Mayor Hill called the CRA Meeting to order at 5:30 p.m.

4. APPROVAL OF MINUTES
A. Approve March 28, 2012 CRA Minutes
MOTION by Ms. Coy and SECOND by Mr. Wright to approve the March 28, 2012 minutes
passed with a voice vote of 5-0.
5. NEW BUSINESS
A. CRA Resolution No. 12-01 FY12/13 Budqet (Administrative Services Transmittal,
CRA 12-01, Exhibit A)
A RESOLUTION OF THE CITY OF SEBASTIAN COMMUNITY REDEVELOPMENT AGENCY
(CRA) ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2012 AND
ENDING SEPTEMBER 30, 2013; MAKING FINDINGS; AUTHORIZING AMENDMENTS;
PROVIDING AN EFFECTIVE DATE.

The City Attorney read the title of CRA Resolution No. 12-01. The City Manager went
over each line item in the budget, noting if Council does go forward with the general fund
tax increase there will be a small increase in the CRA budget; and pointed out there was
$16,000 in Other Contractual Services for the billboards can now be reassigned.
MOTION by Mr. Gillmor and SECOND by Ms. Coy to approve CRA Resolution No.12-01
FY12/13 Budget .
Damien Gilliams, 1623 US Highway 1, said he was disappointed with the budget, asked
what has the district received from the $6M, noting the agency is helping one individual
maintain their property leaving $20,000 set aside for the other businesses. He asked
what they could brag about in the district; cited the improvements at the working
waterfront so Mr. Gillmor can hold private parties to raise money for congress.
Mr. Wright called for a point of order, stating Mr. Gilliams made a personal attack and
was off subject. Mayor Hill warned Mr. Gilliams if he continued, he would be asked to sit
down. Mr. Gilliams said based on the operating expenses, the budget was an insult, and
they need change starting with November 6tn
The City Manager clarified for the record, the Cavcorp project increases parking contrary
to a recent editorial in the Press Journal where a special event coordinator commented
that 250 cars could be parked during her event, and the City's plan could only fit 200.
He also said upon approval, staff would immediately open the cycle for the Fa�ade, Sign,
and Landscape (FSL) program and take applications.
Mr. Wright asked if the unassigned $16,600 could be used to provide more grants in the
FSL program. The City Manager suggested leaving a$500 cushion in the line and move
$16,100 into the FSL program.
Mayor Hill suggested the possibility of providing grants to businesses to hook up to
sewer. Discussion followed on making a new line item for sewer grants. The City
Manager offered to move the money to capital outlay items with a special line called
environmental improvements; otherwise the FSL Program guidelines would have to be
amended to allow environmental improvements.
In response to Mr. Wright, Mayor Hill said once the Davis Street sewer project is
completed, the Agency could create parameters to let businesses know about the grant
money. There was consensus to increase the FSL Program by $6,000 and put $10,000
into a new grants and aid line. The City Manager asked for a couple of months to write
up the environmental improvement grant guidelines.
