Chairman Piper called the meeting to order at 3:00 p.m.

The October 1, 2012 minutes were approved with a unanimous vote.

The November 5, 2012 minutes were approved with a unanimous vote.
5. OLD BUSINESS
A. UPDATE FROM THE HONOR GUARD COORDINATOR — CHARLIE LONG
Mr. Long said the Honor Guard currently has approximately 45 members that are semi-
active with 24 members showing up for funerals of honorably discharged veterans. He
said the ceremony is requested by funeral directors and uniforms cost about $100 for the
shirt, hat, and incidentals.

Mr. Nagle asked if a veteran passes away up north does the family contact them. Mr.
Long said the family would work through the funeral director from up north to make
arrangements.
B. UPDATE CITY COUNCIL RESOLUTION R-12-34 REGARDING SOLICITATION
ON PRIVATE PROPERTY
Chairman Piper said he attended the Council meeting where the resolution was voted
down, he believed it was misinterpreted by Council who thought they were asking for
sole permission to solicit funds on private property; but they were just asking that the
business owners verify that the solicitors were legitimate, local veterans organizations
and the collected money would stay local.
Mr. Kilbane asked if the wording would be clarified and resubmitted to Council.
Chairman Piper said the City Attorney was looking into it and would get back to them.
Update on the Memorial Walkway Bricks
Dave Wortmann reported there was a total of $3,720.44 in the bank ; the first order has
been replaced by the second company which looks great; they will dedicate the
walkway and honor the recently passed away, Ernie Heaton, Survivor, USS Dorchester
at the Pearl Harbor Day Ceremony on December 7th at 12:30 p.m.; and he plans to
meet with local attorney, Burney Carter, regarding the first installation of bricks.
6. NEW BUSINESS
A. DISCUSSION OF VETERANS TRANSITION HOUSE
Chairman Piper asked if anyone had information to share. Mr. Nagle suggested they
contact Mr. Merckle in Cocoa, Director of the Viet Nam Association of Melbourne who
was in on the ground floor of the Fee Avenue, Melbourne facility or Mr. Whitmore of the
same facility.
Chairman Piper said they primarily have to find a feasible location, noting there is an
abandoned two story house on Louisiana Avenue. He asked the Community
Development Director if he had any information on the house.
The Community Development Director said it was the Victorian Lady business and he
understood the property was in foreclosure. He offered to provide the tax information on
the property. (see attached) Chairman Piper said there is a major water leak on the
property.
Mr. Puzzo said as a member of the Indian River Medical Reserve Corp who does stand
downs for homeless veterans, he has received authority to have the Corp support their
effort once they have established the location.

3:18 pm Local Veterans Assistance Proqram
The Community Development Director said the City received a Community Development
Block Grant from the Federal Government for rehabilitation of veterans housing, the
application was delivered to Rebecca Mitchell of the local Veterans Assistance Office, but
she has not received any candidates. He asked the Committee to refer candidates to the
program. He explained there is $28,000 earmarked with grants up to $8,000 a piece; the
property has to be owner occupied and the veteran must stay in the property for one year
after the renovation.
Discussion followed on the income eligibility and percentage of disability requirement.
(Application is attached to minutes)
The Community Development Director clarified that the program was a grant program as
opposed to a no-interest loan program and asked the Committee for assistance in
recruiting applicants.
7. MEMBERS MATTERS
Chairman Piper said the next meeting would be February 4th, 2013 where they will
continue with the transition facility investigation.
8. Being no further business, the Committee saluted the Flag and Chairman Piper adjourned the
meeting at 3:26 p.m.

