The Pledge of Allegiance was recited. 3. ROLL CALL Present: Jerry Piper, Chair, Commander of VFW Ed Irons, Vice Chair, Commander of American Legion Butch Dawson, Member, VFW Pete Puzzo, Member, American Legion Donna Goff, Member, Ladies Auxiliary of VFW Ed Kilbane, Alternate Member, American Legion Tom Nagle, Alternate Member, VFW Also Present: Community Development Director, Joseph Griffin MIS Senior Systems Analyst, Barbara Brooke -Reese Recording Secretary, Jeanette Williams 4. APPROVAL OF MINUTES oRPFt A. OCTOBER 1, 2012 MEETING The October 1, 2012 minutes were approved with a unanimous vote. B. NOVEMBER 5. 2012 SPECIAL MEETING The November 5, 2012 minutes were approved with a unanimous vote. 5. OLD BUSINESS A. UPDATE FROM THE HONOR GUARD COORDINATOR — CHARLIE LONG Mr. Long said the Honor Guard currently has approximately 45 members that are semi - active with 24 members showing up for funerals of honorably discharged veterans. He said the ceremony is requested by funeral directors and uniforms cost about $100 for the shirt, hat, and incidentals. Mr. Long said the family would work through the funeral director from up north to make arrangements. B. UPDATE CITY COUNCIL RESOLUTION R -12 -34 REGARDING SOLICITATION ON PRIVATE PROPERTY Chairman Piper said he attended the Council meeting where the resolution was voted down, he believed it was misinterpreted by Council who thought they were asking for sole permission to solicit funds on private property; but they were just asking that the ,vb siness owners verify that the solicitors were legitimate, local veterans organizations e , d,he collected money would stay local. Mr.�Kilf3 a asked if the wording would be clarified and resubmitted to Council. Chairman Piper said the City Attorney was looking into it and would get back to them. Update on the Memorial Walkway Bricks Dave Wortmann reported there was a total of $3,720.44 in the bank; the first order has been replaced by the second company which looks great; they will dedicate the walkway and honor the recently passed away, Ernie Heaton, Survivor, USS Dorchester at the Pearl Harbor Day Ceremony on December 7th at 12:30 p.m.; and he plans to meet with local attorney, Burney Carter, regarding the first installation of bricks. 6. NEW BUSINESS R� Q A. DISCUSSION OF VETERANS TRANSITION HOUSE Chairman Piper asked if anyone had information to share. Mr. Nagle suggested they contact Mr. Merckle in Cocoa, Director of the Viet Nam Association of Melbourne who was in on the ground floor of the Fee Avenue, Melbourne facility or Mr. Whitmore of the same facility. Chairman Piper said they primarily have to find a feasible location, noting there is an abandoned two story house on Louisiana Avenue. He asked the Community Development Director if he had any information on the house. The Community Development Director said it was the Victorian Lady business and he understood the property was in foreclosure. He offered to provide the tax information on the property. (see attached) Chairman Piper said there is a major water leak on the property. Mr. Puzzo said as a member of the Indian River Medical Reserve Corp who does stand downs for homeless veterans, he has received authority to have the Corp support their effort once they have established the location. 2 Veterans Advisory Committee December 3, 2013 Page Three ORPFS 3:18 pm Local Veterans Assistance Program The Community Development Director said the City received a Community Development Block Grant from the Federal Government for rehabilitation of veterans housing, the application was delivered to Rebecca Mitchell of the local Veterans Assistance Office, but she has not received any candidates. He asked the Committee to refer candidates to the program. He explained there is $28,000 earmarked with grants up to $8,000 a piece; the property has to be owner occupied and the veteran must stay in the property for one year after the renovation. Discussion followed on the income eligibility and percentage of disability requirement. (Application is attached to minutes) The Community Development Director clarified that the program was a grant program as opposed to a no- interest loan program and asked the Committee for assistance in recruiting applicants. 7. MEMBERS MATTERS Chairman Piper said the next meeting would be February 4th, 2013 where they will continue with the transition facility investigation. 8. Being no further business, the Committee saluted the Flag and Chairman Piper adjourned the meeting at 3:26 p.m. Approved at the February 4, 2013 Veterans Advisory Committee meeting.
