ADJOURNMENT: ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE ON THE ABOVE MATTERS, WILL NEED A RECORD OF THE PROCEEDINGS AND MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH APPEAL IS TO BE HEARD. SAID APPEAL MUST BE FILED WITH THE CITY CLERK'S OFFICE WITHIN TEN DAYS OF THE DATE OF ACTION. (286.0105 F.S). MINUTES "To improve the quality of life in Sebastian by nurturing the balanced relationship between our citizens and our environment by protecting, preserving and promoting our natural resources" Vice Chairperson Spokas called the meeting to order at 6:00 p.m. The Pledge of Allegiance was recited. 3. ROLL CALL: Present: Albert Alvarez Eric Spokas - Vice Chair Gilbert Gordian Jr. Not Present — Excused: Robin Graves - Chair Pat Casselberry (A) Gerald Deredita (A) Staff Present: Donna Cyr, Recording Secretary 4 5 Hank Kriss Alan Northcott Ann Lucier APPROVAL OF MINUTES: December 8, 2012 regular meeting MOTION by Mr. Spokas and SECOND by Ms. Lucier to approve the December 4th, 2012 minutes with correction of Dr. Lunceford's name on page two, was passed. "The board secretary said she sent an invitation letter to Dr. ���^�a. Lunceford Mr. Spokas will contact Dr. L�-s#er� Lunceford to see if he had an available speaker." ANNOUNCEMENTS: No announcements. 6. PRESENTATION: Dr. William A. Tyler III, Professor in the Biology Department of Indian River State College gave a PowerPoint Presentation (see attached). Dr. Tyler spoke on the school's Biology degree program and the different projects that the students are working on, the Indian River Lagoon being one of them. Dr. Tyler did ask the Board if they were involved in or knew of any organizations that were involved with any research projects in this area that the schools students could get involved with. After his presentation Dr. Tyler answered questions from the Board. Mr. Spokas asked how the College went about networking with the area schools and other groups in the area and Dr. Tyler said word of mouth was the best way. Natural Resources Board Jan. 8, 2013 Page Two Mr. Northcott asked what area the Natural Resources Board should be focusing on to protect the sea grasses in the Lagoon? Dr. Tyler said that he feels that decreasing inflow of water into the lagoon would help the sea grasses and the decrease of nutrients from runoff into the lagoon may help them recover. Mr. Alvarez asked if the IRSC students were the ones that conducted the research that the Newspaper 32963 did the article on. Mr. Spokas said the article was by Dr. Lapointe's from Harbor Branch. The Board thanked Dr. Tyler for taking the time out of his busy schedule. 7. PUBLIC INPUT: No public input. 8. OLD BUSINESS: A. Earth Dav, Saturday, April 20, 2013: Mr. Spokas asked if anyone had confirmed any musical entertainment and Mr. Gordian said he was still working on the band Dog House and it looked good that they will be there. He also said that he has been trying to get in touch with Alexandra Valenzuela but hasn't yet. Mr. Alvarez said he is trying to get the gentleman from Las Palmas Restaurant. It was suggested that a schedule be made for the entertainment so there aren't any problems the day of the event. Mr. Alvarez said he sent AAA information on Earth Day for them to place it into their member magazine called Going Places. Ms. Lucier said that Krogels responded and said they would be at Earth Day. She said she is still working on bakeries and other food vendors. Ms. Lucier mentioned going to the Pizzo's Italian Deli up near Woody's. She also mentioned talking to Southern Sisters. Ms. Lucier said she would touch base again with all the people she has contacted in the past. There was mention of Carnival Confections being contacted. Ms. Lucier mentioned that she would go down to Vero Beach and contact some of the produce vendors at their farmers market. There was discussion regarding different contests for the event. It was decided that the Recycled Artwork contest and the bird house contest were good. Mr. Spokas suggested contacting a local art teacher to be a judge for the contests and it was mentioned that the Art Club was located in the City Hall Complex and one of the members could contact them. There was discussion on prizes for the contests. The members discussed different places to advertise the contests and the event. Mr. Gordian will contact Vero News and Mr. Spokas will contact the Hometown News. Ms. Lucier mentioned that KIRB has all different kinds of materials that could be used for craft tables for children. It was suggest that someone contact a local Girl Scout or Boy Scout troop to oversee or even the SRHS Green Club. Mr. Kriss said he would contact Chris at Shady Grove Nursery who is always very generous with helping the board. Mr. Gordian asked if the Board could get a count of "hits" on the NRB webpage and Ms. Cyr said she'd get with Ms. Brooke-Reese. It was also asked how it was going with getting the past NRB speakers presentations linked up to the webpage and Ms. Cyr said the members needed to get permission from the speakers to put them on YouTube so Ms. Brooke-Reese can link them to the webpage. It was suggested that each member that recommended a speaker contact that speaker for permission. Natural Resources Board Jan. 8, 2013 Page Three There was some discussion regarding the trees that were planted at Easy Street Park and Ms. Lucier said most of the trees are dead or destroyed. It was suggested that if the board would do this again in the future that more mature trees be planted and protected better. 9. NEW BUSINESS: No new business. 10. MEMBER MATTERS: No new member matters 11. STAFF MATTERS: No new staff matters. 12.
