Introduction
Stan Mayfield Working Waterfront Grant
The Stan Mayfield Working Waterfronts Florida Forever grant program was created by
the 2008 Legislature and is administered by Florida Communities Trust. To fund the
program,the Legislature provided 2.5 percent of the total Florida Forever program
appropriation, which at the current level provides $7.5 million annually to the program.
Grant funds will be used to acquire a parcel(s)of land directly used for the purposes of
the commercial harvest of marine organisms or saltwater products by state-licensed
commercial fishermen, aquaculturists, or business entities, including piers,wharves,
docks,or other facilities operated to provide waterfront access to licensed commercial
fishermen, aquaculturists, or business entities.
The funds may also be used for the acquisition of a parcel(s) of land used for exhibitions,
demonstrations, educational venues, civic events, and other purposes that promote and
educate the public about economic, cultural, and historic heritage of Florida's traditional
working waterfronts, including the marketing of the seafood and aquaculture industries.
The acquisition of land used for recreational waterfront activities would not be
considered within the Stan Mayfield Working Waterfronts Florida Forever grant
program.

Florida Communities Trust Announces Funded Projects for the
Stan Mayfield Working Waterfronts Program
Sebastian Working Waterfronts Collaborative,City of Sebastian: Located along the Indian
River Lagoon,this two-acre property represents a public/private partnership between the City of
Sebastian and Fisherman's Landing Sebastian,a non-profit working waterfront organization.The
vision of this project is to link several parcels together to educate the public about the commercial
fishing heritage of the community through a retail/wholesale seafood house,exhibitions,
educational venues and events.Florida Communities Trust will award more than$3.1 million in
Florida Forever funds for the acquisition and the City of Sebastian will contribute more than
$351,000 in local match.

Management Plan
Once the appraisals are reviewed and approved,Florida Communities Trust will begin
negotiations with the property owners. The applicant will be responsible for developing a
management plan that must be approved prior to a closing. A management plan is required for all
project sites acquired under the Stan Mayfield Working Waterfronts Program. The management
plan lays out the short and long range management objectives, site development plans, and long
term monitoring of the project site. The management plan must set forth the following:
• How the site will be managed to further the purpose of the project
• Description of planned improvements to the Project Site
• Costs and funding sources
• The management entity and its funding source
Florida Communities Trust provides a Management Plan Checklist(coming soon)that covers all
the necessary topics that need to be included in the management plan. Please include a copy of
the checklist when submitting the management plan. The Trust provides technical assistance in
developing management plans for project sites. Management plans must be submitted and
approved by staff before funds are delivered for a project site.
Annual Stewardship Reports
The annual stewardship report provides a mechanism for both the Florida Communities Trust
program and the grant recipient to monitor implementation of the management plan. The
Stewardship Report should be approximately three to five pages in length,with appropriate
attachments. For your assistance a Stewardship Report outline will be coming soon. The report
outline may contain issues not applicable to your site while other issues may need to be
addressed in the stewardship report but are not listed on the report form.
Entrance Signs
Whenever a property that was purchased with Florida Communities Trust funds is opened to the
public,the local government must install and maintain a permanent recognition sign at the
entrance to the site that meets the following requirements:
• Measure at least 3'x 4'
• Acknowledge that the project site was purchased with funds from Florida Communities Trust
and any local government or organization that provided matching funds
• Identify the year the project was acquired
While there is no set requirement for the sign's appearance,Florida Communities Trust suggests
that the logo be colored white, teal or black.

infoiniation relevant to management.
b. The stated purpose for acquiring the Project Site as proposed in the
Application and a prioritized list of management objectives.
c. A detailed description of all proposed uses including existing and proposed
physical improvements and the impact on natural resources.
d. A scaled site plan drawing showing the Project Site boundary, existing and
proposed physical improvements.
e. A description of proposed educational displays and programs to be offered,if
applicable.
f. A schedule for implementing the development and management activities of
the Management Plan.
