City of 5ebastian Canvassing Board Members: Chairperson and City Clerk, Kathryn O'Halloran; Vice
Mayor Martha Wininger; and Deputy City Clerk, Sally Maio. City Attorney, Rich Stringer was also present.
Other Officials Present:
Indian River County: Supervisor of Elections, Kay Clem; County Attomey, Charles Vitunac; Chief Depury
Supervisor of Elections, Diana Wright; and Absentee Ballot Coordinator, Mazge Trumble; and other
Supervisor of Elections Staff members and Indian River County Sheriff's Deputies.
City of Vero Beach Canvassing Board Members: City Attorney, Robert Sechen; City Manager, Rex
Taylor; and City Clerk, Tammy Vock
City of Fellsmere Canvassing Board: City Attorney, Warren Dill; Mayor Bob Baker; and City Clerk,
Deborah Krages.
Town of Indian River 5hores Canvassing Board: Virginia Gilbert, Town Manager; and City Clerk
Chairperson O'Halloran called the Sebastian Canvassing Board meeting to order at 5:35 p.m.
Each Canvassing Board called its roll.
Chairperson Kathryn O'Halloran called for a motion to approve the March 4, 1998 Logic and Accuracy Test
meeting minutes.
MOTION by O'Halloran/Wininger
I so move.
VOICE VOTE on the motion carried 3-0.
Canvassing boazd members were instructed that, following opening of absentee ballots, they would move to
the Supervisor of Elections office for a logic and accuracy test prior to ballot counting at approximately 6:45
p.m. Members were advised that one member of the Canvassing Board should remain in the counting room
once ballot counting began and that the other members should review the receiving and inspecting process in
Conference Room A.

Supervisor of Elections staff inember, Marge Trumble, explained absentee ballot procedures and submitted a
list of 27 absentee ballots received for the City of Sebastian. There were no questionable absentee ballots,
thus no review by the Canvassing Board was required.
Absentee ballots were opened by Supervisor of Elections staff and opening was completed by 5:47 p.m.
Canvassing board members and staff members adjourned to the Supervisor of Elections office for
sandwiches.
At 6:45 p.m., the Sebastian Canvassing Board certified to a Logic and Accwacy test. Absentee ballots were
counted at 7:00 p.m. and the 27 count matched the number provided earlier to the Canvassing Board. At the
completion of the logic an d accuracy and absentee ballot count, Vice Mayor Wininger remained in the
counting room, and Chairperson O'Halloran and Mrs. Maio moved to the lst floor conference room to
oversee inspection and receiving teams.
Two challenged votes were approved by the Canvassing Board for precinct 12. They were ballots cast by
registered Sebastian voters who were allowed to vote in that precinct due to 1) not receiving a requested
absentee ballot; and 2) a standby pollworker who was required to work in precinct 12 and had no opportunity
to leave to go to his precinct.
All members of the Canvassing Board were in attendance for Sebastian precinct ballot counts. The unofficial
cumulative report indicated two votes that were within one half of one percent of one another, resulting in an
automatic recount for the eight candidates. Ballot equipment was zerced out and another logic and accuracy
test was conducted and certified to by the Canvassing Board. The recount resulted in different numbers for
five of the eight candidates. The Canvassing Board requested a second recount based on the discrepancy.
Ballot equipment was once again zeroed out and another logic and accuracy test was conducted and certified
to by the Canvassing Board. The second recount resulted in an identical count as the first recount.
The Canvassing Board certified to the results as indicated on the recount and second recount. The unofficiat
cumulative report, recount and second recount results aze attached.

I move to adjourn at 10:10 p.m.
