City of Sebastian Canvassing Board Members: Chairperson and City Clerk, Kathryn O'Halloran; Vice
Mayor Martha Wininger; and Deputy City Clerk, Sally Maio. City Attorney, Rich Stringer was also present.
Other Officials Present:
Indian River County: Supervisor of Elections, Kay Clem; County Attorney, Charles Vitunac; Chief Depury
Supervisor of Elections, Diana Wright; Supervisor of Elections Staff members Peggy Baillargeon and Cathy
Hart; and Vero Beach Police Officers.
Counting Team Observers:
Ken Vickers and Ray Kemp; and Joanne 5andberg and Doris Lee, all City of Sebastian electors.
The Supervisor of Elections unlocked seal 0781998 and a Vero Beach police officer, Supervisor of Elections,
and Canvassing Boazd escorted the ballots to the Commission Chambers.
Manual count by two counting teams for precincts 14, 15 and 16 continued.
The Canvassing Board inspected and approved counting a card from precinct 14 with a chad in position 123
that was punched out but hanging by one corner in accordance with approved guidelines. This did not
ultimately change the numbers for position 123 from the two original recounts.
The Canvassing Boazd inspected a chad on a card from precinct 15 which was indented but attached and
agreed not to count it.
The count was adjourned from noon to 12:50 p.m. for lunch.
Precincts 12, 14, and 15 were escorted to the Supervisor of Elections office for machine counting with two
members of the Canvassing Board while the third remained with the second counting team. The first
counting team was excused at 1:10 p.m.
Manual count of precinct 16 was completed at 2:20 p.m. The ballots were escorted to the Supervisor of
Elections Office for machine recount and showed a difference of one vote for position 119. (Manual 237 and
Machine 236).
Ballots were returned to the Commission Chambers for another manual recount of position 119 with all
Canvassing Board members present. During the manual recount of position 119 in precinct 16, one ballot
was discovered that had been counted as a vote for 119 that had four positions punched. It was moved to the
over vote stack. The manual recount for position 119 continued and the final tally for that position was 236.
This gave position 119 a total of 923 votes cast.
The manual count for positions 115, 119, 123 and 125 matched the two recounts on March 9, 1999.
The ballots were escorted back to the Supervisor of Elections Office by the police officer and the Canvassing
Boazd adjourned the manual recount at 3:30 p.m.
The totals for each position manually counted in each precinct are attached.