LOCAL VETERANS ASSISTANCE PROGRAM

Local Veterans Assistance Pro ram
Rehabilitation Grant Summary Paqe
Purpose: To fund all or a portion of the cost encountered in rehabilitating
existing or acquired owner-occupied housing units for veterans,
including modifications necessary for the independent living of
disabled veterans.
Fundinct Source:

Community Development Block Grant (CDBG)
► Very low-income veterans
► Low-income veterans
Assistance: The City may provide Up t0 $8,000.00 per unit in a rehabilitation
grant consistent with the City's minimum rehabilitation
standards and requirements. The applicant shall execute a
grant agreement with the City indicating that the applicant will
comply with the City's Local Veterans Assistance Program
requirements.
Criteria:
Income Eligible Households: In compliance with guidelines
shown on Income Classification Chart on page 2.
Property Qualification: Veteran Owner-Occupied
Verification of Military Service: DD-214
Property Taxes: current
Condition of Grant: The veteran recipient of the grant must
occupy the housing unit for a minimum of one year following
the date of completion of the construction.
Repayment Terms: Should the veteran recipient of the grant
sell the housing unit prior to the mandatory one year term, the
full amount of the grant award must be immediately repaid to
the City.
A completed application form and all supporting documents must be submitted to the
Community Development Department at Sebastian City Hall located at 1225 Main
Street, Sebastian, FL 32958. Applications are reviewed and eligibility letters are
prepared based on the first application completed, first application approved.

REHABILITATION ACTIVITIES
ADDITIONAL INFORMATION
For the purposes of this program, rehabilitation means repairs or improvements,
which are needed for safe or sanitary habitation, or correction of substantial code
violations.
All rehabilitation work must be performed consistent with the City's minimum
rehabilitation standards. Licensed contractors must perform all work. Awarded
rehabilitation grant amounts shall be based upon a minimum of two written licensed
contractor estimates, identifying all necessary rehabilitation work and the expected
costs of the rehabilitation work. The estimates provided must be for the same
rehabilitation work. Once the contractor estimate is selected and the rehabilitation
grant amount established, no additional funds may be awarded. The contractor
estimate must identify all potential costs to be encountered in completing the
rehabilitation work.
Funds for rehabilitation activities shall be paid upon completion of all rehabilitation
work and satisfactory final inspection by the Building Department and the LVAP
inspector. The LVAP inspector shall be the Sebastian Building O�cial or his
designee. All funds will be paid directly to the identified contractor completing the
rehabilitation work. No payment or transfer of funds for a rehabilitation grant will
occur prior to recording of the grant contract signed by the applicant, which specifies
the applicant's responsibilities under the LVAP Program. A rehabilitation grant will
not be awarded for work completed before the Notice to Proceed letter is issued by
the City to the contractor.
Mobile home repairs are not eligible for these funds, except for accessibility
modifications necessary for a disabled member of the household.

Allowed Rehabilitation Work:
❖ Repairs to make a house accessible for a disabled member of the household
❖ Roof repair or replacement including replacement of all rotten wood
❖ Plumbing work as needed
❖ Electrical work as needed
❖ Heating and air conditioning, including insulation and ceiling fans
❖ Replacement of doors and windows, if in poor condition
❖ Replacement of kitchen cabinets, if in poor condition
❖ Replacement of range hood, if existing is not working; installation if none existing
❖ Replacement of existing smoke alarm, installation if none existing
❖ Replacement of damaged drywall as needed

larger rehabilitation work
❖ Replacement of rotted siding
❖ Replacement of bathroom tubs, lavatories, and sinks as needed to

❖ Pressure wash, only to prepare for any allowed painting or repair
❖ Driveway/culvert - only if no driveway exists

Local Veterans Assistance Pro�ram (LVAP)
Applicant submits a completed LVAP application to the City. (This must include a list
of repair work to be done.)

If applicant is eligible, the City will schedule inspection with the LVAP inspector.

The LVAP inspector will inspect the house and make a determination if the house is
structurally sound and if it can be rehabilitated. If so, the LVAP inspector prepares the
work write-up specifications.

The City sends an eligibility letter, work write-up specifications and referral list of
contractors to the applicant.

Within 6 weeks, applicant will obtain two itemized proposals from two Sebastian
licensed contractors to undertake the needed rehabilitation work. (Applicant does not
have to use contractors from the referral list.)

The LVAP inspector reviews the contractors' proposals and indicates if they are
acceptable. Contractors must be currently licensed and insured.

