Health Insurance
✓ Reviewed current health insurance renewal options to include City traditional plan
versus flexible spending accounts. And the possibility of placing have the City
savings resulting from this type of plan into each employee's flexible spending
account. Amount to be approximately $750.00 annually.
✓ Naomi Allen requested clarification on the prescription drug option of CYD =
$10, $30 and $50.
✓ Confirmed a City workshop to review flexible spending accounts if this is the
direction the City chooses.
Counterproposals for PEA — Attached
Sick Leave
✓ Reviewed City's proposal of not being permitted to be paid of for any higher
amounts than value on books 09/30/11.
✓ PEA requested lower pay -off limit to 400 hours.
Dispatch
✓ Discussion on whether the Dispatch division was once again going to be exempt
from Furloughs. Mr. Minner confirmed no furloughs for dispatchers. V
✓ Discussed approval procedure for vacation leave. Seniority versus on a 1" come
basis. Similar to Section 29.3 of Police Contract.
✓ CTO pay for training officer.
✓ Supervisor upgrades
✓ Adding the following subsection that was included in previous CBAs but was
dropped at some point. "It is agreed by the parties that the two (2) fifteen minute
breaks will represent compensable time." This is due to the fact that 2 individuals
are not always permitted to take their breaks, especially during training.
Next Meeting: To be determined. Pam Stern to get back with me in regards to next CBA
meeting.

PEA Labor Contract Negotiations Kick -Off Meeting Minutes

✓ Verified approval of July 6, 2011 minutes.
✓ Reviewed attached proposal from City management.
✓ Reviewed City's revised long term financial strategy, as was previously
discussed.
✓ Review City and PBA tentative agreement.
✓ There was a request from PEA to add back "vacation cash -in" of up to 40-
vacation hours that was at one time included in the PEA agreement. However,
since we were removing any buy back of vacation and sick time for new hires, the
City did not agree to add this item.
✓ Approved attached tentative agreement.
✓ PEA would schedule their vote and notify Debra Krueger of date to reserve
Council Chambers.
