Present•
City of Sebastian Canvassing Board Members: Chairperson and City Clerk, Sally Maio; City Manager,
Terrence Moore; and City Attorney, Rich Stringer.
Other Officials Present:
Indian River County: Supervisor of Elections, Kay Clem; County Attorney; Chief Deputy Supervisor of
Elections, Diana Wright; Absentee Ballot Coordinator; and other Supervisar of Elections Staff members
and Indian River County Sheriff's Deputies.
City of Vero Beach Canvassing Board Members: City Clerk, Tammy Vock; City Manager, Rex
Taylor; and City Attorney, Julie Schutta.
City of Fellsmere Canvassing Board: City Clerk, Deborah Krages; Mayor Bob Baker; and City
Attorney, Warren Dill.
Town of Indian River Shores Canvassing Board: Virginia Gilbert, Town Manager; and City Clerk.
Chairperson Maio called the Sebastian Canvassing Board meeting to order at 3 p.m.
Each Canvassing Board called its roll.
Supervisor of Elections, Kay Clem gave a brief presentation, and an overview of procedures which will
be followed on March 13, 2001 relative to absentee ballots.
She stated that following the opening and certification of absentee ballots, the logic and accuracy test will
be conducted, the machines will be certified to be beginning at zero, that all canvassing members should
view all aspects of receiving and inspection, however, one member must remain in the room to view the
ballot counting at all times. She did state, however, in the event of a spoiled ballot, all three members will
need to be brought back together for duplication and signature. Once counting is completed, Mrs. Clem
said the canvassing board members will have to return to the counting room to certify results and the
zeroing out of the machines.

Absentee ballot canvassing board guidelines were reviewed.
Mrs. Clem briefly reviewed procedures regarding recount, protest and contest of election returns, and
certification. She then showed a videotape on the subject. She noted that any vote difference of less than
1/2 of a percent will require a recount; and then cited the difference between a protest and a contest. A
protest is filed with the canvassing board by a candidate or elector within five days; and a contest is filed
with the clerk of the circuit court by an unsuccessful candidate or taxpayer within 10 days.
It was noted that the location for Sebastian Precinct 14 has been changed to Word of God.
Mrs. Clem reviewed forms she had provided to the canvassing boards and specifically noted the County's
adopted Absentee Ballot Canvassing Board Guidelines.
MOTION by
I move to accept the written guidelines.
The meeting was adjourned at 3:45 p.m. and all members were escorted to the Supervisor of Elections'
office for the Logic and Accuracy Test, which began at 4:00 p.m.
City of Sebastian Canvassing Board members, along with other Canvassing Board members certified the
test. The Logic and Accuracy Test was completed at 4:20 p.m.