If the proposals are acceptable, applicant will select and sign the selected bid.

The City's staff will review the applicant's grant request along with the selected bid
and forward the completed application to the LVAP grant review committee for
approval.

Following approval by the LVAP grant committee, the City prepares the grant
contract for signature by the applicant.

Minimum Standards for Rehabilitation
INTRODUCTION
This document identifies the minimum standards applicable to rehabilitation work funded through
the City of Sebastian Local Veterans Assistance Program.
GENERAL PROVISIONS
1. The applicant will submit a completed Local Veterans Assistance Program (LVAP)
application to the City. The application must include a list of the rehabilitation work that the
applicant wants to have done.
2. The City will verify the applicant's income from his/her latest Federal Income Tax Return.
If the applicant meets the LVAP requirements, the City will notify the LVAP inspector.
3. The LVAP inspector shall call the applicant and schedule an inspection.
4. The LVAP inspector will meet with the owner on site. The LVAP inspector will make a
determination if the house is structurally sound, if it can be rehabilitated, and what needs to be done.
The LVAP inspector then will prepare the work write-up specifications after the house inspection.
5. The work write-up specifications prepared by the LVAP inspector will constitute the basis for
the rehabilitation work and will detail the material standards, and the application methods.
6. Within 6 weeks the applicant must obtain two itemized contractor proposals from two
licensed contractors to undertake the needed rehabilitation work identified in the work write-up. All
contractors must have the local and state licenses necessary to do the proposed work, have adequate
insurance coverage, and have a track record which demonstrates the financial capacity and
experience necessary to successfully undertake and complete projects.
7. The contractor proposal shall include all labor, materials, equipment, permits, drawings, if
any, and services necessary for the proper completion of the rehabilitation of the property identified
in the work write-up. General Contractors and Certified Building Contractors submitting bids are
responsible for any bids submitted by sub-contractors.
8. Quantities and locations (such as two windows in the master bedroom at the north side of the
house) must be indicated in the contractor's proposal. The contractor must complete all necessary
paperwork identified by the City.
9. The Contractor must sign their proposal, which serves as a contract for performing the
identified rehabilitation work. All drawings and other similar documents must be attached and be
part of the bid estimate. The Contractor shall not commence any work until a written notice to
proceed order is issued by the City. The contract is between the homeowner and the selected
contractor. The City is not party to this contract.
10. The LVAP inspector will review the contractors' proposals and make a determination if the
proposals are acceptable. The applicant will choose the contractor from those that submitted

acceptable proposals to undertake the work.
11. City staffwill review the applicant's grant request along with the selected bid and forward the
completed application to the LVAP grant review committee for approval.
12. Following review of the grant application and contractor's proposal, the LVAP grant review
committee will approve or deny the grant.
13. If approved, City staff will prepare a grant contract to be signed by the applicant.
14. Following execution of the grant contract by the applicant, City staff will issue a"Notice to
Proceed" to the Contractor who must then obtain all necessary permits for the rehabilitation work
within 10 working days. Contractor must complete the job within 60 days of issuance of the
building permits.
15. If denied, City staff will issue a"Notice of Denial" to the applicant explaining the reason for
the denial.
16. All requests for extensions of time to complete a project must be submitted in writing to the
City. Any such request must be submitted immediately upon the occurrence of circumstances
necessitating the extension. The City will review all written requests for extensions of time. The
LVAP inspector will review and approve extension requests if warranted.
17. If the Contractor is delayed at any time in the progress of the work by any act or neglect of
the owner, or by changes in the work, or by strikes, lockouts, fire, unusually adverse weather
conditions not reasonably anticipated, unavoidable casualties, or by any cause which the City shall
decide justifies the delay, then the time of completion may be extended for such reasonable time as
the City may decide.
18. No variation from an approved contractor proposal, regardless of whether or not any cost is
involved, shall be made without a duly approved Change Order. The Change Order will be prepared
by the Contractor. The Contractor, the LVAP inspector, and the owner must sign the change order.
Any extra work done without written authority shall be considered unauthorized work done at the
expense of the Contractor.
19. No substitutions for any item listed in the contractor's proposal will be accepted unless
approved in writing by the LVAP inspector and the owner.
20. The contractor will not be paid for any work deviating from specifications identified on the
contractor's proposal unless approved in writing by the owner, and the LVAP inspector.
21. The General Contractor shall be held responsible for the completion of all work in
accordance with the approved drawings, work write-up, and specifications. The contractor is to
furnish all labor and materials to complete the job, whether or not each and every item is specifically
mentioned in the work write-up.
22. All materials furnished shall be new and without any damage or breakage. If usually
packaged, materials shall be brought to the job in original unbroken containers.

