ROLL CALL Present: Jerry Piper Ed Irons Butch Dawson Pete Puzzo Tom Nagle Absent: Priscilla Cyr Ed Kilbane Staff Present: Al Minner, City Manager Barbara Brooke - Reese, MIS Senior Systems Analyst Jeanette Williams, Recording Secretary APPROVAL OF MINUTES A. Meeting of February 4, 2013 There were no additions or deletions to the minutes and they were approved. UNFINISHED BUSINESS A. Proposed Veterans Transitional Facility — Speaker Walt Payne Invited by Chairman Piper Walt Payne said an informal group formed to find four properties that the Board could begin negotiations with for the facility. He said the ideal property would have room for future expansion, a garden and be close to US 1 or CR512. He distributed a map (see attached) of the properties to include: 1.) One parcel owned by Atlantic Coast Entertainment Inc., adjacent to City limits, by the proposed cement plant on Old Dixie Highway Veterans Advisory Board April 1, 2013 Page Two 2.) One parcel north, off of Schuman Drive, with an old store on it that serve as a day room, office, and kitchen 3.) One parcel on Dolphin Avenue 4.) One parcel off of Easy Street He said three of the parcels are on ponds that would be beneficial to the veterans. Mr. Dawson asked if anyone checked on permitting for a multi - family home. Chairman Piper asked the City Manager if it was feasible for them to rent the land and then construct on it. The City Manager said it was feasible, it would be a considerable amount of work, the hurdles would be the rezoning and obtaining funds. Chairman Piper said he met with Floyd Merckle, Executive Director of the Brevard County transition facility and received a copy of their by -laws and residency regulations. He said John King, a local realtor; Rich Stringer, a local attorney; a local business owner; and someone who works at the Indian River County School Board have volunteered to be on their executive board and they are currently reviewing the Brevard County documents. He said has spoken to some of the veterans living behind the vacated Eckerd's on US1 who would be interested in a shelter. In trying to gather information, he also contacted a company that makes 30 x 17 mother -in -law quarters. In response to Mr. Puzzo, Chairman Piper said the FEMA trailers, used after hurricanes, involve a lot of red tape. He explained the Veterans Administration will pay up to $44.16 a day for each veteran that is housed. He noted the Melbourne facility allows families and receives $33 per veteran. Members explained the $33 only covers two meals for the veteran, nothing for the families; it is a straight arrow operation with random drug /alcohol testing, curfews, daily work schedules, laundry schedules, resume workshops, and copies of the discharge papers on file. Vice Chairman Irons said American Legion Post 189 is currently checking on what it would take to put on a Stand Down event in the future. B. Updates by City Manager AI Minner The City Manager said he was unable to contact the owner of the Louisiana house and would like to have the contact information for Mr. Merckle. 6. MEMBERS MATTERS Mr. Puzzo reported the Sons of the American Legion Squad 189 would like to bring the Wreaths Across America to the Sebastian and other local cemeteries at Christmastime. 7.
