City of Sebastian Canvassing Board Members: Chairperson and City Clerk, Kathryn O'Halloran;
Councilmember Louise Cartwright; and Deputy City Clerk, Sally Maio. City Attorney, Valerie Settles was
also present.
Other Officials Present:
Indian River County: Supervisor of Elections, Kay Clem; County Attorney, Charles Vitunac; Chief Deputy
Supervisor of Elections, Diana Wright; and Absentee Ballot Coordinator, Marge Trumble

The Pledge of Allegiance was recited.
Chairperson O'Halloran called the Sebastian Canvassing Board meeting to order at 6:02 p.m.
Each Canvassing Board called its roll.
Chairperson Kathryn O'Halloran called for a motion to approve the March 4, 1998 Canvassing Board
minutes.
MOTION by Cartwright/Maio
I so move.
VOICE VOTE on the motion carried 3-0.
Supervisor of Elections staff member, Marge Trumble submitted a list of 45 absentee ballots and one
questionable sealed absentee ballot to the Sebastian Canvassing Board for determination, along with a copy
of the voter registration form for Harold Brauer, 489 Memorial Avenue, Sebastian. The signature on the
ballot envelope and the signature on the voter registration form were completely different. The Canvassing
Board unanimously rejected the ballot based on Absentee Ballot Guideline #2 (see guidelines approved by all
Canvassing Boards at the3/4/98 meeting attached). The rejected ballot will remain on file in the office of the
Supervisor of Elections. The list of absentee ballots minus the rejected ballot was 44.
Absentee ballot count and review was completed at 6:40 p.m.

Canvassing Board members moved to the Supervisor of Elections office for equipment tests. The Sebastian
Canvassing Boazd certified to a Logic and Accuracy test and absentee ballot count which came out to 44. At
the completion of this first set of tests, Ms. Maio remained in the counting room during all ballot counts, and
Chairperson O'Halloran and Ms. Cartwright moved to the lst floor conference room to oversee inspection
and receiving teams.
One ballot was returned by poll workers from precinct 16 in a separate envelope, indicating it needed
duplicating. Ms. O'Halloran and Ms. Cartwright were called back to the counting room to make a
determination on the ballot. The ballot was opened and determined to be bent. A duplicate ballot was made
in accordance with proper procedures and counted with ballots for precinct 16. The bent ballot was marked
VOID and filed with the Supervisor of Elections staff.
Following the completion of ballot counting for all precincts, the Sebastian Canvassing Board certified to the
fmal results and Logic and Accuracy test. The Certicate of Canvassing Board for the Ciry of Sebastian is
attached.
MOTION by O'Halloran/Cartwright
I move to accept the results and adjourn at 9:04 p.m.

We, the undersigned, members of the duly constituted Board of Canvassers for the City of Sebastian,
Florida, do hereby certify that we met in the office of the Supervisor of Elections on the 10th Day of
March, A.D., 1998, and proceeded to publicty canvass the votes given for the offices herein specified
at the General Election held on the 10th Day of March, A.D., 1998, as shown by the returns on file in