23. Brand names mentioned together with phrase "or equal" (such as 3 ton, 13 SEER, Rheem air
conditioner or equal) indicate that another make of equal quality and suitability may be used. THE
LVAP INSPECTOR WITH THE APPROVAL OF THE LOCAL VETERANS ASSISTANCE
PROGRAM STAFF RESERVES THE SOLE RIGHT TO DECIDE QUALITY OF MATERIALS.
24. Materials not specified, but required, shall be the best adapted to the purpose.
25. Installation of all materials or products shall be in accordance with the manufacturers'
directions and specifications. All work shall be performed in accordance with the Florida Existing
Building Code, and Florida Building Code.
26. The provisions of the Florida Existing Building Code, shall apply to the repair, alteration,
change of occupancy, addition, and relocation of existing buildings. A building or portion of a
building that has not been previously occupied or used for its intended purpose shall comply with the
provisions of the Florida Building Code for new construction. Repairs, alterations, change of
occupancy, existing building to which additions are made, historic buildings, and relocated buildings
complying with the provisions of the Florida Building Code, Building; the Florida Building Code,
Plumbing; the Florida Building Code, Mechanical; the Florida Building Code, Fuel and Gas, the
Florida Building Code, Residential; and the Florida Fire Prevention Code as applicable shall be
considered in compliance with the provisions of this code. All items covered by the contractor's
proposal shall meet all applicable codes and ordinances of the City of Sebastian.

TRADES, AND THIS WORK IS TO BE DONE IN A WORKMAN-LIKE MANNER. NO WORK
WILL BE ACCEPTED THAT DOES NOT CONFORM TO ACCEPTABLE WORKMANSHIP
STANDARDS.
28. Any surfaces damaged by the contractor resulting from his work shall be repaired at no
additional cost to the owner.
29. The contractor shall comply with all Federal, State, and City laws and regulations. In case of
conflict, the most stringent requirements shall apply.
30. Upon completion of the work, the job will be inspected by the City's building inspector and
the LVAP inspector.
31. After completion of the work, the contractor will provide the City with invoices, inspection
approvals, and notarized partial and/or final affidavits stating that contractor has completed all work
under the contract, and all individuals, firms or corporations furnishing material, labor or services
under the contract have been paid.
32. The City will obtain a satisfaction letter from the owner.
33. Within 10 working days of receipt of both the contractor's invoice with supporting
documents, and the owner satisfaction letter, the City will pay the contractor and record the grant
contract.

