MEETING MINUTES
JANUARY 28, 2013
The Sebastian Parks and Recreation Committee was called to order by the Chairman.
Roll Call was taken and the following members were present: Mr. Tenerowicz, Mrs.
Webster, Mrs. White, Mr. Simpson, and Mrs. Flescher. Mr. Sims and Mr. Lucier were
absent excused. Staff members present were Linda Kinchen, Secretary; Al Minner, City
Manager and Chris McCarthy, Parks Superintendent
APPROVAL OF MINUTES
Mr. Tenerowicz made a motion to approve the minutes as amended from the November
26, 2012 meeting. Second by Mrs. Flescher passed unanimously.
OLD BUSINESS — NONE
NEW BUSINESS;
1) Consider Funding Community Center Playground this year — Mr. Minner tells
the committee that Councilmember Adams requested that the playground for the
community center which is funded in the capital budget for next year be moved up to this
fiscal year for safety reasons and that the Finance Director has indicated that we have the
funding available to accommodate this request. Mrs. White asks if it is the kids in the
neighborhood or kids there for activities that are causing the safety hazard and Mrs.
Flescher states gymnastics lets out and there is nowhere for the kids to go while waiting
for their class to start. Mr. Minner says the playground will be on the northeast side.
There is a door to steps there and they could enter thru a gate or only thru the Community
Center as the fence could be attached to the building which ever the committee wants.
Mrs. White says should be open at all times for the neighborhood children to use if they
want so not just attached to the building there should be a gate. Mr. Tenerowicz asks Mr
Minner if the current numbers are good for the projects this year or will they go over
budget. He says they are good. Mr. Simpson asks if the committee feels the funding
should be moved up. A motion to move the funding for the community center playground
up to the current fiscal year was made by Mrs. Webster second by Mr. Tenerowicz
passed unanimously.
2) Dog Park Restroom location - Mr. Minner tells the committee of staff s choice
for the location and asks what the committee thinks. Chairman Simpson asks the Dog
Park Representative for her opinion and she agrees with the staff recommendation. The
committee also goes along with the staff recommendation. Mrs. White asks if there will
be lights on the building — yes. Mr. Tenerowicz asks if it is a prefab and Mr. Minner says
no. Mrs. White asks how long to construct and Mr. Minner say approximately 6 months.

3) Sidewalk and trails map — Mr. Minner puts the map on the overhead and shows
it to the committee. He states it will also go on the website. Chairman Simpson made his
own map for showing wants 12 signs along the way telling people where they are and a
bench at the signs would be nice. Mrs. White likes the chairman's map Mrs. Flescher
gives him an A+ for creativity and art work.
Mr. Minner says they will spec out the map and sign costs and benches and will bring
back to the next meeting. He states Council will need to approve. Mrs.Webster says a
post with the sign on top would be best in the way of a kiosk
Mr. Simpson says we need a bike shop in Sebastian however, on the weekend there is a
guy who rents bikes.
Mrs. White asks if the Sidewalk over the tracks will become a reality and Mr. Minner
says grants are being researched. Mr. Tenerowicz asks if Roseland was done by the
County and Mr. Minner says can't answer that or speak about that one but any of ours
will be costly per FEC.
PUBLIC INPUT;
Maria gives a hand out to the committee sodding doing well, fence has hold in it in the
small dog area — Mr. Minner says we will fix it.
Mr. Jim Sunnycalb — Welcome to Mrs. Flescher — On the Dog Park website people have
asked about memorial bricks. Sunny says they could go inside the 1St fence area where it
always gets muddy. Mrs. White asks who would be doing it — Thinks it is a good idea —
Money is the question Mr. Minner says would be approximately $20 sq ft roughly we
would need concrete patio and then the bricks. The new signs for the trash cans are
working — the top step is off at the Stormwater Park and the Pete Harris plaque gone
again from the chemicals Would like to know if swings are possible at Easy Street Park
and recommends that restroom locations are added to the trail maps.
CHAIRMANS MATTERS;
Pirate ship looks good — Concrete ping pong tables would be good in the parks are
inexpensive he will start looking for them along with chess tables Residents then supply
their own materials — Filbert Street has a big open area in the back and wondered if we
could put clay for a dirt bike trail — would like further consideration about liability.

MEMBERS MATTERS;
Mrs. White asks about Easy Street park lights on the pathway — Chris says working with
the manufacturer to try to come up with something so they won't keep going out.
Mr. Tenerowicz says everyone4 is ranting and raving about the pirate ship he says impact
fees for recreation are coming in again.
Mrs. Webster - lights at the baseball fields are out Chris says will do before the season
starts — What about the bleacher covers — Chris says not enough money was budgeted and
companies are not responding to his requests for proposals. Mrs. Webster says the
bathrooms are looking good.
Mrs. Flescher says Riverview looking good — but picnic tables, benches and grills need to
be replaced Chris says they are on order. Mrs. Flescher says the restrooms are
immaculately clean.
STAFF COMMENTS;
Chris says racquet ball court inquiries are coming in again and we need to revisit this
item. Mrs. White says we need a lot of people to come and say we need it.
Mrs. Webster says if we build it they will come.
Mr. Minner says we can discuss during the next CIP discussion.
Next meeting will be February 25th, 2013 at 6PM
Mr. Minner says we will have map costs and kiosks and then we can take to council for
approval. Mrs. White says she likes the chairman's map but Mr. Minner says we need
something professional that looks good.

With no other business to come before the Parks and Recreation Committee, Chairman
Simpson declared the meeting adjourned at 7:10 PM.
