MEETING MINUTES
APRIL 23, 2012
The Sebastian Parks and Recreation Committee was called to order by the Vice-
Chairman. Roll Call was taken and the following members were present: Mr.
Tenerowicz, Mrs. Webster, Mr. Sims, Mr. Adams, Mrs. White, Mr. Scott and Mr.
Simpson were absent and excused.
Staff inembers present were Linda Kinchen, Secretary; Chris McCarthy, A1 Minner
APPROVAL OF MINUTES
Mr. Tenerowicz made a motion to approve as amended, second by Mrs. White, passed
unanimously.

OLD BUSINESS — MR. MINNER GIVES A CURRENT UPDATE ON ALL
ITEMS
1) Stonecrop — Mr. Minner says ad never made the paper will have public hearing
next month.
Steve Phillipson speaks on this item says went to look at with chairman and
kayaked from 512 — says it is extraordinary- a lot of work to be done labor wise to
open it up and remove the invasive — It can be done — can get volunteer help but it
needs it from shoreline to water — pepper trees, invasive weeds — would be worth
while to do it.
Mr. Tenerowicz asks would we have to clear all the way from 512 north side — no
only our property
Mrs. White asks what are we talking about a mile — Mr. Phillipson says not sure
about the distance but took about 45 minutes.
Mr. Minner says we should wait for a month and let Chris McCarthy go down
there and see what needs to be done and make another report.
Mrs. Webster said with a group of volunteers cost is minimal.
Mr. Minner says there probably will be some public outcry and we need to take a
look at it.
Mrs. White says Chris McCarthy should take pictures -
Mr. Phillipson says possibly put some way iinding signs leading to Wimbrow
Park
Mr. Minner says will add to next months meeting.
2) Dog Park Restroom update — Mr. Minner says we sharpened the numbers and Mr.
McCarthy has an update.

Mr. McCarthy says the restroom will be between $40 and $50, 000 — If we do not
do the pavilion we should have $61,000 left. Mr. Minner says we should hold up
on anything if the committee wants a restroom.
Mrs. White asks about the creative playground — Canopy is budgeted $30,000 to
$40,000 Zone D with new equipment — Mr. McCarthy says need equipment
before the canopy —
CIP — Mr. Minner talks about the cost of playgrounds for replacements
Mr. Minner says we can bring back little pieces of equipment for the playground
to look at.
Mr. Sims says we will put back on the next meeting.
Mr. Tenerowicz says the creative playground bathroom is a mess — motion sensor
lights a possibility — tables, equipment and canopy should be installed.
Bark Park Restroom — Mr. Minner asks if the committee feels the restroom needs
to go iirst
Mrs. Webster says restroom is a necessity and rest is cosmetic.
Mr. Minner says lets go do the restrooms and put the rest on hold.
Mr. Sims asks Maria to comment — Dog Park Representative
Mr. Minner says we may be able to get the rest room for $40,000 or $50,000.
Maria feels the restroom needs to go in first — says positive feeling for all used.
Mr. Tenerowicz says bathroom first — but need some lights- low density
Jim Sunnycalb said he was active in requesting the improvements for the dog
park. He went on to express that a restroom at the dog park would be helpful.
Mr. Adams — In favor of the bathroom first. — as far as the other things had a
question about recreation fees to see is they can be used to iinance them
Mr. Tenerowicz says restroom is needed but also the other things — we should add
money
Mrs. Webster and Mrs. White says restroom first.
Mr. Sims says can't we add money in new CIP budget — Mr. Minner says ask
council to make a motion to amend the budget Mrs. White says not a bad idea to
ask council to amend the budget.

A) Recommend only bathroom
B) Recommend to increase to $100,000
C) Reallocate funds for next year
Mr. Minner says make a motion to increase the budget.
Mrs. White moves to ask council to increase the budget up to $100,000 to do the
restroom and other improvements, second by Mr. Tenerowicz — passed unanimously.
Mr. Adams asks would it be prudent to have two choices — Mr. Minner says no
Will be put on the May 9th council meeting.
CIP Discussion — Mr. Minner asks if there are any projects
Mrs. White says Stonecrop should be budgeted and creative playground if we need more
money
Mrs. Webster — asks about the ball field improvements — if not enough for the canopies
New Playground equipment for old used equipment
Mr. Minner says laser level and skate park numbers should be included.
Mrs. White say not much coming in $700 per residential — about 5 units per month.
So Far CIP Budget — Stonecrop and Creative Playground
MEMBERS MATTERS:
Mrs. White says grass looks good at Easy Street — asks about the bike rack — Mr.
McCarthy say it came in today — Says went to a town near Tampa which has a
community garden and chalk drawings on the sidewalk
Mr. Tenerowicz asks about the 4 Chaplin's — how much space are we losing for
spectators — None per Mr. McCarthy people were not allowed to park there anyway.
Trees look good at the Dog Park and there is a concert in the park this weekend.
Mrs. Webster says water fountains don't have water at the ball fields
Mrs. White says Chamber of Commerce in Vero referred her to mental health to get info
on the turtles — will bring back whatever she gets
Mr. Sims says go out to your parks and see if we need anything and then email Chris
Mr. Adams says Easy Street Looks Good

PUBLIC INPUT:
Maria — Thanks for the trees and the benches are great board on the front looks good but
is locked. Mr. McCarthy says contact him if they want to put something inside
Mr. Sunnycalb — Pelican is fixed thanks — new Pete Harris Plaque chemicals are eating on
it- easy Street comments are great — Thanks to Al, Chris and the committee for making it
happen. — no lights on the handicap pad — says a woman is sleeping in the playground —
Sonny asks for one handicapped parking space and concrete link to sidewalk — Would
like to know if we can do a pink light on the fountain — Chris to look into it.

Next meeting will be May 21 St, 2012
With no other business to come before the Parks and Recreation Committee, Mr. Sims
declared the meeting adjourned at 7:30 PM.