OTHER PROVISIONS
A. Inspections
All electrical, plumbing, mechanical, or structural inspections required under the respective
permits must be made by the proper building inspectors of the City of Sebastian. For
inspections, all improvements must be uncovered and in plain view. The contractor must be
responsible for contacting the Building Department to approve rough-ins, electrical,
mechanical, and plumbing.
B. Dispute Resolution Procedures
The LVAP inspector, who is the Sebastian Building Official or his designee, will monitor the
project under construction. The Building Official is the mediator in the event of disputes.
The LVAP inspector work write-up will explain the work to be done. The contractor's
proposal will indicate what materials are to be used and how the work is to be performed.
When a dispute occurs, the parties are reminded oftheir roles and responsibilities. Reference
to the work write-up and/or contractor's proposal is made to determine who is at fault. If an
item in question is unclear, it is the responsibility of the LVAP inspector to interpret the
write-up and make a decision. If the parties involved do not agree, the dispute will go up the
chain of command. The chain of command in this instance would be the LVAP inspector,
the Community Development Director, and the LVAP Grant Review Committee.
C. Contractor Disciplinary Procedures
Suspension is an action taken that immediately excludes a contractor from participating in a
program or programs. Actions that may cause immediate suspension from the LVAP
program are the following:
l. Bidding irregularities
2. Withdrawal of bids that have been accepted
3. Not obtaining required permits
4. Not using new materials and/or using any damaged or broken materials
5. Charging for materials that were not used or for work that was not performed
Temporary Suspension is an action taken that immediately excludes a contractor from
participating in a program or programs for a temporary period. "Minor infractions" such as
the following are causes for an automatic penalty of suspension from the program for 90 days
and, if repeated, such actions will result in permanent suspension from the program:
1. Slow progress or work stoppage
2. Lack of supervision at the job site
3. Failure of the contractor to respond to "ca11 backs" during the warranty period
4. "Shortcutting" and using alternatives from the specifications
5. Conflict or arguments with the property owner
6. Performing other work outside of the approved contract without appropriate change

orders
7. Performing work outside of contractor's trade or specialty.
D. Appeal and Hearing Procedures
A contractor (participant) including any affiliate may, within thirty (30) days of receipt of a
notice of suspension, or notice of limited denial of participation, request in writing a hearing
on the action taken by the City. The LVAP grant review committee will hear the appeal.
E. Payment to Contractor
Funds for rehabilitation work will be paid directly to the contractor within 10 working days
of receipt of the contractor's invoice with supporting documents, and satisfaction letter from
the owner. The funds for rehabilitation grants of less than $5,000.00 shall be delivered upon
completion of all rehabilitation work and a satisfactory final inspection by the Building
Department and the LVAP inspector that all required rehabilitation activities for the eligible
housing unit have been completed. Funds for rehabilitation grants of $5,000.00 or more may
be delivered in individual draws, not to exceed three draws total, based upon the completion
of individual components of the rehabilitation work and inspection by the Building
Department and the LVAP inspector. Each partial draw including the final draw of funds
shall not be less than $2,500.00 and it sha11 be delivered upon completion of all rehabilitation
work and a satisfactory final inspection by the Building Department and the LVAP inspector
that all required rehabilitation activities for the eligible housing unit are completed. No
LVAP funds will be paid for any rehabilitation work completed prior to a notice to
proceed. No LVAP funds will be paid for any rehabilitation work completed without a
building permit havin� been obtained.
For all jobs more than $2,500, a notice of commencement must be recorded and posted on
the site. For all rehabilitation work, the contractor must sign a contractor's final affidavit
indicating that all work under the contract was completed and all individuals, firms, or
corporations furnishing material, labor, or services under the contract were paid.
F. Eligible Rehabilitation Work and Rehabilitation Work not Allowed
Mobile home repairs are not eligible for these funds, except for accessibility modifications
necessary for a disabled member of the household.
Eligible rehabilitation work for which LVAP funds may be used includes any of the
following:
Ailowed Rehabilitation Work:
❖ Repairs to make a house accessible for a disabled member of the household
❖ Roof repair or replacement including replacement of all rotten wood
❖ Plumbing work as needed
❖ Electrical work as needed
❖ Heating and air conditioning, including insulation and ceiling fans

