REGULAR MEETING
TUESDAY, DECEMBER 4, 2012 - 6:00 P.M.
MINUTES
"To improve the quality of life in Sebastian by nurturing
the balanced relationship between our citizens and our environment by
protecting, preserving and promoting our natural resources"
Chairperson Graves called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.

APPROVAL OF MINUTES: November 6, 2012 regular meeting
MOTION by Ms. Graves and SECOND by Ms. Lucier to approve the November 6th,
2012 minutes as written, was passed.
ANNOUNCEMENTS:
Chairperson Graves and the board wanted to wish a Happy Birthday to Hank Kriss.
PUBLIC INPUT: No public input.
OLD BUSINESS:
A. Fertilizer Education Proqram — Barbara Brooke-Reese, MIS Department, gave a
presentation to the board of what the website looks like and asked the members for input
for additional information for the page. Ms. Brooke-Reese let the board know that the
webpage address is www.sebastiannrb.com The Board will forward suggestions to the
Board Secretary who will pass on to the MIS Dept. Ms. Brooke-Reese said the website

will be live before the end of the month. Ms. Brooke-Reese will get the board screen
shots of the website. Mr. Northcott noticed some spelling errors in the text and said the
Fertilizer information page was very long and could be broken up into separate pages or
link the heading to the referenced section. Ms. Brooke-Reese said either could be done.
The topic of having the speakers portions of past meetings put on the website was
brought up and there was discussion regarding getting permission as well as putting the
selections on Youtube and linking to that to the webpage. The members were happy
with the webpage.
Mr. Spokas said his presentation to his Homeowners Association went well. It was a 20
minute talk and went smoothly. Ms. Sieferd attended the meeting and answered some
questions. Mr. Spokas said he and Ms. Sieferd mentioned the NRB webpage was under
development and recommended the "After the Storm" video to the attendees. He also
let them know that the AmericanRivers.org was a good website for Stormwater
regulations. Mr. Spokas and Ms. Sieferd also talked about how to read a fertilizer label
and the benefits of rain barrels.
B. Earth Dav, Saturdav, April 20, 2013 — Ms. Graves asked for discussion on
changing the time of the event to earlier in the morning. After some discussion it was
decided to make the start time 8:00 am and end at 1:00 pm. Ms. Graves said she will
send an email to the ED vendor list to see how they feel. Ms. Lucier mentioned to the
board all the vendors she had been in contact with regarding Earth Day. Ms. Graves
asked if anyone had contacted any bands or musical performers and Mr. Gordian said
he was in contact with a couple. One is called Dog House and the other is Alesandra
Valenzuela. Both play acoustic music. Mr. Alvarez said he spoke to a gentleman that
plays at Las Palmas Cuban Restaurant. Ms. Graves suggested that a schedule be
made for the entertainment so there aren't any problems that day. Ms. Graves is trying
to get some produce vendors. It was suggested by Ms Sieferd for someone to do a
more accurate head count of attendees of the event. Other items discussed for Earth
Day were finding door prizes and what contests would work this year for the event such
as the Recycled Art contest and the Birdhouse Decorating contest. Also discussed were
trying to find sponsors for financial contributions for advertising of the event. The
members discussed different places to get free advertising of the event.
8. NEW BUSINESS: No new business.
9. MEMBER MATTERS: Mr. Spokas asked if Ms. Cyr had heard from IRSC as to a

STAFF MATTERS:
Ms. Sieferd gave an update to the members regarding the State's Clean Marina program
and let the board know that neither the Main Street Boat Ramp or the Yacht Club Boat
Ramps were considered Marinas and the City could not apply for the program.
Being no further bu iness, Chairperson Graves adjourned the meeting at 6:46 p.m.
