WHEREAS, Chapter 26, Article II, Section 26-35 Application for Building Permit; fees, provides for the adoption of building permit fees by resolution; and WHEREAS, Chapter 26, Article VI, Section 26-166 Fees; provides for the adoption of contractor licensing fees by resolution; and WHEREAS, Chapter 26, Article VI, Section 26-168(d) Renewal ofCertificate; provides for the adoption of an annual renewal fee for inactive certificates by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEBASTIAN, FLORIDA, as follows: Section 1. CITY OF SEBASTIAN BUILDING CODE PERMIT APPLICATION FEES SCHEDULE: The City Council of the City of Sebastian, hereby establishes the following fees for Building Code permit applications pursuant to City Code Section 26-35: General Building Permit.• otal Valuation Fee 3,000.00 and less inimum of two inspections. $90 plus $45.00 fee for each dditional ins ection shall be char ed. 3,OOOA1 to $50,000.00 90.00 for the first $3,000.00 in valuation plus $I 1.50 for each dditional thousand or fraction thereof including $50,000. 50,000.01 to $100,000.00 $630.00 for the first $50,000 in valuation plus $8.50 for each dditional thousand or fraction thereof including $100,000. 100,000.01 to $500,000.00 $1,055.00 for the first $100,000.00 plus $5.50 for each additional housand orfraction thereofincluding $500,000.00 500,000.01 and up $3,255.00 for the first $500,000.00 plus $2.50 for each additional housand or fraction thereof. AMENDING AND ESTABLISHING CITY OF SEBASTIAN CONTRACTOR LICENSING FEE SCHEDULE: The City Council of the City of Sebastian, hereby establishes the following fees for Contractor Licensing pursuant to City Code Section 26-166 and 26-168(d): (A) The following contractor licensing fees are established: (1) Competency card annual fee ................................... 30.00 (2) Issuance of duplicate card ... ... ... ...... ...... ... ... ... ...... ...5.00 (3) Change of status fee ............................................. 25.00 (4) Letter of reciprocity ......... ... ...... ... ... ......... ... ... ... ....15.00 (5) Renewal fees for competency cards: a. October 1 through October 15, $30.00 plus ten percent surcharge. b. October 16 through March 31, $30.00 plus 20 percent surcharge. c. April 1 through September 30, $60.00. d. If renewed more than one year but less than three years from the previous expiration date, $75.00 each year. e. Inactive competency card, $10.00. Reactivate an inactive competency card after reapplication to and approval by the board, $20.00. No competency card can be renewed more than three years after it has expired. (B) A person who holds a valid certificate from the board may go on inactive status during which time he shall not engage in contracting but may retain his certificate on an inactive basis on payment of an annual renewal fee during the inactive period, not to exceed $10.00 per year. An inactive certificate can be activated only by application to and approval of the board, on the proper forms. SECTION 3. Penalties. Any person who commences any work on a building, structure, electrical, gas, mechanical, or plumbing system before applying for the necessary permits shall be subject to a penalty of $200 far an owner or $300 for a contractor, or one hundred percent (100%) of the usual permit fee, in addition to the required permit fees. The payment of such penalty shall not relieve any person(s) from complying with the requirement of the Code of Ordinances or this resolution in the execution of the work, or from any other penalties of the Code of Ordinances. SECTION 4. Plan-checking fees. When the valuation of the proposed construction under a General Building Permit exceeds three thousand dollars ($3000) and requires a plan to be submitted under the Florida Building Code or Chapter 26, Article II of the Code of Ordinances, a plan-checking fee shall be paid to the building deparhnent at the time of submitting plans and specifcations for checking. Said plan-checking fee shall be equal to ten percent (10%) of the building fee set forth herein. Such plan-checking fee shall be in addition to the building permit fee. SECTION 5. All resolutions or parts of resolutions in conflict herewith are hereby repealed. SECTION 6. This Resolution shall take effect on August 22, 2012.