❖ Replacement of doors and windows, if in poor condition
❖ Replacement of kitchen cabinets, if in poor condition
❖ Replacement of range hood, if existing is not working; installation if none existing
❖ Replacement of existing smoke alarm, installation if none existing
❖ Replacement of damaged drywall as needed
❖ Painting, carpeting, vinyl flooring, wood or wood-laminate flooring, only as part of larger
rehabilitation work
❖ Replacement of rotted siding
❖ Replacement of bathroom tubs, lavatories, and sinks as needed to bring the units to a
safe and sanitary standard
❖ Replacement of kitchen sinks as needed
❖ Pressure wash, only to prepare for any allowed painting or repair
❖ Driveway/culvert - only if no driveway exists
❖ Repair or replacement of septic tank, lift station, drain field or private well as required by
the public health department
❖ Termite repairs and treatment
❖ Other repairs as required by the building department to bring the house up to current
minimum housing code
❖ Installation of storm shutters
❖ Hurricane mitigation work activities
❖ Energy Gauge Rating and related expenses such as insulation
Rehabilitation work not a/lowed includes anv of the followinq:
❖ Mobile home repairs, except to make a house accessible for a disabled member of the
household
❖ Appliances
❖ Carpeting which is not part of larger rehabilitation work
❖ Wood or wood-laminate flooring which is not part of larger rehabilitation work
❖ Patio and porch addition
❖ Painting which is not part of larger rehabilitation work
❖ Building a garage
❖ Landscaping, sod, and similar work
❖ Any kind of cosmetic work
❖ Swimming pool and similar facilities
❖ Tile floor or wall (except in bathroom)
❖ Replacement of any items that could be repaired with less than 50% of the cost of the
replacement

GENERAL SPECIFICATIONS
1. Electrical
All electrical panels, wiring, fixtures and equipment shall be installed consistent with the
requirements of the NATIONAL ELECTRICAL CODE.
All habitable rooms and other appropriate spaces requiring electrical service shall be
provided with a system of wiring devices and equipment to safely supply electrical energy to
properly accommodate illumination, appliances, residential security, and other electrical
equipment. Existing electrical wiring and electrical equipment sha11 not be a potential source
of electrical hazard. Every dwelling shall be wired for electric lights and convenience
receptacles. Every habitable room shall contain at least two (2) separate floor or wall type
electrical convenience outlets; and every kitchen, bathroom, laundry room, furnace room,
corridor, hallway and each porch shall contain at least one (1) ceiling or wall type of electric
light fxture which can be controlled by a wall switch. All receptacles in bathrooms and
receptacles within six (6) feet of a kitchen sink shall be GFGI protected.
It shall be the contractor's responsibility to determine any additional wiring needed to
complete the job and conform to the NATIONAL ELECTRICAL CODE, and incorporate
any such costs in his bid.
2. Heating
All heating systems shall be adequate to heat all rooms to a temperature of 70 degrees
Fahrenheit, three (3) feet above the floor when the outside temperature is 20 degrees
Fahrenheit. Insulation should be adequate to maintain the warm air within the structure.
3. Plumbing
Plumbing fixtures, equipment and material shall comply with and be installed in accordance
with the current applicable plumbing code.
All tubs, sinks, lavatories, water heaters, andlor water closets, when provided new, shall be
installed to the nearest fitting below floor level with type of pipes allowed by the code. All
new chrome trim and fittings shall include: faucets, traps, supply and return pipes, stops,
diverter valve, lead and brass stubs, water closet in and out parts. When showerheads or
supply lines are called for, they shall be accompanied by separate shut-off valves and
(whenever necessary) a shower rod.
Plumbing fixtures, which exist and are to remain, shall be placed in good working order.
Missing or defective parts shall be replaced. Fixtures shall be left in clean sanitary condition.
Fittings shall be equipped with shut-off valves.
The plumbing system including sewers shall operate free of fouling and clogging and not

