RECREATION COMMITTEE MEETING MINUTES JULY 23, 2012 The Sebastian Parks and Recreation Committee was called to order by the Chairman. Roll Call was taken and the following members were present: Mr. Sims, Mr. Simpson, Mr. Lucier, Mrs. White, Mr. Tenerowicz Mr. Adams and Mrs. Webster were absent Staff members present were Linda Kinchen, Secretary; A1 Minner, City Manager, Chris McCarthy, Parks Superintendent APPROVAL OF MINUTES Mr. Tenerowicz made a motion to approve the minutes from the June 25, 2012 meeting. Second by Mr. Sims passed unanimously. OLD BUSII\1ESS FINALIZE CIP PLAN: Mr. Minner tells the committee they can be on the floor with tables and mikes. He was sorry they had to be on the dias this month. Mr. Minner gave an update on the recreational impact fee capital improvement plan and fund balances. Mrs. White asks where the lights for the volleyball courts came about, Mr. Minner explained that it had been discussed before by the committee and he had recommended that it not be done but since then residents have approached the city council for this to happen. The lights will have shields to protect the turtles. Mr. Tenerowicz asks about the Cavcor drainage issue and whether they will need the retention ponds for that. Mr. Minner says not needed all drainage will be handled on site. Mr. Minner says need a recommendation to city council for the CIP budget. Mr. Sims says the February notes say we were not putting in the lights but it is good that we are. Mr. Lucier says these are well used courts and lights will be a good addition. Mrs. White asks what kind of playground will be put at Schumann Drive. Answer small playground and Gazebo. Mrs. White says the budget for the Multi field lighting was $165,000 was changed to $185,000 if left over it goes back in fund. Aug 22, 2012 at the council meeting a full presentation will be given for the CIP. Mr. Simpson to attend and give a report. Parks and Recreation Minutes July 23, 2012 Page Two Mr. Tenerowicz asks Mr. McCarthy about what the lights will look like. He says will probably be light BSSC basketball court lights. A motion to recommend to Council to adopt the Parks and Recreation proposed CIP for FY 13 by Mr. Sims Second by Mrs. White passed unanimously. Mr. Simpson can present to council everything we are doing — will create a presentation and Linda will send back to members. PUBLIC INPUT; Jim Sunnycalb the lights on volieyball court are a big deal — in winter gets dark early and they are needed says he sees it as a big asset. But the volleyball net is too short and needs to be higher. Craig Cobb — Thanks for 2°d court — a 20 team tournament on veterans Day will take place and the clambake wants us to have a tournament they are 45 minutes per game Net needs to be higher currently 4 feet-5 feet move up to Palm Tree would raise it 1'/z feet higner Mrs. White asks can they put nets up for the tournament only. Mr. Minner says we can address that. MrJ McCarthy says he can move the net up to see if that helps. Still needs to order a net for the new court. Mr. Cobb says a remarkable job and Thank you. C�IAIRMANS MATTERS; Mr. Simpson asks if there is an update on the ROW in terms of cleaning up Stonecrop. Nir. Minner says doesn't have a report will bring something back at the September meeting for the ROW clearing and �se. Mr. Simpson says the Park website needs Chris McCarthy's name and number NiEMBERS COMMENTS: Mrs. White says Easy Street Lights have a few out — Mr. Minner says will take care of it. She says she pulled up the website ancl wanted to know if the map is still coming. Mr. Nlinner says still working on it. Mr. Tenerowicz says the 4th of July was excellent. Barber Street field work was under way but need signs that say No bikes or skateboards on sidewalks. He says people are sitting on the new memorial need signs there. New bridge at the dog park looks good. Parks and Recreation Minutes July 23, 2012 Page Three MEMBERS MATTERS CONTINUED: Mrs. White asks if we can close off the road by the memorials. The road wi11 be closed otf for September 1 lt�' - an agenda to council will be done. Mr. Tenerowicz asks again about the county ditch and whether it can get the bridge — Mr. Minner says county doesn't want it Ntr. Sims says covers are weli received at the splash pad. Mr. Lucier — nothing STAFF COMIVIENTS: Mr. Minner says Barber Street fields should be done in two weeks.
