Says Easy Street Park — Kudos to the Police Department for close patrol of
the park are — People are very excited about the dog park — where are the bike racks for
Easy Street.

Mrs. Webster — Hardee Park can we change the timer — Chris to fix — Says palm bay had
a fun day in all the parks for there residents — we should think about doing the same
thing. Creative Playground was built with volunteers in the beginning would like to see
new put up again — Mr. Minner says would like to avoid Wood — She asks about the
canopy and picnic tables.
Mr. Tenerowicz Where is the walkway going to go at the Dog park — Chris says will keep
it away from the houses.
Mr. Sims asks about the flagpole at the football field.
Mrs. White asks about a vacancy on the committee — There is none at this time.

Next meeting April 23, 2012 at 6 PM
With no other business to come before the Parks and Recreation Committee, Mr.
Simpson declared the meeting adjourned at 7:30 PM.
Approved April 233, 2012 Regular Meeting.