have cross connections which permit contamination of water supply or back siphonage
between fixtures. Waste lines shall be tied-in to an approved system.
4. Septic System
Septic systems shall operate free of fouling and clogging and not have cross connections to
permit contamination of water supply or back siphonage between fixtures. Waste lines shall
be tied-in to an approved system and shall meet all requirements of the Indian River County
Health Department. It is the Contractor's sole responsibility to obtain the necessary permits
for any repairs, replacements, or abandonment of existing or new septic systems and to
obtain the final inspections prior to any request for payment. If connecting to a central
sanitary system, the existing septic tank must be properly abandoned by pumping it out,
filling it with sand, and crushing the tank.
5. Structural
Repairs to Foundation and Main Force Resisting System
• Foundation repairs
• Girders, floor joist and floor sheathing
• Exterior bearing wall and interior bearing wall with anchoring and strapping
schedule
• Siding and subsiding with nail schedule
• Beams, girders, and roof framing with strapping schedule. Roof sheathing
with nail schedule
• Components and cladding (i.e.) doors, windows and shutters
All repairs to the structure and the replacement of component and cladding must be
performed consistent with the Florida Building Code; the Florida Existing Building Code;
Florida Building Code, Plumbing; the Florida Building Code, Mechanical; Florida Building
Code, Fuel Gas; Florida Building Code, Residential; and the Florida Fire Prevention Code.
Caulking: Exterior joints around windows and door frames; openings between wall panels;
openings at penetrations of utility services through walls, floors and roofs; and all other such
openings in the building envelope shall be caulked, gasketed, weather stripped or otherwise
sealed in an approved manner. Caulking material used shall be the proper material as
recommended and installed in accordance with the manufacturer's instructions.
6. Pest Extermination
Where infestation of termites, carpenter ants, bores, or powder beetles are found, such
infestation shall be eliminated by treatment in accordance with the requirements of the State
of Florida Pest Control Commission. Any damage shall be repaired.
A certification by the exterminator shall be provided to the City building inspector and shall
state the following: the property is clear of all vermin infestation; should infestation occur
within one (1) yeaz from the date of treatment, the premises shall be re-treated at no cost to
the owner.

The chemicals used shall be those that will cause the least inconvenience to the owner.
Any damage to the structure, interior or exterior, or to the properiy (plants, etc.) caused by
the termite treatment SHALL BE REPAIRED OR REPLACED BY THE CONTRACTOR.
7. Roof
When replacing an existing roof, the old roof cover must be removed and discarded. All
rotted wood must be replaced. The new roof shall meet all building code requirements, have
a limited warranty for at least 20 years, and be fungi resistant.
8. Air Conditioning
All air conditioning systems shall be adequate to cool all rooms to a temperature of 75
degrees Fahrenheit, three (3) feet above the floor when the outside temperature is 95 degrees
Fahrenheit. The air conditioning system must have a seer rating of 13 or higher. Insulation
must be adequate to maintain the cold air within the structure and utilize rebate advantages
from FPL.
9. Others
All work shall be performed according to appropriate trade's standards and building code
requirements.

RESPONSIBILITIES OF APPLICANT IN THE REHABILITATION PROCESS
The City will help applicants during the home improvement process, but applicants are solely
responsible for finding contractors, choosing the contractor(s), signing agreements with contractors,
and undertaking the activities listed below.
1. Applicant must assist the City designated inspector with inspection of the home for which
rehabilitation is being requested and must point out problems.
2. Applicant and contractor must discuss and agree on all items related to the bid proposal,
including color and type of materials to be used.
3. Applicant must select and sign one of the contractors' proposals. The proposal signed by
both the contractor and the applicant will serve as a contract between the two parties for

THOUGHTS THAT APPLICANT SHOULD CONSIDER BEFORE
PARTICIPATING IN THE REHABILITATION PROGRAM
1. Not all the work that the applicant wants done can always be accomplished.
2. Repairs will correct some problems, but may not solve all problems.
3. Dort'T expect your house to be completely new when the work is finished.
4. Dort'T expect all floors, wa11s, ceilings, doors, windows, kitchen cabinets, bathroom fixtures,
and tubs in older houses to be completely plumb, level and square when work is finished.
5. Sometimes it can be stressful living in a house while a contractor is performing work.
6. Very few times in life are people completely satisfied with things they buy or have repaired.
Buying a home or having a house repaired is no different.
7. The City is not involved with color or type of materials or similar issues.
8. The contractor must obtain all required permits, and completed work must be inspected by
the City and receive final approval prior to release of funds.
9. Finally, the City is NOT a contractor, does NOT recommend contractors, and DOES NOT
and CANNOT guarantee that the applicant will be satisfied with the work done by the
contractors.
