(286.0105 F.S.� IN COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT (ADA), ANYONE WHO NEEDS A SPECIAL ACCOMMODATION FOR THIS MEETING SHOULD CONTACT THE CITY�S ADA COORDINATOR AT 589-5330 AT LEAST 48 HOURS IN ADVANCE OF THIS MEETING. �� � �E��� ��� HOME OF PELICAN ISLAND MINUTES CITY OF SEBASTIAN PARKS AND RECREATION ADVISORY COMMITTEE November 26, 2012 — 6 pm 1) Chairman Scott Simpson called the meeting to order at 6 pm. 2) The Pledge of Allegiance was recited. 3) Roll Call Present: Chairman Scott Simpson Vice Chairman Matthew Sims John Tenerowicz Joanne White Stephen Lucier — Alternate Absent: JoAnn Webster - Excused Also Present: City Manager, AI Minner Parks Supervisor, Chris McCarthy Sally Maio, City Clerk for Linda Kinchen 4) Approval of Minutes — October 22, 2012 Meeting Joanne White inquired about the base material for the playground and the tennis club window cited in the October minutes. The City Manager said the committee discussed wood base, and the concern about the window was that the club wanted a hinged flip-out window, but for security purposes the City had installed a slide window. Motion by Chairman Scott Simpson and Second by Joanne White to approve the October 22, 2012 minutes. There were no objections. 5) Old Business A. Update on Creative Plavqround Equipment The City Manager gave an update report on the Creative Playground, advising the equipment is expected to be delivered on December 10�h, and explained that it was originally intended to have sand cover, but Chris McCarthy researched it and found ADA rules do not allow sand, so they were going to use rubber mulch and passed around a sample for the members to see. He said this would increase the cost by about $5K but it will stay within budget and noted this is used in other parks. Parks and Recreation November 26, 2012 Page Two Joanne White said this was nice material and finer than that used at Easy Street Park. The City Manager noted John Tenerowicz said this is the same material as used in Blossom Park. Mr. McCarthy said ADA prohibited use of sand last March. The City Manager said there will be a 6'/z to 7 foot perimeter of the mulch. Chris McCarthy said the install will start when equipment is detivered around December 10th and it should take about 1�/2 weeks to install, will be ready by Christmas, and has a 10 to 15 year lifespan. In response to Joanne White, Chris McCarthy said if and when there is extra money in the budget, they will add tables and sidewalks. 6) New Business Joanne White reported she had started working on mapping out bike trails in the City and asked if the committee should have a work session to complete the mapping. Chairman Scott Simpson said he too had started mapping out the trails. The City Manager suggested, since the December meeting has been canceled, that this be placed on the January 28th agenda. He asked that the draft maps be provided to him or Linda and he can finish them and provide copies to all members. He said he would also be providing an update on some other issues as well. Chairman Scott Simpson discussed the Fellsmere Rails to Trails which begins at the 512 bridge, and suggested that the City connect to the trail to bring people to Riverview Park using the 512 sidewalk. Joanne White suggested using the 512 sidewalk on the north side and then switching to the south side at the triangle and Sebastian Elementary and suggested Main to Barber and other streets and asked if it could go into the airport with a turnaround. Discussion took place on the various roads which have sidewalks and the City Manager explained that certain roads do not have sufficient right-of-way to provide for sidewalks. Joanne White said the Stormwater Park had no sidewalks but did have trails that could be used by mountain bikers. Discussion continued on connectivity of City sidewalks to create bike routes, and the cost involved to install sidewalks over the railroad crossings on Barber and Main Streets, which the City Manager described as being six figures. Joanne White asked if there might be grants available to install them. The City Manager said he would put this on his to-do list. The City Manager said he would place items on the agenda to do Bike Mapping and report back on some of the questions raised tonight including grants �a Parks and Recreation November 26, 2012 Page Three available for sidewalks over RR crossings. He said he would meet with Joanne White and map out the routes and provide copies to members before the January meeting. Chairman Scott Simpson described the possibility of linking the Fellsmere Rails to Trails to the Riverfront and throughout the City to provide a great opportunity for bikers. Further discussion took place on Stonecrop, the eventual bike overpass for I-95 for the Fellsmere Trail, and future plans for sidewalks for the City. The City Manager said Council Member Jerome Adams had met with him on future plans for sidewalks, noting again the concerns about corridor width and the fact that the City ran out of money for sidewalks, but it could be visited again to determine targets and costs. He said, in response to Joanne White, that Concha Drive had only 60' of ROW. 7) Input from Public Jim Sunnycalb asked when the next movie in the park would be and Chris McCarthy said it may be the week between Christmas and New Years or after New Years, because he did not want to interfere with other organizations plans for movies. Mr. Sunnycalb said a few grill grates in Riverview Park needed to be replaced, and Chris McCarthy said he had checked them and all would be replaced. Mr. Sunnycalb said the Christmas tree looks great with LED lights, described the Dog Park partici�ants for the Christmas Parade and invited listeners to join them on December 1S because walking in the parade is magic. He asked about some empty sockets on the tree, and Mr. McCarthy said people steal bulbs, and Mr. Sunnycalb noted there are about 6 socket bulbs and Mr. McCarthy said some are indoor lights. The City Manager confirmed for Joanne White that the City owns the tree and a vendor maintains it, and the vendor owns and rents them all the other Christmas decorations. Mr. Sunnycalb said bicycle rental businesses would be great for the City and said he can email information to members. He wished everyone a Merry Christmas. 8) Chairman's Matters Chairman Scott Simpson congratulated former member Jerome Adams on his election to City Council, and thanked the City for hosting the Christmas parade. 3 Parks and Recreation November 26, 2012 Page Four 9) Member Matters Mr. Lucier asked about problems with lights in Easy Street Park and Mr. McCarthy said staff is considering possibly using LEDs. He said he has been short staffed during the holidays but would try to get to it this week or next. John Tenerowicz announced Light Up Night this Friday at 5:30 pm, the Christmas parade Saturday with line up at 5 pm, and the Pearl Harbor observation at the Riverview Park Veterans Memorial at 12:30 pm. The City Clerk noted that the replacement for Jerome Adams on Parks and Recreation will be considered by Council on Wednesday, November 28th, that there were three applications — the two committee alternates and one other from Ms. Flescher who was in the audience tonight. She said if Council chose an alternate to move up, they could automatically fill that alternate position with another applicant. Joanne White said the town needs a bicycle repair shop and it would be a good business for a young person and could possibly include rentals. Vice Chairman Matthew Sims asked if the City was involved in the SRHS Homecoming parade and commented on how great it was. The City Manager said the City was involved as to street closing and coordination. Mr. Sims said the southwest basketball net at Schumann Park needs to be replaced. He said the whole area is beginning to look nice and asked if it would be ADA compliant, and the City Manager responded it would be. 10) Staff Comments None. 11) Set Next Meetinq Date and Agenda The next meeting will be January 28, 2013 to include Bike Trails and a general update on several projects. 12) Being no further business, Chairman Scott Simpson adjourned the meeting at 6:40 pm.
